Overview The university offers instruction in the military sciences to students preparing for military service. The departments of the Army, Air Force and Navy each maintains a Reserve Officers Training Corps (ROTC) and provides staff of military personnel for the instruction and administration of cadets and midshipmen. Admission Lower-division ROTC academic courses, referred to as basic or general military courses, are open to all university students. These elective courses, offered by the Department of Military Science, are designed to introduce students to a military service (Army, Navy, Marines, Air Force) and their respective roles in national defense. No experience with the military is required or expected. Upper-division courses are intended for juniors and seniors who are actively pursuing a commission as an officer. Cadets and midshipmen who complete the upper-division courses receive their commission upon graduation. Candidates for the commissioning program must be medically qualified, be physically fit, be U.S. citizens, be in good academic standing, have no criminal record and demonstrate leadership potential. Final selection of students for the advanced course is made by the professor of military science, professor of naval science or professor of aerospace studies.

Army ROTC Scope and Objectives
Army ROTC prepares selected students for leadership as commissioned officers in the U.S. Army, Army Reserve, or National Guard. This training includes in-depth study of the military establishment, military history, doctrine, leader-ship principles, management, and many other basic skills required of motivated, effective leaders.
Programs
The military science curriculum is divided into two parts: (1) the Basic Course, two years of lower division study during which students must complete 12 units of coursework and (2) the Advanced Course, two years of upper division study consisting of 14 units of coursework and a six-week summer camp. Transfer students and others who were unable to enroll in the Basic Course can receive equivalent credit in several different ways (see Two-Year Program below). Admission to the Advanced Course is limited to selected students who meet all academic and physical requirements. Students in this course receive a subsistence allowance of $150 a month for 10 months during each of the two academic years, plus military science books and uniforms. After completion of the Advanced Course and graduation, students have the opportunity to be commissioned as second lieutenants in one of the Army's 17 specialty areas in either the Army National Guard, Reserves, or Active Army. Students' preferences are a major factor in determining which specialty is awarded.

    T he military science department's Reserve Officers' Training Corps (ROTC) program of instruction qualifies the student for a commission in the United States Army, Army National Guard, or United States Army Reserve. The curriculum does not provide technical training in a job specialty nor does it emphasize vocational training; rather, it complements and provides a base for normal progression in the commissioned officer's educational program.
    Leadership and management objectives are included in academic periods of instruction. Practical leadership experience is gained in a field training environment by attendance at a six-week summer camp, normally between the junior and senior years. Nursing students attend a five-week nursing internship at Army hospitals throughout the country. A leadership laboratory also provides experience in a range of leadership positions during the school year. The department offers both a four-year and a two-year program, each with its own special advantages. Students are invited to visit or write the Department of Military Science to obtain additional information.

    The United States Army maintains at Tennessee Technological University a Senior Division of the Army Reserve Officers' Training Corps. The objective of the ROTC curriculum is to prepare selected students with leadership potential to serve as commissioned officers in the Army Reserve, National Guard, and Active Army. The curriculum is designed to provide the student with an appreciation of the responsibilities of each American toward National Defense. Emphasis is placed on leadership and the need for trained leaders in the United States Army. INSTITUTIONAL REQUIREMENTS Military Science is voluntary for all students. Those students electing to take Military Science during their freshman and/or sophomore years will not be required to take Physical Education those years. Students incur no military obligation by attending Basic Course Military Science classes during their freshman and/or sophomore years. WORDEN DEPUTY DIRECTOR FOR OPERATIONS UNITED STATES STRATEGIC COMMAND BEFORE THE HOUSE SCIENCE COMMITTEE SPACE AND AERONAUTICS SUBCOMMITTEE ON NEAR-EARTH OBJECT THREAT OCTOBER 3, 2002 Chairman Rohrabacher, Congressman Gordon, and members of the committee: Interest in the threat caused by natural objects ("Near-Earth Objects" or NEOs) impacting the earth or its atmosphere is growing. High-level commissions have met to consider the problem in such places as the United Kingdom. In the United States, NASA has devoted a few million dollars per year to studying the phenomenon. But no concrete plan exists to address the overall NEO problem. The U.S. Department of Defense (DoD) has not perceived the NEO issue as pressing. However, DoD is assisting NASA in studying the problem. It has been DoD-developed technology, particularly in the space surveillance area, which has obtained the bulk of data we currently have on NEOs. I have been asked to address my perspectives on the NEO threat and what should be done about it. I make the following comments not as a representative of the U.S. DoD, but rather as a scientist who has studied NEOs, and as a space expert familiar with the technologies that might be applicable to the problem.

    ARMY ROTC General Information "The order, the self-discipline, the pride that had been instilled in me by my ROTC was a tremendous companion to my basic liberal arts education and prepared me well for my Army career, or for that matter any career I might have chosen." GEN (Retired) Colin Powell, Former Chairman of the Joint Chiefs of Staff Army ROTC is a nationally standardized program of pre-commissioning officer education and training which is offered at hundreds of colleges and universities throughout the United States. Army ROTC serves as the primary source of commissioning for U.S. Army officers. Military Science courses complement all major areas of study by broadening the student's basic education and helping to prepare students for positions of leadership in the Army. As students earn their academic degree, they also earn a commission as a Second Lieutenant in the United States Army. Cadets may be commissioned onto Active Duty or into the Army Reserve or National Guard. In some cases, this decision can be locked-in by contract when the cadet enters the ROTC program. In most cases, however, a centralized board makes these decisions based on the needs of the Army, the cadet's stated preferences, academic performance, National Advanced Leadership Camp performance, and recommendations of the cadet's Director of Army Officer Education. The focus of the ROTC program is leadership development. Students learn problem solving techniques, decision-making skills, planning and organizing skills, interpersonal communications skills, professional ethics and responsibilities, and other management and leadership skills. Leadership labs and field training exercises supplement classroom work with practical leadership training and experience. Students receive developmental counseling routinely from their U.S. Army officer and Non-Commissioned Officer (NCO) instructors.

The Army ROTC program also offers a series of optional adventure outings and on-campus activities during the school year. These include orienteering, rappelling, sports programs and social activities. Enrollment in the Army ROTC program is not a requirement for taking military science courses. The Military Science Department offers a varied class schedule to meet students' requirements. The Army ROTC program consists of one course per semester along with scheduled leadership laboratories and field training. The four-year program is divided into two parts: the basic course and the advanced course. The basic course is usually taken in the freshman and sophomore years. No military commitment is incurred during this time, and students may withdraw at any time through the end of the second year. The first year consists of two-unit introductory courses each semester. The second year consists of two-unit courses with instruction on organizational leadership theories. Uniforms, necessary military science textbooks, and materials are furnished without cost.

    The Department of Military Science offers both a four-year and a two-year Army Reserve Officers Training Corps (ROTC) program designed to develop future officers in the areas of leadership, management, foreign policy, national security, military history, and military skills.
