options while fearing cuts
By TIM MARTIN Associated Press Writer LANSING, Mich. (AP) - While Michigan’s public K-12 schools brace for another round of possible budget cuts, they’re studying options to avoid similar financial problems in the future. Education groups may push for an initiative that would try to ensure state funding for public K-12 schools and higher education would not drop below the inflation rate. It’s a sign of the stress from three years of budget woes that have led to layoffs and program cuts at a number of Michigan schools. The latest bit of bad news for schools could develop from a Dec. 3 meeting of the state’s top economists. The revenue estimating conference will help determine whether the state brought in enough money in its last fiscal year to make the full payments expected by public schools. Gov. Jennifer Granholm’s office says it is too early to speculate on whether midyear cuts will be needed to plug a hole in the school aid budget. But some education associations are warning school districts that cuts, ranging from $30 to $100 per pupil, could be ordered for as early as January.

MICHIGAN SCHOOLS FOR THE DEAF AND BLIND INTRODUCTION

This report, issued in September 2000, contains the results of our performance audit of the Michigan Schools for the Deaf and Blind (MSDB), Department of Education. AUDIT PURPOSE

This performance audit was conducted as part of the constitutional responsibility of the Office of the Auditor General. Performance audits are conducted on a priority basis related to the potential for improving effectiveness and efficiency. BACKGROUND
Article 8, Section 3 of the State Constitution vests in the State Board of Education the leadership and general supervision over all public education.
The Michigan School for the Deaf (MSD) was established by the Legislature in 1848 and operates under the authority of Sections 393.51 - 393.69 of the Michigan Compiled Laws . The Michigan School for the Blind (MSB) was established by the Legislature in 1893 and operates under the authority of Sections 393.101 - 393.111 of the Michigan Compiled Laws . MSDB is under the jurisdiction of the Department of Education. Since October 1, 1995, both schools have been located together on an 85-acre campus in Flint. Prior to that date, MSB was located in Lansing. Each school provides its own distinct programs and services. Funding for MSD and MSB is provided by the State General Fund, student tuition paid by local school districts, and federal grants.

How did the Michigan Model get started? In recent years, state agencies started to work together to more effectively reach students and their families with health promotion and disease prevention messages. What is happening to the Model now? Ninety percent (90%) of Michigan schools, nearly 1 million students in public and private schools, receive school health programs in Michigan. The Michigan Model is directed by the Michigan Department of Community Health, the Department of Education, the Family Independence Agency, and the State Police, including the Office of Highway Safety Planning. These agencies work with 164 voluntary and professional groups to share resources, avoid duplication, and provide a single focus for school health curriculum for Michigan children.

    Career Opportunities Employment opportunities for dental hygienists are excellent. Factors such as an increase in the number of dental insurance plans, a greater awareness of the importance of oral hygiene, and an expansion of the role and function of the dental hygienist point to a faster employment growth rate than is likely for other occupations. The majority of dental hygienists are employed in private dental offices, although an increasing number are working in public health agencies, school systems, industrial firms, clinics, hospitals, universities, and research organizations. Specific responsibilities of the hygienist vary with the setting and with the laws of the state in which the hygienist is employed. Typically, hygienists in private practice will provide the following services:
    • oral prophylaxis (removing deposits and stains from teeth)

Arguments over poor and wealthy school districts marked the passage of SB 1069 on Wednesday in the Senate. The bill, the largest of the state's budgets, went to the House on a 31-6 vote as a number of Democrats complained about cutbacks in at-risk funding.
The budget will continue a basic per pupil foundation allowance of $6,700 - the figure set for several years but which has not been met because of budget shortfalls - and would total nearly $12.5 billion, with $138.6 million in general funds.
The K-12 budget was one of a number of budgets the Senate approved Wednesday, many with their own controversies, especially the Department of Corrections budget where impassioned argument failed to restore funding for treatment of prisoners with Hepatitis C.
