From 1947 until 1979, the islands that now make up the FSM were part of the United States-administered Trust Territory of the Pacific Islands. That year, the districts of Kosrae, Ponape (now Pohnpei), Truk (now Chuuk), and Yap approved a constitution, establishing the Federated States of Micronesia. The districts are distributed according to population and there are five in Chuuk, three in Pohnpei, and one each in Yap and Kosrae. The country has a unicameral legislature consisting of 14 members. One senator from each state is elected to a four-year term and one senator from each of the country’s ten districts is elected to a two-year term. Voters must be age 18 or older. The president and vice president are chosen by the legislature from among the four state senators. Special state elections are held to replace the senate seats vacated by the president and vice president. The four states have considerable autonomy. Each has a unicameral legislature, a governor, and a lieutenant governor. All officials are elected. There are municipal governments at the village level. Some village leaders are elected while others are traditional chiefs. The nation’s supreme court is headed by a chief justice and as many as five associate justices. All are appointed by the president with the consent of the legislature. The states and some municipalities have courts at the local level.

Language: English (official and common), and all four states have their own ethnic language. Education: Literacy Health: Life expectancy male 66.7 yrs.; female 70.6 yrs. Infant mortality rate Work force: More than one-half of workers are government employees. Government Type: Constitutional confederation in free association with the U.S. The first Compact of Free Association entered into force in 1986, and an Amended Compact entered into force May 1, 2004.     The Federated States of Micronesia (FSM) is composed of four states: Chuuk (formerly Truk); Kosrae; Pohnpei; and Yap. The four states were part of the Trust Territory of the Pacific Islands and were administered by the United States from 1947 to 1986 pursuant to an agreement with the United Nations. Political legitimacy rests on the popular will expressed by a majority vote through elections in accordance with the Constitution. There are three branches of government: An executive branch led by a president who also serves as head of state; a unicameral legislature elected from the four constituent states; and an independent judicial system that applies criminal and civil laws and procedures that closely parallel those of the United States. Traditional leaders retain considerable influence. Under the Compact of Free Association, the United States is responsible for the islands' defense. The country has no security forces apart from national police, who operate under effective civilian control, and public safety officers, who also operate under effective civilian control.

LINKS GOVERNMENT he FSM Constitution, like that of the US, provides for three separate branches of government at the national level Executive, Legislative and Judicial . It contains a Declaration of Rights similar to the US Bill of Rights, specifying basic standards of human rights consistent with international norms. It also contains a provision protecting traditional rights. Unlike the US system, however, most major governmental functions other than the conduct of foreign affairs and defense are carried out by the State governments. The Congress of the FSM is unicameral with fourteen Senators - one from each state elected for a four-year term, and ten who serve two-year terms, whose seats are apportioned by population. Currently, Chuuk has six seats, Pohnpei four and two each are held by Yap and Kosrae. The President and Vice President are elected to four-year terms by the Congress, from among the four year Senators, and the vacant seats are then filled in special elections. Currently, the Honorable H.E. Leo A. Falcam is President of the FSM; the Honorable Redley Killion is Vice President; the Honorable Jack Fritz (of Chuuk) is Speaker of the FSM Congress. The Judicial Branch of the National Government is headed by the FSM Supreme Court, currently comprised of three Justices who sit in trial and appellate Divisions. At this time there are no other National courts. Justices are nominated by the President for a lifetime appointment and confirmed by the Congress. The Honorable Andon Amaraich (of Chuuk) is Chief Justice of the FSM Supreme Court.

    (detailed information) Download Entry Permit Application Form (PDF format) Contact Information Summary of Visitor Entry Requirements All visitors arriving in the FSM must have and present proof of citizenship or nationality by possessing a valid passport or other travel document issued by the government of the country of citizenship or nationality. The document must be valid for at least 120 days beyond the date of departure from the FSM. Citizens and nationals of the FSM, Republic of Palau, the Republic of the Marshall Islands, or the United States may prove citizenship or nationality by possessing a passport, birth certificate or FSM entry permit. Upon arrival, all non-citizens without a valid entry permit must present a completed "FSM Immigration Arrival and Departure Record." This form is furnished by a carrier prior to arrival at the point of entry. Those wishing to visit the FSM for a period exceeding 30 days must also complete a entry permit . A permit is not required for a person visiting the FSM for 30 days or less. Citizens and nationals of the Republic of Palau, the Republic of the Marshall Islands and the United States may be issued an entry permit for the duration of the visit which shall not exceed one year.

In the islands of Micronesia during the 1970s, many people dreamed of creating one federation to replace the strategic trusteeship established after World War Two. Instead, the Trust Territory of the Pacific Islands has divided into four nations. As Joakim Peter explains, there are new pressures to decentralise power even more. Federalism in Micronesia is like going to a clothing store and trying on the only pair of pants available to you. The only choice you have is to make alterations to the pants or else go naked.
