General Information about Houghton and the Keweenaw The city of Houghton is located on the Keweenaw Peninsula of Upper Michigan within an area called "The Copper Country," so named for the industry that made the area what it is today. Founded in 1861, Houghton was a thriving mining town that enjoyed prosperity until the late 1960s.
In 1971, following a 51% decrease in population from 1920-1970, the city of Houghton participated in the HUD 701 planning program to bring opportunities back to the area. With the adoption of the city improvement plans set forth by the HUD program, Houghton once again is a bustling town that offers a comfortable and affordable place to live. A combination of the history of the area and the modern technology continually enhanced by the community's connection to Michigan Technological University also makes this area unique. Leaders from five different areas were invited to make a commitment to make the state of Michigan healthier. The theme message of this initiative is “Move More, Eat Better, Don’t Smoke”. This is the message for the 10 million citizens of Michigan. One goal is to create a social movement that lasts a lifetime. Participants divided into five different workgroups; business, community, faith-based, health care and schools. Each group was challenged to 1) make a commitment to support the campaign and recruit the support of their affiliates, partners and the individuals they serve, and 2) select evidence-based actions options that their organization will implement in support of the campaign. State organizations are challenged to: 1. Make a commitment to establish a Coordinated School Health Team (CSHT) in every Michigan school. Provide grants to schools Provide training to schools Be a champion and educate groups to CSHT’s 2. SCHOOL RESTRUCTURING AND ACCOUNTABILITY PROGRAM INTRODUCTION

This report, issued in November 2001, contains the results of our performance audit of the School Restructuring and Accountability Program, Department of Education and Center for Educational Performance and Information. AUDIT PURPOSE

This performance audit was conducted as part of the constitutional responsibility of the Office of the Auditor General. Performance audits are conducted on a priority basis related to the potential for improving effectiveness and efficiency. BACKGROUND
Article VIII, Section 3 of the State Constitution vests in the State Board of Education the leadership and general supervision over all public instruction.
Effective September 28, 2000, Executive Order No. 2000-9 established as a temporary agency the Center for Educational Performance and Information and transferred to it certain functions and responsibilities previously performed by the Department, including preparing educational reports, such as the Michigan School Report and District Student Retention Report, and contracting with third parties to measure program effectiveness of K-12 systems. As a result, the Center will be responsible for reviewing the exceptions noted in Findings 1 and 2.
In 1993, legislation added a student performance requirement for school accreditation. The accreditation status of schools was announced for the first time in 1995.

What is AYP?
Adequate Yearly Progress (AYP) is one of the cornerstones of the federal No Child Left Behind (NCLB) Act. In Michigan, it's a measure of year-to year student achievement on the Michigan Education Assessment Program (MEAP) test. According to NCLB, Michigan and other states must develop target starting goals for AYP and the state must raise the bar in gradual increments so 100 percent of the students in the state are proficient on state assessments by the 2013-14 school year. AYP applies to each district and school in the state; however, NCLB sanctions for schools that do not make AYP for two or more years in a row, only apply to those districts and schools that receive Title I funds.

Both of these nationally reported events triggered a reign of terror in southwestern Michigan , which led to an attempted copycat crime on May 25 in Bridgman, Michigan
The Plot
May 7
On May 7 , 15-year-old Kondwani Bethea called in a bomb threat to nearby Cassopolis High School. This led to the cancellation of an entire day of classes. Cass County Prosecutor Scott Teter charged the perpetrator and stated "if convicted, [he] could be incarcerated until he turns 19." The media did not report the actual charges and never reported the disposition of this case.
May 18
On May 18 , 18-year-old Thomas Noe and 17-year-old Jamie Pop, called in a bomb threat and planted a fake bomb in the parking lot of their school in nearby South Haven . This also led to the cancellation of an entire school day. The police chief stated the arrests sends a clear message to students that "if this is your idea of a practical joke, there are some pretty harsh consequences." South Haven Police Investigator Bill Daggett stated, "The only motive I was able to come up with was this was a prank and the hoped to get some time off from school." They were charged with possession of explosives with intent to terrorize, a 10-year
