Cost
Public schools cannot charge tuition. They are funded through federal, state and local taxes. When you pay your taxes, you are paying for your child's education and the education of other children in your community. Private schools cost money. Private schools do not receive tax revenues, but instead are funded through tuition, fundraising, donations and private grants. According to the National Association of Independent Schools, the median tuition for private day schools in the United States is close to $12,000 for grades 1 to 3, $13,000 for grades 6 to 8 and $15,000 for grades 9 to 12. The median tuition for boarding schools is $12,000 for grades 1 to 3, $27,000 for grades 6 to 9, and $28,000 for grades 9 to 12. Parochial schools generally charge somewhat less.

  • The state of Michigan has a constitutional mandate to fund special education and other state mandated costs in addition to - not as part of - general education funding.
    This funding requirement is mandated in the Headlee Amendment.
    The requirement is also clearly stated in Proposal A as passed by voters in 1994.
    The per-pupil general education allowance is proposed to be $6,700 for 2002-2003. Under the law, the state must pay special education costs in addition to the per-pupil general education allowance.
    The state's obligation to pay special education costs in addition to per-pupil general education funding has been upheld by Michigan courts, including the Supreme Court, two times in the past five years. Under the constitution, the state must reimburse school districts 28.6 percent of special education costs and 70.4 percent of transportation costs for special education students.
    The constitution specifically prohibits the Legislature from using the per-pupil funding guaranteed by Proposal A to satisfy the state's obligation to special education students under the Headlee Amendment.

Under Michigan law, the Superintendent of Public instruction has supervisory power over all private, denominational and parochial schools, i.e. schools other than public schools giving instruction to children below the age of 16 years, in the first 8 grades. The sanitary conditions, the courses of study, and the qualifications of the teachers are intended to meet the same standards provided under the general school laws of the state. Mich. Com. Laws Registration/Licensing/Accreditation: Length of School Year/Day: Instruction in English: Discrimination: Teacher Certification: Under Michigan law, teachers in the regular or elementary grade studies in a private, denominational or parochial school, i.e. People v. DeJonge , 442 Mich. 266 (Mich. 1993). Persons without valid teaching certificates who have the requisite college credit may apply to the Michigan Department of Education for a teaching permit for employment in a nonpublic school under Mich. Admin. Code r. 390.1142 (full-year permit); 390.1143 (substitute permit); and 390.1144 (emergency permit). General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state. IN THE NEWS . . .
September 16, 2005 , The Citizens Research Council announces the release of the Catalog of Local Government Services . The Catalog is the result of a survey sent to the governments of 670 counties, cities, villages, and counties in 24 Michigan counties. The surveys asked which services are provided to residents of each community, and if the services are provided, whether they are provided by the units themselves, through cooperative arrangements, by another unit, or by contract.
Responses were received from about 70 percent of the units contacted. The data show that Michigan cities, villages, and townships cannot be characterized in simple terms. The menu of services provided by different units is broad and the methods used to provide those services equally diverse. The Citizens Research Council plans to use the Catalog of Local Government Services for future studies to expand on opportunities for efficiencies. The information is made available at this time for others to use the data for their own needs.

The following article originally appeared in The Detroit News Dec. 7, 2001. When Michigan voters overwhelmingly approved the school finance constitutional amendment known as Proposal A in 1994, they thought they were going to get several important things: a sales tax hike in exchange for significant property tax relief, less disparity in spending among school districts and substantially more per-pupil funding. The plan has delivered on those promises, but there's a rising chorus for giving school districts renewed authority to seek higher local property taxes. For schools that need extra money and can make a good case for it, there's a much better way than undoing what the voters endorsed seven years ago. We would like to suggest the broad outlines of what should become known as "Proposal A+."

Summary and Implications for Comprehensive School Reform 5.1 Summary of Findings Together, the findings from the three parts of this study indicate that, overall, schools were making progress in each of the areas of major focus identified for CSR Projects. The following conclusions can be drawn from a summary of the findings: Schools selected reforms that reflect their existing philosophy and, in many cases, extend current practice rather than radically change it. The CSR models present underlying theories/philosophies related to how teachers improve on their teaching and on how teachers should both perceive and instruct students. For example, despite the fact that the targeted students are at risk for school failure, there is a philosophy of high expectations for students articulated across the models. Also commonly articulated is the belief that students learn differently, and a student-centered curriculum is necessary in order to reflect these differences. There is also an emphasis on authentic and relevant instruction. Improving teacher quality stems from a philosophy of inquiry, with "teachers as researchers." Teachers are encouraged to make decisions for professional development, as well as instruction, based on a systematic gathering of information.

Charter schools offer students alternative and diverse educational programs, with the goal of improving academic achievement. The intention behind this new form of public schooling is that by providing further autonomy to schools, they can pursue innovative teaching practices and create a diversity of school options from which parents can choose. During the last three years, the number of charter schools (i.e., public school academies) in Michigan has grown rapidly and currently includes 106 operating schools across the state.
The Evaluation Center is one of two organizations asked by the Michigan Department of Education (MDE) to evaluate the charter school initiative in Michigan. While we have not been charged with the task of evaluating individual schools, we will collect a large amount of school-specific data from the 51 schools that we visit. In evaluating the overall initiative, we will collect data and information from charter schools, authorizing agencies, management companies, MDE officials, as well as representatives of traditional public schools and intermediate school districts. This particular evaluation was started in the autumn of 1997 and will be completed in December 1998.
