Background The goal of nutrition education is to motivate participants to eat a healthy diet. Children are a very important audience for nutrition education because a healthy diet is essential for their normal growth and development, and because children are establishing food patterns that carry into adulthood. Good nutrition promotes not only better physical health and reduced susceptibility to disease, but has also been demonstrated to contribute to cognitive development and academic success. Left to their own devices, children will not automatically select healthy foods. Their innate preference for sweet foods makes them particularly vulnerable to the highly sugared cereals, soda, and candy that are marketed to them virtually from birth. In order to develop lifelong healthy eating patterns, children need to be introduced to a variety of nutritious foods in a positive manner.

Summary of Status in 2002
Twenty-two states plus the District of Columbia and Puerto Rico are consolidated governing board states. These states organize all public postsecondary education under one or two statewide governing boards. None of these states has established a statewide coordinating agency with significant academic policy or budgetary authority between the governing board and state government. Nine of these states organize all public postsecondary education under a single governing board. The other 14 states have two boards: most often a board for universities and a board for community colleges and/or technical colleges. In several of these states, the second board is a coordinating board for community and/or technical colleges. Twenty-five states are coordinating board states.

Bernard has extensive experience restructuring both nonprofit and for-profit corporations. He is also very experienced in dealing with issues arising under both the Guaranteed Student Loan Program and the Direct Lending Program. He first joined Briggs and Morgan in 1956 and has practiced with the firm since that time with the exception of a five-year period when he left the firm to serve as general counsel for one of its clients. As general counsel, Bernard worked with a group of fifteen corporations consisting of both for-profit and nonprofit organizations. Prior to 1969, Bernard engaged in a wide variety of legal work, although most of his practice was in the area of municipal law, municipal bond law and litigation. From 1970 to 1985, his practice was exclusively in the municipal bond area, where he served as both bond counsel and underwriter's counsel. He served as City Attorney for Prior Lake, Minnesota and Falcon Heights, Minnesota, and as advisor to the Revisor of Statutes for the State of Minnesota and the Minnesota Municipal Finance Council, and served as bond counsel to many Minnesota municipalities, counties and a state agency. Bernard also co-authored the Western Lake Superior Sanitary District Law which established the sewage district for the Duluth-Cloquet area.

I n the first of three planned forums on education policy reform, the House K-12 Education Finance Committee today takes up the problem of teacher shortages and how to restructure contracts, compensation packages and career path incentives for educators. "I don't have any preconceived ideas about what I'm going to do, or what might come out of this," said the committee chair, Rep. Alice Seagren, R-Bloomington. "But we're hoping to have a frank and open discussion and we'll be looking to see if there are any policy changes that we might want to explore in the future." Citing a recent state report on impending statewide teacher shortages, Seagren said Minnesota schools will be short some 5,000 teaching positions in the 2000-2001 school year. The report, prepared by the Department of Children, Families and Learning, also suggests that school districts will need to replace more than 24,000 teachers by 2004. "Frankly, that's a fairly alarming shortage," Seagren said, "particularly in areas like math, science, special education and industrial technology."

A House Republican panel charged with identifying and rooting out wasteful state spending put two higher-education agencies under the microscope Tuesday and some members did not like what they saw. The Priorities 2000 Task Force examined the budget of the Board of Trustees of the Minnesota State Colleges and Universities system and a college preparation program run by the Minnesota Higher Education Services Office. Financial reports reveal "an overwhelming theme" of rising expenses with the MnSCU board, said Rep. Doug Stang of Cold Spring. "I think we need to look seriously at their existence." The 15-member board's budget for fiscal year 1999 was $381,400, compared with a projected fiscal 2000 budget of $470,810. Stang and others questioned a wide variety of board expenditures, ranging from increases in rent at the World Trade Center, where MnSCU has its administrative offices, to the amount the board spends for food, beverages, parking and per diem. Task force members were especially concerned about a substantial increase in food and beverage expenditures, which rose from $10,303 in fiscal year 1996 to $21,968 in fiscal year 1998.
