Administration ... Links Board of Trustees TRA is managed by a board of eight trustees. The board consists of five elected trustees, one representative of the Minnesota School Boards Association, the Commissioner of Education and the Commissioner of Finance. Four of the five elected trustees are active members of the Association and one is a retiree of the Association. The administrative management of the Association is the responsibility of the Executive Director who is appointed by the Board of Trustees. The Board of Trustees meets approximately six times per year to oversee the administration of the pension fund. Although the State Board of Investment manages all retirement investments, the trustees are required to become knowledgeable in both pension administration and investments under state law. As fiduciaries, trustees are held to a standard of care called the prudent person rule under which they must exercise their decisions in the same careful manner that they would use in making their own retirement decisions.

Charter Schools: An Approach for Rural Education? ERIC Digest.
Charter schools have emerged in the 1990s as a prominent and controversial school reform idea. This Digest describes characteristics of charter schools, outlines some tentative research findings, discusses advantages and shortcomings, and summarizes challenges rural communities might face in starting such a school.
WHAT WE HAVE LEARNED ABOUT CHARTER SCHOOLS
In some ways, charter schools are traditional and tap historic rural roots of public education. They give parents, students, and educators public school alternatives based on the idea that competition will bring educational innovations (Thomas, 1996). But there is potential for controversy, especially in poor rural communities with limited financial and educational resources to support additional schools. Since Minnesota passed the first charter school law in 1991, 32 other states and the District of Columbia have passed similar legislation (Hirsch, 1998). The Center for Education Reform (1998) estimated 1,129 charter schools existed nationwide in September 1998. Most schools were in the South and West. Half were in three states: Arizona, California, and Michigan. Almost another quarter were in four other states: Colorado, Florida, North Carolina, and Texas. While the number of charter schools has increased rapidly since 1991, these schools represented only about 0.5% of public school students in charter states during the 1996-1997 school year (RPP International, 1998). It is unclear how many were in rural areas.

Congressman Hoekstra and Members of the Committee, Thank you for coming to Minnesota and inviting me to testify on the charter school system in our state. Charter schools have become a choice for parents and children within the public school system. Let me begin by giving you a brief history of charter schools in our state. As you may know, the idea for charter schools began in Minnesota in 1991. When first suggested, the program was politically contentious. Teacher unions and many school districts claimed that charter schools would destroy public education. Among the concerns sighted was the fear elitist schools would develop, siphoning off the best and brightest students. Another was the idea that charter schools were an attempt to break up the teacher unions. An argument was also made that if charter schools could be free of many of the regulations and mandates, why couldn't all public schools have the same exemptions. School boards also were concerned that they would lose some revenue as students left for charter schools. Nevertheless, the proposed legislation prevailed and charter schools were launched. Today, we have 69 charter schools in Minnesota either open or approved. Our law has continued to evolve from its original language which capped the growth of charter schools at 8 schools and was probably more restrictive in its inception than laws of other states that have followed. The St. Paul School District sponsors 12 charter schools.

URGING THE ELIMINATION OF THE USE OF RACIALLY DEROGATORY MASCOTS, SYMBOLS, OR EMBLEMS IN SCHOOLS THROUGHOUT THE STATE OF MINNESOTA WHEREAS, the use of Indian (and similar designations) mascots, emblems, or symbols depicting the American Indian in Minnesota schools is offensive to people of American Indian culture and American Indian religious traditions, and such depiction perpetuates negative racial stereotypes of the American Indian, and WHEREAS, the practice of using mascots, emblems, or symbols disparages the ethnic heritage of American Indian students in the public education system where students are entitled to a quality educational environment regardless of race or color. NOW THEREFORE BE IT RESOLVED, the Minnesota State Board of Education finds the use of mascots, emblems, or symbols depicting the American Indian culture or race unacceptable, and BE IT FURTHER RESOLVED, it is the desire if the State Board of Education that no school district in the state of Minnesota shall have a mascot, namesake, official symbol, team name, newspaper, yearbook, or any official group or publication bearing the name of any American Indian symbol or cultural reference. Academic classes and/or clubs such as American Indian history, American Indian culture, Black history, or Black culture which are specifically aimed at exploring these issues are not discouraged through this resolution, and BE IT FURTHER RESOLVED, the Minnesota State Board of Education encourages all boards of education in the various Minnesota school districts to immediately commence or proceed to remove such mascots, emblems, or symbols from the public education system.
