Recent political education efforts in Micronesia are floating on a sea of radio tapes, filmstrips, posters and classroom lessons. These are largely the creation of the Education for Self-Government Program mounted by the Trust Territory Administration a year and a half ago. For all its output of materials, the ESG Program labors under serious handicaps. The controversial circumstances surrounding the birth of ESG gave rise to the lurking suspicion that, despite its name, the real object of ESG just might be something less than self-government after all. Many people continued to wonder whether the contents of the program were being "sanitized" by mightier powers than those residing on Saipan.
The ESG task forces on the territory-wide and district levels have lived under this cloud from the very beginning. To make matters worse, it has become fashionable to hold them responsible for any and all failures in the area of political education. Whenever an outer-islander complains to his congressman that he does not know what the status alternatives are all about, ESG takes it on the chin. ESG has become everybody's scapegoat today because it is assumed that it is the major instrument of political education in the Trust Territory. Actually ESG has very little to do with political education and even less to do with authentic education for self-government, as I will try to show. It is, therefore, unfair to blame ESG members, who are performing as well as they can in trying circumstances, for the supposedly meager amount of political education that is taking place today.

    FACTS
    LEADERS MEDIA Though formally independent, in 1986 Micronesia signed a "Compact of Free Association" with the US. Under this, Washington assumed responsibility for defence, including the right to establish military bases and deny other nations access to Micronesia. In return, Micronesia received financial assistance averaging $100m per year, and the right of Micronesians to live and work in the US. Micronesia also takes its cue from Washington on foreign policy. A renegotiated 20-year compact, worth $3.5 billion to Micronesia and the Marshall Islands, was signed by US President George W Bush in December 2003. Some of the money is being diverted into trust funds, intended to provide a financial resource for Micronesia when the compact expires. Despite its small population and the large amount of incoming aid from the US, Japan and elsewhere, Micronesia has relatively high unemployment, a matter compounded by increasing numbers of Filipino migrant workers.

Originally inhabited by Austronesian-speaking peoples, the islands were controlled in turn by Spain, Germany, and Japan prior to their capture by U.S. forces during World War II. The group was administered as part of the U.S. Trust Territory of the Pacific Islands after 1947 and became self-governing under a compact of free association with the United States in 1986. Palikir, on Pohnpei (Ponape) Island, is the capital. Population: 108,000.     GOVERNMENT AND POLITICAL CONDITIONS
    The internal workings of FSM are governed by the 1979 constitution, which guarantees fundamental human rights and establishes a separation of governmental powers. The unicameral Congress has 14 members elected by popular vote. Four senatorsone from each stateserve 4-year terms; the remaining 10 senators represent single-member districts based on population, and serve 2-year terms. The President and vice president are elected by Congress from among the four state-based senators to serve 4-year terms in the executive branch. Their congressional seats are then filled by special elections. An appointed cabinet supports the president and vice president. There are no formal political parties.
    Each of FSM's four states has its own constitution, elected legislature, and governor. The state governments maintain considerable power, particularly regarding the implementation of budgetary policies.
    The judiciary is headed by the Supreme Court, which is divided into trial and appellate divisions. The president appoints judges with the advice and consent of the Congress.

    Occurred on 21-25 November 2003
    This report is based on information provided by the Government of Federated States of Micronesia through the OCHA Disaster Response Advisor for the Pacific as well as the media. Situation 1. On November 21, Tropical Storm Lupit passed through Chuuk State of Federated States of Micronesia (FSM), continued to intensify and was upgraded to Typhoon Lupit on November 23, and then passed through Yap State of FSM on 25 November with sustained winds of 194 km/h and gusts of 240 km/h. The typhoon/tropical storm with strong winds, heavy rains and hazardous waves has reportedly caused severe damage to public, private and commercial facilities and agriculture resources. 2. In Chuuk State, the typhoon/tropical storm caused substantive damage to agricultural crops, homes, seawalls and roads. A group of five people including two children in a boat is missing at sea. The hazardous waves flooded taro patches, homes, water catchments and deep wells. Many homes were left with unsanitary living conditions, undrinkable water and shortage of food. Although a preliminary damage assessment has not been completed yet, reports obtained through radio indicate that about 200 houses were destroyed or damaged.
