Iraqi Police Refine Emergency Response Skills - By U.S. Army Spc. Mary Rose, Multi-National Corps-Iraq Public Affairs BAGHDAD, IRAQ – Military law enforcement has instituted a police officer survival course to hone the skills of Iraqi police and further establish an emergency response force in Baghdad. Many of the police officers who are going through the course will become part of the Emergency Response Force. These teams will be specially trained in reacting to special situations in Baghdad. “We are training the response team to be able to respond and control emergency situations,” said U.S. Army Staff Sgt. Starsky Smith, non-commissioned officer-in-charge of training, 401st Military Police Company, Fort Hood, Texas. The beginning phase is a five-day course and is taught by a military police squad from the 401st MP Co., 720th MP Battalion, 42nd MP Brigade. The course involves first aid, searching vehicles, removing suspects from vehicles, handcuffing techniques and improvised explosive device and vehicle-borne improvised explosive device awareness. There are 157 emergency response force recruits currently going through the training. The training is all hands-on so the Iraqis will have a stronger grasp of their duties and specific tasks when actually faced with challenges, Smith said. During first aid, vehicle search and suspect extraction training May 10, each police officer personally went through many different hands-on techniques to ensure they understood what they are supposed to do in the different situations.

NBC News The following is the text of the executive summary of the Taguba report with only the names of some witnesses removed for the sake of privacy. The report was prepared by Maj. Gen. Antonio M. Taguba on alleged abuse of prisoners by members of the 800 th Military Police Brigade at the Abu Ghraib Prison in Baghdad.   It was ordered by Lt. Gen. Ricardo Sanchez, commander of Joint Task Force 7, the senior U.S. military official in Iraq, following persistent allegations of human rights abuses at the prison. BAGHDAD, Iraq - A suicide car bomber killed an influential Shiite member of parliament and his son as they drove from their farm to the capital Tuesday, an attack likely to stoke ethnic tensions on the first anniversary of the transfer of sovereignty to the Iraqis. The attack that killed Dhari Ali al-Fayadh, his son and two bodyguards was one of several around the country carried out by suicide bombers. Another killed a U.S. soldier in Balad, 50 miles north of Baghdad. At least 1,742 members of the U.S. military have died since the war began in 2003, according to an Associated Press count. A car bomb north of Baghdad killed five people and injured nine others, police said. The explosion occurred about 15 yards from the headquarters of an Iraqi quick-reaction police force in Baqouba, 35 miles northeast of the capital, police Capt. Nihad Jamal Ibrahim said.

March 4, 2004 BAQOUBA, Iraq — American police officers and U.S. soldiers delivered hundreds of bulletproof vests and other equipment last week to Iraqi police in Diyala Province, north of Baghdad. The police officers from Fresno and Madera, Calif., who brought the donated equipment to Diyala police headquarters were accompanied by soldiers from the 4th Infantry Division's 588th Engineers Task Force. The Iraqi lawmen smiled as they unpacked dozens of boxes containing 300 bulletproof vests, 125 two-way radios with chargers and batteries, 250 helmets and various other items. Soon, they were trying on vests and helmets and getting on-the-spot lessons on using riot sticks from their American counterparts. Detective Michael Harris of the Fresno Police Department, who helped collect the gear, said the 5-year-old bulletproof vests are past their use-by date but work perfectly. If they had not been donated to Iraq, the Californian police departments would have to pay for their destruction, he said.

The military checkpoints or roadblocks can be very intimidating. Young men, often under 20, in full army fatigues and automatic rifles stop you vehicle. Often there is a sandbag hut with armed security guards to the side of the road. YIKES! This sure doesn't feel like home. The checkpoint military are primarily looking for drugs and firearms. Carry neither unless you want a do not pass go card to a Mexican prison. The soldiers will stop your car and want to talk to you. We immediately produce our passports and hand them to the guard. The soldiers will unlikely speak much English. If you cannot speak Spanish, I strongly suggest you prepare what you are going to say before you go. The questions they will ask include: Where are you from?

Apparently, the suspended US commander of the prison where the worst abuses took place, Brigadier General Janis Karpinski, has refused to take the fall by herself and has implicated the CIA, Military Intelligence and private US government contractors in the torturing of POW's and in the raping of Iraqi women detainees as well. Brigadier General Janis Karpinski said to the Washington Post that Military Intelligence, rather than the Military Police, dictated the treatment of prisoners at Abu Ghraib prison. "The prison, and that particular cellblock where the events took place, were under the control of the Military Intelligence command," Brigadier General Karpinski said to the Washington Post Saturday night in a telephone interview from her home in Hilton Head, South Carolina.

    By Guardian Newspapers, 6/29/2004 American military police yesterday raided a building belonging to the Iraqi ministry of the interior where prisoners were allegedly being physically abused by Iraqi interrogators.
    The raid appeared to be a violation of the country's new sovereignty, leading to angry scenes inside the ministry between Iraqi policemen and US soldiers.
    The military police, who had been told of abuse, seized an area known as the Guesthouse just outside the ministry's main building. They disarmed the Iraqi policemen and at one stage threatened to set free prisoners whose handcuffs they removed, according to Iraqi officials.
    The arrival of a second group of US military police and a more senior officer led to an argument between the two groups of military policemen over who had command authority for the raid.
    Iraqi ministry of interior officials admitted that around 150 prisoners taken during a raid four days before in the Betawain district of Baghdad had been physically abused during their arrest and subsequent questioning.

    A n 18-year old high school student was shot by a U.S. marine along the U.S.- Mexico border May 20, 1997 according to the Associated Press. Four marines were patrolling the border area on a surveillance mission when they shot the teenager who was watching his heard of goats. The marines are claiming that the teen fired at them first and that they returned fire in self-defense. The incident has drawn deserved attention to the government's use of military personnel in domestic law enforcement assignments. Reports carried by the wire services indicate that the teen, a Mexican immigrant, had fired his antiquated .22 rifle in the direction of the heavily camouflaged marines. Twenty minutes later the squad leader felled the teen with a bullet fired from his assault rifle. It was another twenty-two minutes before the marines rendered first aid or called for help. He died from his wound. The pastor of the teen's church questioned the likelihood that the mild mannered boy would fire on four heavily armed marines who were covered in burlap and leaves, their faces blackened. If he fired at all, it was probably at a rabbit or target. "You couldn't say enough good things about that kid," the Rev. Melvin LaFollette told the Washington Post .. "He was universally liked and never caused any trouble." Texas Rangers have yet to find evidence that the teen fired on the marines. "We have not been able to corroborate that [he] fired the two shots....Our perception of what occurred is not consistent with the military's version," investigators told the
