Chapter 1 [HTML] or [PDF format] Search within this book at Google Print This book unveils a potent new approach to one of the oldest debates in political economythat over whether class conflict or group competition is more prevalent in politics. It goes further than any study to date by outlining the conditions under which one type of political conflict is more likely than the other. Michael Hiscox focuses on a critical issue affecting support for and opposition to free tradefactor mobility, or the ability of those who own a factor of production (land, labor, or capital) to move it from one industry to another. He argues that the types of political coalitions that form in trade politics depend largely on the extent to which factors are mobile between industries. Class coalitions are more likely where factor mobility is high, Hiscox demonstrates, whereas narrow, industry-based coalitions predominate where it is low. The book also breaks new ground by backing up the theory it advances with systematic evidence from the history of trade politics in six nations over the last two centuries, using a combination of case studies and quantitative analysis. It makes fresh conclusions about the forces shaping trade policy outcomesconclusions that yield surprising insights into the likely evolution of the global trading system and U.S. trade policy in particular.

  • Exports figures for the period April - March 2004 - 05 stood at US$ 79.59 billion as compared to US$ 63.97 billion for the same period last year, an increase of 24.41%. Exports during April-June, 2005-2006 are US $ 20.90 billion which is 19.54% higher than the level of US $ 17.48 billion during April-June, 2004-2005. Imports during April-February,2004-2005 are US $ 106.12 billion an increase of 35.62% over last year's US $ 78.25 billion in the same period. Imports during April-June, 2005-2006 are US $ 32.36 billion, an increase of 38.02% over the level of imports valued at US $ 23.44 billion in April-June, 2004-2005. Oil imports during April-March, 2004-05 stood at US $ 29.08 billion, which is 41.19% higher than the corresponding period last year. Non-oil imports during April-March, 2004-05 are estimated at US $ 77.03 billion which is 33.62% higher than the US $ 57.65 billion in April-March, 2003-04. Main destinations of India's exports are: Asia (44%), West Europe (24%), Americas (23%) and Africa (6%).

  • Intellectual property rights (IPR) grant inventors monopolies in exchange for their socially valuable innovations, a privilege that the U.S. interprets as a corporate right to privatize plants, animals, and other forms of life. Monopoly control of plants is contributing to the destruction of food security and public interest research, as well as to the loss of biological diversity and ecological health.
Problems with Current U.S. Policy

  • The U.S. exercises aggressive diplomacy to persuade other governments to implement IPR that exceeds what is required by the World Trade Organization. The immense commercial value of patented foods and new drugs is provoking biopiracy and hasty approvals of genetic engineering experiments. U.S. officials say trade rules are the supreme international law, despite numerous international agreements establishing the rights of farmers, indigenous peoples, and local communities to their natural resources.
