Teacher Certification
Michigan law requires that individuals teaching vocational education programs be certified, authorized and, if required, hold a valid state or federal license for the fields in which they will teach. All entry credentials for teaching in career and technical education require the individual seeking the credential to have two years (4000 hours) of recent and relevant work experience in the occupational area. There are three entry-level credentials for career and technical education teachers. They are as follows: State Secondary Provisional Certification with Vocational Endorsement The person holding this certification will have completed a program in vocational teacher education at an institution approved by the State Board of Education for the preparation of career and technical education (vocational) teachers in the occupational area of the endorsement. The provisional certificate the individual received will show an endorsement in one or more of the following areas, indicating a major or minor in the occupational area(s) of the endorsement:

Study Guides Michigan Test for Teacher Certification (MTTC)
The Education Library maintains a small collection of Michigan Test for Teacher Certification Study Guides to familiarize students with the test. Successful completion of the appropriate subject section(s) of the Michigan Test of Teacher Certification (MTTC) is required for a Michigan teaching certificate. The guides are available in the Education Library from the permanent reserve collection, 3300 Sangren Hall, and are available for 2 hour loan. The guides are provided and updated by the WMU College of Education. Note that a WMU Bronco ID or a WMU library card is necessary to borrow the guides. The titles and call numbers for guides on reserve are listed below.

To access the application, you need to download the instructions and application below: Download instructions and application Questions: Contact Lisa Clark Information: Students who meet the qualifications necessary to be recommended by the University of Michigan should apply to the campus at which they completed their course work and/or obtained approval for their planned program; i.e., Ann Arbor, Dearborn or Flint campus. RENEWAL OF PROVISIONAL CERTIFICATE
  • To apply for a renewal of your Provisional Certificate, you must hold an expired Provisional Certificate or it must be after January 1st of the year it will expire. Original Michigan State Provisional Certificates are valid for six years from the year of issuance and expire on June 30th of the sixth year. The expiration date is shown on the front of the certificate.
    You must have completed a minimum of ten semester hours of credit in a planned program* to be eligible for the first renewal of a Provisional Certificate, and eighteen semester hours of credit in a planned program* to be eligible for the second renewal of a Provisional Certificate. The credits applied to the renewal of a Provisional Certificate must have been earned AFTER the issuance of the original certificate. Graduate course work completed before the issuance of the original certificate MAY NOT be applied to a renewal unless an advanced degree (e.g., Master's) was granted. If an advanced degree was granted, additional credit is not required for the renewal of a Provisional Certificate.

Licensure in Michigan
In addition to the requirements of our program, the State of Michigan has two requirements with which any teacher education candidate must comply in order to receive teacher certification. These requirements are applicable to all of the teacher certification programs within the state. MTTC Tests All teacher certification candidates must take and pass the applicable Michigan Tests for Teacher Certification (MTTC). Candidates in our teacher education programs must take and pass all three sections (Reading, Math, Writing) of the Basic Skills test prior to being eligible to student teach. Before being recommended to the state for teacher certification, all elementary teacher certification candidates must take and pass the MTTC test in Elementary Education. Additionally, if an elementary candidate wishes to be able to teach in subject-specific classrooms in grades 6-8, she or he must take and pass the MTTC tests in her or his academic major and academic minor. So, as an elementary teacher certification candidate, you can expect to take 2-4 MTTC tests while in our program. Before being recommended to the state for teacher certification, all secondary teacher certification candidates must take and pass the subject area tests in their academic majors and minors. So, as a secondary teacher certification candidate, you can expect to take 3 MTTC tests while in our program.

As reported to the United States House Committee on Education and the Workforce (May 13, 1999), teacher supply and demand projections indicate that the nation will need to hire 2.2 million people as teachers in the next decade.
The Michigan State Board of Education Report of the Ensuring Excellent Educators Task Force (April 11, 2002) states
The population of non-traditional candidates wanting to become teachers has grown significantly. At Siena Heights University, 6-10 calls per week requesting information on post-baccalaureate teacher certification are received weekly. The National Center for Education Information (March 5, 2002) reports that nearly 45 of 50 states now offer an alternative route to teacher certification for non-traditional certification candidates. They report that these programs have opened the teaching profession to people from other careers and the military, as well as to liberal arts graduates and early retirees.
In light of both this data, and the commitment of the Michigan Department of Education to innovative programs that assist non-traditional teacher candidates to transition faster into the teaching profession, the Siena Heights University Undergraduate Teacher Education Program has designed, and been approved to offer, the Post-Baccalaureate Intensive Certification Program.

    Ninety-one percent of MTU's undergraduates are of traditional college age, 91% attend full-time, 77% are Michigan residents, and 79% are engineering, mathematics or science majors. The average ACT score for fall 1999 freshmen was 25.21.
    Admission Requirements: Candidates desiring admission to secondary teacher certification programs must apply to the Department of Education. Application is usually made during their sophomore year. For undergraduate students, the recommendation for admittance comes from the Dean of Students. Postgraduate students seeking admittance must submit two letters of recommendation. In addition, all applicants must complete the Conviction Statement form authorizing release of all records and information pertaining to any and all convictions.
    Accreditation The North Central Association of Colleges and Schools accredit Michigan Technological University, and the State of Michigan's Periodic Review/Periodic Evaluation program accredits the Department of Education. The State Teacher Certification Board/Michigan State Board of Education approves all of the university's teacher preparation programs.

    Are You a “Highly Qualified Teacher” the Feds Want to Know The No Child Left Behind (NCLB) Act of 2001 requires that all teachers of core academic subjects, English, reading, language arts, mathematics, science, foreign languages, civics and government, economics, art (visual arts, theater, instrumental and vocal music, dance), history, and geography (NCLB Section 9101) be highly qualified by the end of the 2005-06 school year. New teachers hired to teach in Title 1 targeted assistance or school-wide programs must meet the highly qualified definition as a condition of employment.
    In general, if Michigan teachers are certified and teaching in the areas for which they have a major or have taken and passed the Michigan Test for Teacher Certification in those areas, then they are deemed highly qualified.
    In essence, highly qualified means that the teacher has full state certification and has passed a rigorous state test in the subjects in which they are endorsed and will be assigned to teach. Teachers certified in Michigan since the full implementation of the Michigan Test for Teacher Certification (MTTC) will meet the definition of highly qualified. The MTTC was fully implemented in 1992. Experienced elementary and secondary teachers who were certified prior to implementation of the MTTC and teaching in their minor subject’s area endorsement(s) will not meet the highly qualified definition.

    Preparation Courses
    All candidates for a Michigan provisional teaching certificate must pass a test in basic skills. Candidates must pass the Michigan Basic Skills Test before enrolling in the School of Education at a college or university. This course prepares learners for the 3 sections of the Michigan Test of Basic Skills: reading, math, and writing. Students may prepare for all three sections or they may prepare for the section(s) where they have the greatest need. An assessment determines the areas of study. The program offers preparation in: Reading: MTBS: This section covers reading skills and literature. Mathematics: MTBS: This section covers math fundamentals, pre-algebra, geometry, graph-reading skills, and problem solving. Writing: MTBS: This section covers English grammar and writing skills.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
