Says UN Verification Team Arrived 26 April in Damascus Describes Steps Taken on Other Aspects of Resolution 1559 (2004)

The 26 th of April the day of Syria’s formal notification to the United Nations that it had withdrawn all of its troops, military assets and intelligence apparatus from Lebanon was undoubtedly an historic day for the Syrian and Lebanese peoples, and for the Middle East, Terje Roed-Larsen, the Secretary-General’s Special Envoy for the implementation of resolution 1559 (2004), told the Security Council this morning.
Presenting the Secretary-General’s first semi-annual report on the implementation of resolution 1559 (2004), he noted that the Secretary-General had dispatched a United Nations mission to verify the full and complete withdrawal of Syrian forces.  Established with the full agreement of the Lebanese and Syrian Governments, the mission had arrived in Damascus on 26 April.  The Secretary-General had asked the two Governments to fully cooperate with the mission, and he would soon forward his conclusions as a supplement to his present report.

Also Reminds Council of Secretary-General’s Call for Action By Palestinian Authority against Those Perpetrating Terror, Violence
Stressing the concern of the United Nations over Israel’s failure thus far to dismantle settlement outposts and freeze settlement expansion, Kieran Prendergast, Under-Secretary-General for Political Affairs, told the Security Council this morning that Israeli settlement policy could not be separated from the issue of the barrier under construction in the West Bank.
Delivering his monthly briefing on the situation in the Middle East , including the Palestinian question, he said that the approved route of the barrier still incorporated a significant percentage of Palestinian land and had a negative effect on the livelihoods of many Palestinians.  While Israel had stated that the barrier was a temporary structure to meet security needs, no one could observe its scope and route without being concerned over possible implications for the contiguity of the future Palestinian State
Recalling that the Israeli Government’s recent report on outposts had found that various ministries, as well as the Israeli Defence Force and the World Zionist Organization, had supported construction of unauthorized outposts, he noted that the Cabinet had approved that report on 13 March, including the core recommendation that the Government take into its hands responsibility for what was happening in the outposts and not sit on the sidelines watching the settlers do whatever they wished.  Yet, there had also been unofficial reports this week of a government decision to approve the building of at least 3,500 new settlement housing units this year, linking the major settlement of Maaleh Adumim to

Watch Kofi Annan The United Nations Secretary-General Kofi Annan has told the BBC the US-led invasion of Iraq was an illegal act that contravened the UN charter.
He said the decision to take action in Iraq should have been made by the Security Council, not unilaterally. The UK government responded by saying the attorney-general made the "legal basis... clear at the time". Mr Annan also warned security in Iraq must considerably improve if credible elections are to be held in January. The UN chief said in an interview with the BBC World Service that "painful lessons" had been learnt since the war in Iraq. "Lessons for the US, the UN and other member states. I think in the end everybody's concluded it's best to work together with our allies and through the UN," he said. 'Valid' "I hope we do not see another Iraq-type operation for a long time - without UN approval and much broader support from the international community," he added.
