Minnesota's Legislation
City Academy came into existence as a result of Minnesota's historic 1991 Charter School legislation, the first in the nation. The pioneering charter law called for up to eight teacher-created and -operated, outcome-based Charter Schools across the state that would be free of most state laws and state and local education rules. Renewable Minnesota charters would be granted for three years. In 1993, new Minnesota charter legislation authorized existing public schools to become charters if 90 percent of a school's teachers supported the action. A 1993 amendment now allows the state board to approve Charter Schools without local board approval in some situations.
Choice Context
The idea of Charter Schools arose, in part, out of the statewide debate over school choice. Between 1985 and 1988, Minnesota began to enhance its reputation as an educational innovator when it became the first state to pass statewide public school choice legislation. Minnesota legislators hoped that Charter Schools would expand the number of real educational choices available to students and their parents. Charter Schools were intended to complement Minnesota's parental choice system to create a choice option not dependent on vouchers. In spring 1993, Minnesota Governor Carlson sent legislators a letter urging them to "take the cap off" charter schools and authorize an unrestricted number. The legislature expanded the number of available statewide charters from 8 to 20. With this limit, the choice options still will not directly affect the vast majority of Minnesota students, but the legislation has opened the way for a school board on its own initiative to convert an existing school from administered to charter status.

Hire Education Loan Program (HELP)
Purpose
The Hire Education Loan Program (HELP) was established to assist Minnesota businesses in obtaining the training they need for new or existing employees by providing short-term, no interest loans directly to business. How It Works
Loans are awarded to businesses that contract with training institutions for needed training. Eligible Applicants
HELP loan eligibility is determined by the Minnesota Job Skills Partnership Board according to training needs, availability of other funding sources, economic viability of the firm, and quality of the jobs for which training is provided. Loan Priorities
The board shall give priority to loans that provide training for jobs that are permanent, provide health care coverage and other fringe benefits, and have a career or job path with prospects for wage increases. Minimum Requirements
The business is required to contract for the training with an outside public or private training institution.

Lawmakers Consider Restoring Board of Education

The Minnesota Legislature voted three years ago to abolish the state Board of Education, but now some lawmakers are trying to reverse that decision. At least two bills have been introduced this session to resurrect the board. One would recreate the same type of board that went out of business in December 1999, with the governor appointing its members. Another proposal would allow voters to decide its membership.
Republican Rep. Mark Buesgens says combining policy-making and policy-implementation in a state agency shortchanges its customers.

Minnesota school districts are bracing for another year of budget pain and potentially tough contract negotiations. Lawmakers must solve a projected $4.5 billion state budget deficit next session. Republican Gov.-elect Tim Pawlenty has said he'll try to protect K-12 funding from cuts. But the organizations representing school boards and teachers say they'll still need an increase to avoid financial trouble.

      Chancellor McCormick's biography
      JAMES H. McCORMICK
      James H. McCormick was named chancellor of the Minnesota State Colleges Universities System in December 2000 by the Board of Trustees and began his term in July 2001 as leader of the system of 32 higher education institutions. As chancellor, Dr. McCormick is responsible to the 15-member Board of Trustees for the administration of all facets of the system. With seven state universities and 25 two-year colleges on 53 campuses across the state, the Minnesota State Colleges and Universities System serves about 240,000 students in credit courses each year. Employing more than 16,000 full- and part-time faculty and staff, the system has an annual budget of about $1.4 billion. Before coming to Minnesota, Dr. McCormick served as the founding chancellor of the Pennsylvania State System of Higher Education, created July 1, 1983. The state system comprises 14 universities with a $1 billion budget. He left that position as the most senior system head in the country, having served continuously as the Pennsylvania public university system chief executive for 18 years. Dr. McCormick was president of Bloomsburg University of Pennsylvania from 1973 to 1983, and served as a professor and administrator for Shippensburg University of Pennsylvania for the previous eight years. Prior to this, he worked as an assistant superintendent, high school administrator and teacher in Pennsylvania public schools. He is a native of Indiana County, Pennsylvania.

Environmental Program in Transition
I find it interesting what issues grab the attention of citizens, and which do not. I expected the sale of the old Northfield Middle School to be a contentious issue, but no. There were virtually no responses to the deliberate and careful planning to sell, once everyone understood that Artspace was no longer a player. But the issue of changes in the Wolf Ridge environmental experience for 5th Graders? That is another matter. Fortunately Superintendent Richardson has slowed the process and helped everyone involved explore alternatives.
