Problem Solving: Implementation and Evaluation in Minneapolis Schools
Context for Change It was in this environment that our district sought, and received, a waiver from state rules for special education eligibility.  In our request to the State Board of Education, we proposed replacing the IQ-achievement discrepancy criteria with a Problem Solving Model (PSM) approach to intervention and eligibility determination.  Furthermore, we proposed using the generic classification "Student Needing Alternative Programming" (SNAP) instead of  the "learning disability" (LD) and "mild mental impairment" (MMI) labels.
The Problem-Solving Process
The Problem Solving Model is a systematic approach to reviewing student strengths and weaknesses, identifying instructional interventions that address student academic needs, collecting frequent data for monitoring student progress, and evaluating the effectiveness of  interventions implemented with the student.  If interventions are not successful at the general education classroom level, the process of trying a new intervention and collecting data is repeated with the help of a building intervention assistance team.  The student's response to regular education interventions is the primary determinant of need for special education services. The steps of the Problem-Solving Model are provided below, with a graphic representation presented in Figure 1.

BOARD BEGINS RULEMAKING PROCESS The Board of Pharmacy has taken the first steps in what likely will prove to be a lengthy rulemaking process to update Board rules in many different areas. Preliminary discussions have identified over 30 different subject areas for new rules, for changes to existing rules, or for deletion of rule sections. The rulemaking process in Minnesota is a lengthy one and provides multiple opportunities for input from stakeholders who are likely to be impacted by the proposed changes. Later this spring and over the summer, the Board anticipates bringing together a number of pharmacists to discuss various sections of the proposed rule modifications. Once a general consensus is reached on proposed language, the Board will formally publish its Notice of Intent to Adopt Rules and the exact language for each of the proposed changes will become available. Opportunity will then be available for members of the public and members of the pharmacy community to provide comment on the proposed rule language.

About President Osnes Board of Trustees Past Presidents President's House Larry G. Osnes, president of Hamline University since 1988, brings to his presidency more than thirty years of leadership experience in public and private higher education including teaching, administration, fundraising, and public policy formulation. During his sixteen years at Hamline, the university has realized a number of important achievements. Hamline is widely recognized as having one of the strongest boards of trustees of higher education in the country, and has aligned and strengthened its vision, mission, and values — as well as its financial infrastructure — under the leadership of Osnes and that board. President Osnes provided l eadership during one of the most transformational periods in the university's 150-year history. The academic quality of Hamline's schools and programs has improved, made evident in its top-ten ranking of "Americas Best Colleges" by U.S. News and World Report magazine, listing Hamline University as #1 in Minnesota and #8 in the Midwest out of 143 comprehensive universities. Significant capital campaigns have enabled Hamline to greatly improve its grounds and facilities, as well as employee compensation and student financial aid. During Dr. Osnes' tenure, Hamline University has:
