Military Schools
Bolivia's military schools, with one exception, operated under the direction of a colonel who occupied the position of director of military institutes on the army's Estado Mayor (Staff). Through the Estado Mayor's National Directorate of Instruction and Teaching (Dirección Nacional de Instrucción y Enseñanza), the director administered the school system from the army headquarters compound in La Paz's Miraflores district. The principal officer school complex was located in Cochabamba, however, under the jurisdiction of the Seventh Airborne Division commander. Most officers of the three services attended a five-year basic training course at the "Colonel Gualberto Villarroel" Army Military Academy (Colegio Militar del Ejército "Coronel Gualberto Villarroel"CME) in Irpavi, a valley suburb of La Paz. Officers identified with their Military Academy classes (promociones) throughout their military careers. To gain admittance, an applicant had to be Bolivian; single; a secondary school graduate (or pass a written examination with a high score); and under twenty years of age. The applicant also had to produce a health document, certificates of good moral character from both the national police and the local police, and a recommendation from a "responsible sponsor." Every December the school graduated about ninety-five cadets, who were commissioned as second lieutenants or ensigns. After a period of serving in units, Military Academy graduates proceeded to the specialist schools of their respective arms and services. Company-grade officers underwent a basic six-month course at the FF.AA.'s School of Arms in Cochabamba. After another year with a unit, they were required to attend a tenmonth advanced course at this school. Army schools also included the Army Artillery School (Escuela de Artillería del Ejército EAE) and the EC in Cochabamba. The EC's three-year course graduated hardy and disciplined troops for crisis situations. NCOs generally did not play any political role. Special Forces training for select members of all three services was given at the Army Condors School (Escuela de Cóndores del EjércitoECE) in Sanandita, Tarija Department. Engineer officers in all three services, after three years of unit experience, enrolled in a five-year professional course at the EIM in La Paz.

Oakland defeats military charter school By Marilyn Bechtel OAKLAND, Calif. – After hours of impassioned testimony – mostly from teachers, students, union representatives and community activists opposing the measure – the Oakland School Board, in a tie vote, last week defeated a military charter school proposed by Mayor Jerry Brown and City Manager Robert Bobb. The school was to open in September with 162 seventh graders, ultimately becoming a college-preparatory boarding school with 1,000 students and a faculty drawn from the National Guard and civilian instructors. Gov. Gray Davis had pledged $1.3 million in state funds. First to speak was city council member Nancy Nadel, who called for converting the state funds to non-military purposes. "The only choice offered low-income minority students to get out of the ghetto is to join the military," she said. "To achieve a real choice, we must demand that these funds be converted to non-military purposes and made available to all the schools. " "The Black and Brown community is already under siege by police; now you want the military to train our people to turn on our people?" demanded Oakland High School teacher Cassandra Lopez, who said she spoke "as a mother, grandmother, educator and fighter for all working people."

Tarsha Moore stands as tall as her 4-foot 8-inch frame will allow. Staring straight ahead, she yells out an order to a squad of peers lined up in three perfect columns next to her. Having been in the military program for six years, Tarsha has earned the rank of captain and is in charge of the 28 boys and girls in her squad. This is Lavizzo Elementary School. Tarsha is 14.
The Middle School Cadet Corps (MSCC) program at the K-8 school is part of a growing trend to militarize middle schools. Students at Lavizzo are among the more than 850 Chicago students who have enlisted in one of the city's 26 MSCC programs. At Madero Middle School, the MSCC has evolved into a full-time military academy for kids ii to 14 years old.
Chicago public schools are home to the largest junior Reserve Officers' Training Corps (JROTC) program, which oversees the MSCC, in the country.
When moving up to high school, Chicago's graduating eighth-graders can choose from 45 JROTC programs, including three full-time Army military academies, five "school-within-a-school" Army JROTC academies and one JROTC Naval academy.

Introduction.

Much of what little study there has been on southern military education has addressed the concept of a distinctive southern military tradition. The idea of a southern military tradition is a prominent but not universally accepted theme in the historiography of the South. Some historians claim that due to geography, frontier conditions, incessant warfare, slavery, and cultural notions of honor, the South developed into a remarkably militaristic society, fond of military display, preoccupied with war and notions of martial glory, and holding up military service and military training as honorable activities for males.[2] John Hope Franklin attributed the antebellum South's fascination with military schools to this military tradition and to the South's growing defensiveness and pugnacity as it perceived a growing threat to the institution of slavery. Other historians, such as Marcus Cunliffe and Don Higginbotham, have since denied that the antebellum South was a uniquely militaristic society, and they have pointed out that, at least initially, the military college was a northern innovation. They even deny Franklin's assertion that military schools were very popular in the South before 1861.[3] The debate over the distinctiveness of southern militarism often bogs down in statistical comparisons of how many southerners and northerners attended West Point, sectional representation within the officer corps, the actual effectiveness of local militias, and similar issues.
