FRENCH MILITARY POLICE
"Gendarmerie Nationale"
History . During the French Middle Ages members of an aristocratic order that called themselves "Gens d'armes" (literally Gentlemen at Arms") swore a solemn oath to devote themselves of liberty and the law; and to maintain their chivalrous ideals of service to God and country.
Loyal servants to the sovereign, these "marechaussee" aided the government against rebels, ambitious marshals, scheming seneschals and adventurers who spread disorder throughout France. The "marechausee" were organised in companies under their own provosts and marshals, and were tasked to supervise the behaviour of troops, to repress disorders, to arrest thieves and arsonists, and to safeguard hunting, fishing and forestry. They were proclaimed Royal Gendarmes in 1700
The territorial settling, begun under Charles VII, was perfected in 1720 by Louis XV, who divided the strength into small squads. These squads were distributed so that they only had 4 or 5 leagues to guard on the two sides of a road.
At the time when the French Revolution kept on destroying the institutions of the monarchy, the marechaussee was the object of popular support expressed in the registers of grievances. Considered by the citizens as the most useful corps in the nation, it nevertheless had to give up its judicial functions to survive. Under the name of "Gendarmerie Nationale" it was organised by a law voted in by the Constitutional Assembly during the month of Germinal in the 6th year of the Republic.

These statements contain, according to Prof. Walsh’s study, "serious and relevant discrepancies" when compared with statements subsequently made to the Treasury Solicitors for the purpose of the Inquiry. This applies to almost every soldier who fired one or more shots. While available to the Counsel to the Tribunal and Counsel for the Army, the earlier statements were not available to Counsel for the next of kin. As Walsh states, "the reality is that the soldiers were never exposed to the sort of cross examination to which they would have been exposed had the contents of their earlier statements been disclosed to Counsel for the deceased." 21. Prof. Walsh notes that it is "hardly coincidence that in many instances the effect of the changes was to convert what had originally amounted to an unlawful or reckless shooting to a more justifiable one." He also points out that changes had the effect of reducing some of the conflicts in the versions presented by different soldiers.

PHILIPPINE military and police officials said Wednesday they yet to receive orders to pull out the country's humanitarian contingent from Iraq to save the life of Filipino hostage Angelo de la Cruz, amidst reports that the foreign affairs department was coordinating a pullout with the defense department.
In separate interviews with INQ7.net, Armed Forces of the Philippines (AFP) spokesman Lieutenant Colonel Daniel Lucero and Philippine National Police (PNP) spokesman Chief Superintendent Joel Goltiao said they had not recieved word from Malacañang regarding the pullout.
Goltiao added the eight PNP men in the 51-member humanitarian team are still doing their job, training Iraqi policemen.
A high-ranking official in the Philippine Air Force, who requested anonymity, likewise said they had not received orders for a pullout. He added the C-130 plane designated to fetch the humanitarian team is being used on an official mission.

    Police Company
    in the Desert
Like most National Guardsmen, the reality of being deployed to a foreign country to oppose a hostile enemy is something that most of the soldiers in the 190th Military Police Company, Georgia Army National Guard, thought couldn't happen. Well, in August 1990, most of us found out that even the impossible - can happen. I remember receiving a call from newly assigned second lieutenant Jim Johnson shortly after Iraqi forces under Sadam Hussein invaded Kuwait. Johnson called to ask me what I thought our chances were of being called to active duty. Of course I told the young lieutenant that "we never go anywhere!" How wrong I was. It wasn't even a week later when I received word that the 190th Military Police Company would be mobilized. There was a lot to be done in a very short time. First, the search was made for a qualified officer to command the 190th Military Police Company during the deployment. Unfortunately, Captain Jeffrey Boomershine, who had been assigned to command the unit only a few months earlier, was a transportation officer and not yet qualified for such a task. Several other officers were qualified, but only one officer stepped forward to take the challenge. The 170th Military Police Battalion Commander, Lieutenant Colonel James A. Bruno, offered First Lieutenant Joseph P. Hoffman the command. Hoffman was familiar with the unit and its men. He had served as a platoon leader and executive officer of the 190th Military Police during previous assignments. He was an officer who believed in getting the job done and that there were no such words as "No" or "Can't". He pushed his officers and soldiers to the limit in order to accomplish a mission, but still held the welfare of his men in the highest regard. He was exactly the type of commander that the soldiers of the 190th Military Police Company would need to get them through the months which were ahead of them and the tasks which they would be expected to perform.
