    when they expect deliveries to be complete; how long they expect training in the use of this weapon to take; and when they expect all members of the military police to be equipped with this weapon and trained in its use. [HL1616]
Lord Bach: I assume the noble Lord is referring to the procurement of the Heckler and Koch MP7 personal defence weapon for the Ministry of Defence Police. Deliveries of the MP7 are scheduled to start in March 2005 and be completed during July 2005. Training in the use of this weapon takes between three to four days depending on the role of the individual officer. All members of the Ministry of Defence Police who require an MP7 will be equipped and trained by June 2006.

Print Article Send Your Feedback Sri Lanka has announced a state of emergency after its foreign minister is assassinated by unidentified snipers in the capital, Colombo. Lakshman Kadirgamar, an ethnic Tamil, was killed in an attack which Sri Lankan police are blaming on the island's Liberation Tigers of Tamil Eelam (LTTE) separatist rebels. The rebels have denied involvement in the killing and said the government must look "inwards" to get at the killers. The LTTE said in a statement that forces within the government were trying to sabotage a Norwegian-arranged truce by resorting to violence and blaming them. The shooting comes amid escalating tensions between the government and the rebels who have repeatedly threatened to resume a two decade civil war because of a rash of violence in the east of the country.

Respected audience,
Dear colleagues,
Joining NATO is, without a doubt, one of the most essential moments, so far, in the course of our independent statehood. Since last year’s 29 March, Estonia’s security is ensured in a manner unequalled by anything to be found in the annals of our turbulent past. For over a year now, Estonia is one of 26 equal partners in an organisation, which can truly be regarded as the most effective and efficient alliance of all time. Our airspace is secured by NATO aircraft 24 hours a day, seven days a week. Membership in NATO, just as in the European Union, has given our foreign policy a global dimension.
We have gotten this far thanks, in part, to the efforts of many of you here in this hall today both the members of the Estonian NATO Association, as well as my colleagues from the Foreign and Defence Ministries, plus the Defence Forces. Allow me to congratulate you all on the first anniversary of our NATO membership!

The first Brazilian biodiversity law was passed in the state of
Acre early this month and, according to its provisions, foreign
missions engaged in research activities in that state may be expelled
from it. The law, which was proposed by state deputy Edvaldo Magalhaes (Communist Party of Brazil), aims to fight biopiracy and makes it compulsory for foreign scientists and entities to associate with a Brazilian group before they can carry out any research activities in the state and to leave part of the collected material in it. Mission already engaged in such activities are being requested to comply with the new law. The law resulted from the work carried out by an Investigating Committee set up by the State Legislature after a Public Civil Action was filed by Cimi, the Union of Indigenous Nations of Acre (UNI-Acre)

Mr Chairman, I would first of all like to thank the OSCE Chairman in Office, Minister Vollebaek, for his report on the situation in Northern Caucasus. Developments in Chechnya gives cause to serious concern and Sweden stands firmly behind the endeavours of the Chairman in Office - both in the humanitarian efforts and in the search for a political solution. As we meet here today, we can look back at a year of new and important challenges for Euro-Atlantic security co-operation. The Kosovo conflict is in many respects without parallel in post-Cold war Europe: in the magnitude of crime committed, but also in the determined actions undertaken by the international community. It has therefore been of outmost importance for our discussion to hear the UN Secretary-General's Special Representative for Kosovo, speak on the current situation. Sweden holds as important a central and sustained role for the UNMIK on all political issues. Important lessons must be drawn, both from the recent past and the present. We must learn first of all to prevent conflicts, using all instruments at our disposal, including if need be military means. In doing so we must combine the efforts of NATO's partnership and the European Union, with the principles, experiences and action of the United Nations and the OSCE. In this context, it is essential to coordinate the military, police and other civil endeavours. We must also apply a regional perspective, and insist on the fundamental values that uphold our own societies: democracy, respect for human rights, justice and the rule of law.

We've made it clear to the Indonesians over a long period of time that we very much hope that the special autonomy package will work, that it will be implemented peacefully and what is more the situation in Aceh should be resolved diplomatically rather than through military means. Peacock: But that's not going to happen is it? I mean force is breaking up. Downer: That's right. As you know the negotiations between GAM, the separatist movement there and the Indonesian Government have broken down. We obviously regret that has happened and we hope it's going to be possible to get back on to the diplomatic path before too long. Kaufman Reporter THE military and police on Thursday went on their highest alert level in view of the bombing in front of the Australian Embassy in Jakarta. Press Secretary Ignacio Bunye said, “We condemn this act of violence and no justification is sufficient [for] this attack on innocent civilians.” The Armed Forces information chief, Lt. Col. Daniel Lucero, said the red alert at first covered Metro Manila, but it was made nationwide after the Jakarta attack. At a press briefing in Camp Aguinaldo, Lucero said additional troops would guard “soft targets,” which include foreign embassies, train stations, bus terminals, seaports, shopping malls and oil depots. “We are not letting our guard down,” Lucero said. The attack in Jakarta took place two days before the third anniversary of the terrorist attacks in New York City and Washington.

At least 13 names of influential police officers, ranging from the ranks of colonel to general, in the Ministry of Interior and two wives of foreign diplomats were listed as involved in illegal human trafficking in Cambodia, according to a research paper done by an investigating group that described itself in the report as ‘’independent’’ and voluntary. Among the corrupt activities documented in the report, obtained by VOA, are: bringing foreigners in and out of Cambodia, listing the names of the trafficked persons in the Cambodian delegation list to go abroad, charging visa fees ranging from US$18,000 to US $25,000 per person, ordering passports and providing other services.
