43. INDIA
Over 50 percent of market development efforts are in the middle east, and sponsors exporter participation in international trade fairs.
http://www.fas.usda.gov/cmp/com-study/1996/india.html
INDIA The government of India assists agricultural export promotion through the Agriculture and Processed Foods Export Development Authority (APEDA) and the Marine Products Exports Development Authority (MPEDA). Together, government grants from export fees to these agencies are estimated at $4.9 million for 1994/95. India continues to operate quasi-governmental marketing boards under the Ministry of Commerce for tobacco, tea, coffee, and spices. Government funding from export taxes for the commodity boards is estimated at $5.7 million. Industry funding for APEDA, MPEDA and the commodity boards is estimated at $3.3 million in 1994/95. In addition, several private trade organizations are involved in export promotions, although promotion expenditures for these organizations are not available. India continues its relatively high degree of intervention in agricultural trade, although it maintains a very low level of direct export subsidies. The government of India administers export quotas for many commodities, including wheat, coarse grains, sugar, cotton and dairy products. Two government enterprises, the Hindustani Oils Corporation and the Food Corporation of India control imports of vegetable oils and grains. The government of India recently began to encourage the development of the agricultural sector by reducing excise taxes on many agricultural products and through arrangements that allow Indian processors to import raw materials duty-free for the production of products for export.

They should not be. Politically, no Indian government can afford to appear subservient to U.S. interests. New Delhi values an independent foreign policy shaped, as Prime Minister Manmohan Singh has said, by its own geography, economics and domestic considerations. At a press conference in New York on September 16, Prime Minister Singh pointed out that India is located in the region neighboring Iran, that there are three-and-a-half million Indian workers in the Middle East and that India has the second largest Shiite population in the world, trailing only Iran itself. “Any flare up would present immense difficulties,” he said.

According to Diana Taylor, exhibition manager for organisers Epoc Messe Frankfurt, 'I am overwhelmed with the response that we had, it was most certainly a record breaking show for us both in terms of exhibitors and visitor numbers.' She went on to explain that double digit category growth in a market that offers little potential elsewhere in the world was another major contributing factor for success. 'With Europe offering value growth of less than 2%, it's not surprising that our figures in the Gulf of ten times that are so attractive to international suppliers,' she said.
This sentiment was borne out by one of the largest trade groups at the fair, UBI France. Herve Rebollo, director of economic and international affairs, said 'this exhibition is one of the most important in the world for us, as the region is growing by 20% annually and it gives us access to India and Iran.' UBI France have been bringing French suppliers to the show for five years with this year's stand attracting 28 exhibitors, more are anticipated in 2006.

Ivory use and trade shifts underground in India
Illicit trade in elephant ivory continues in India despite national ban since the 1970s according to report by TRAFFIC1, the wildlife trade monitoring network. Domestic ivory trade continues to be widespread in the country, but has now largely shifted underground, hindering law enforcement efforts.
Monday, July 21 - 2003 at 17:33 GMT+4 Under the Indian Wild Life (Protection) Act (1972) moves to curb both international and domestic trade in raw ivory and ivory products have been successively initiated since 1977 by government authorities. In a decisive 1997 ruling, the High Court proclaimed: 'No citizen has the fundamental right to trade in ivory or ivory articles, whether indigenous or imported.'
The TRAFFIC report launched in collaboration with WWF India entitled 'An Assessment of the Domestic Ivory Carving Industry and Trade Controls in India' examines the ivory trade in 2000 and 2001, and shows that hundreds of Indian craftsmen were still using ivory. 'With demand from both domestic and international sources, the high profits gained from ivory usually ten times that for similar articles fashioned from other materials - are strong incentives to stay in business', said Steven Broad, the Executive Director of TRAFFIC.
TRAFFIC urges India to take immediate action to establish why the ban, which also prohibits any trade in pre-ban ivory stocks in the country, is being breached with apparent ease and regularity. More rigorous enforcement of existing laws against elephant poaching and ivory trade is urgently needed in order to halt the continuing domestic commerce.
