The sections that follow indicate the course requirements of the Regional Studies Middle East and Africa track, including NSA core requirements, track-specific core requirements, and track elective courses of which several must be completed. Requirements vary depending upon whether a student concentrates on the Middle East, South Asia or Sub-Saharan Africa. Written Statement of the Government of Canada to the International Court of Justice
29 January 2004 Pursuant to the provisions of Article 66(2) of the Statute of the International Court of Justice, and in response to the invitation addressed to the Government of Canada by the Registrar of the International Court of Justice in its Order of 19 December 2003, the Government of Canada wishes to submit certain general comments on the request for an Advisory Opinion submitted to the Court through Resolution A/RES/ES-10/14, in which the General Assembly of the United Nations asked the Court to respond to the following question: What are the legal consequences arising from the construction of the wall being built by Israel, the occupying Power, in the Occupied Palestinian Territory, including in and around East Jerusalem, as described in the report of the Secretary-General, considering the rules and principles of international law, including the Fourth Geneva Convention of 1949, and relevant Security Council and General Assembly resolutions? Canada has made clear its position regarding Israel's actions in constructing the barrier, emphasizing, in particular, the importance of a political solution to resolve the on-going conflict in the Middle East. Canada voted in favour of General Assembly Resolution ES-10/13, which was adopted on October 21, 2003 and offered the following Explanation of Vote:

    'The overall consensus from the Washington meeting was that global IT demand will not recover before the end of 2003,' he says, 'It is a question of working through the overexpansion of 1999-2000 in particular. But it is not the same story here in the Middle East.
    'Partly that is because we never had the overexpansion and over investment in the first place. Here the mobile phone companies and telecos are still growing. Saudi Telecommunications can not cope with demand for mobile phones, and the use of phones in general is not decreasing at all.
    'This is bound to be good for IT demand. Telecos will need more storage, more call centres. Indeed, more of everything. So this is a good market for us. Internet use is also growing rapidly, but again we had hardly any of the over investment of the dot-com bubble and so we have not suffered from this crash.'

Middle East and Northern Africa Overview Human Rights Developments Positive developments in some countries in the region were overshadowed by a continuing pattern of human rights abuses, political violence, and a faltering Arab-Israeli peace process. At this writing clashes unprecedented in their lethality had erupted between Palestinian demonstrators and Israeli security forces in Gaza, the West Bank, East Jerusalem, and inside Israel itself. Serious abuses including arbitrary arrest, torture, and unfair trials' were pervasive, as emergency rule or laws suspending constitutional protections were applied in many countries and the death penalty remained in force in all except Oman, Qatar, and Tunisia. Against this sobering backdrop, local activists and human rights organizations challenged these policies, though they often paid a high price for their courage. The rulers of Saudi Arabia and Bahrain made statements and authorized initiatives that suggested they might be ready to take human rights issues more seriously than in the past. The year also saw a potentially significant transition as Bashar al-Asad took power in Syria, joining the new generation of rulers in Morocco, Jordan, and Bahrain. The status and rights of women were a key issue in many countries. In Morocco the issue of remedying the discriminatory provisions of the personal status law and a "national action plan" to give women more rights gave rise to large demonstrations for and against in March. Jordanian women and men joined together in a campaign to eliminate laws condoning

An estimated 50,000 students participated in the demonstrations. In Paris, 20,000 marched from the Republique Square to the Nation Square. In Toulouse, 4,500 demonstrated, 1000 at Lille, 3,000 in Lyon and 2,000 in Bordeaux. Postal workers demonstrate in Marseille, France On March 14, 1,000 postal workers demonstrated in the city of Marseille to demand further negotiations over the reorganisation and distribution of shipments and higher wages. A reported 35 of the 50 postal centres of distribution of the Bouches-du-Rhone region were blockaded. Some of the postal workers in the CGT and SUD trade unions have been involved in industrial action since March 1. German construction workers demonstrate against job losses On March 14, 1,000 construction workers employed by Walter Bau in the southern German city of Ausburg demonstrated in opposition to planned job cuts. It has its own search engine (al-Misbah) which can be searched by subject, by type of organization (e.g. archive repository, government body), by type of publication (e.g. article, government report) or by free text. It covers the whole Middle East including Afghanistan, the Caucasus, Central Asia and the Horn of Africa) but excludes Israel, except for resources dealing with the Arab-Israeli conflict in general. It also offers a limited facility for searching for articles on particular topics as well as access to the tables of contents of numerous Middle Eastern and Islamic periodicals. An excellent tool.

These materials concentrate on twentieth-century history, politics, economics, military affairs, political and social movements, communism and socialism, education as a factor in political and social change, and U.S. national security affairs.
    The Middle East Collection also has strong holdings, primarily in Arabic, of classical Islamic texts and of works on the history, literature, philosophy, and religion of classical or medieval Islam and of twentieth-century Arabic and Turkish literature.     December 4, 1995 The General Assembly Recalling General Assembly resolution 49/88 of 16 December 1994 and Economic and Social Council resolution 1995/52 of 28 July 1995, Stressing that the achievement of a comprehensive, just and lasting settlement of the Middle East conflict will constitute a significant contribution to strengthening international peace and security, Recalling the convening of the Peace Conference on the Middle East at Madrid on 30 October 1991, on the basis of Security Council resolutions 242 (1967) of 22 November 1967 and 338 (1973) of 22 October 1973, and the subsequent bilateral negotiations, as well as the meetings of the multilateral working groups, and noting with satisfaction the broad international support for the peace process, Noting the continuing positive participation of the United Nations as a full extra-regional participant in the work of the multilateral working groups, Welcoming the Declaration of the Middle East/North Africa Economic Summit, held at Casablanca from 30 October to 1 November 1994, as well as the Declaration of the Middle East/North Africa Economic Summit held at Amman from 29 to 31 October 1995, 1. Welcomes the peace process started at Madrid, and supports the subsequent bilateral negotiations;

Image by: http://www.gov.za Cape Town - South Africa's Deputy Foreign Minister Aziz Pahad Friday met Israeli Ambassador Tova Herzl to convey his government's concern over the Middle East crisis. Pahad reaffirmed the position of South Africa that Israel's attempts to isolate Chairman Yasser Arafat are a "grave error". The minister drew attention to US Secretary of State Colin Powell's recent assertion that Arafat remains central to a political solution to the Middle East crisis. He informed the ambassador that it is the South African government's view that Israel should allow international diplomatic representatives to enter Ramallah immediately.
