Carey Heuer gets teased sometimes. After all, he's a man on the Parent Teacher Organization (PTO). Instead of Sports Illustrated, he reads PTO Today.
Heuer's fellow board members are all women. When they talk about diets, he chimes in. When meetings close with "Thank you, ladies," he cheerfully quibbles. And when the PTO sponsors an event at Alexandria Elementary School, Heuer is always there, taking notes on what to do better next time.
"I felt my dad and mom didn't make me do my best job growing up," says Heuer, who has two daughters at Alexandria. "I want to make sure I don't miss that opportunity, to help my kids and the school."

PTAs Lose Ground as PTOs Gain
The Parent-Teacher-Association traces its history back to 1897. Its membership peaked at a bit more than 12 million in 1962. Today it is about half that but that, and other information about the PTA is largely unknown because the media virtually ignore it except for occasional coverage of a meeting.
An exception is Charlene Haar, head of the Education Policy Institute (EPI) in Washington D.C. An Institute survey found that, fortunately for the PTA, 80% of parents with kids in school were unaware of national PTA positions. More than half said they would be less likely to join the PTA if they knew it opposes parental choice through school vouchers which it does. Further, when a state or national PTA convention adopts a position local chapters must endorse it or remain silent.
The PTA itself shows no independence. It is arguably an arm of the major teacher union, the National Education Association (NEA), and of the Democratic Party. Some say that on education positions, the Democratic Party is an extension of the teacher unions.
Even without the unions, PTA independence would be difficult, at least in large public schools. The relatively few parents who become PTA members do so for only a few years. Career teachers may be active for 30 years or more. If necessary to defend their, or their union's, interests, teachers easily outnumber parents at meetings.

Nonprofit organizations making sales at retail are still required to register and obtain a sales tax license even if their total sales for the calendar year are less than $5,000 and they have no tax liability. The organization would be placed on an annual reporting basis. Fundraising Gone Wild!
How much is too much? Recent research indicates that 71% of parents are concerned and overwhelmed with having to do more fundraising. Not only are schools running multiple programs each year, parents are also tapped by the local little league, football teams, Girl Scouts, and so forth. Parents and kids are simply burned out on the subject. Naturally, concerned parents who question why they need to do more also will want to know what they are doing it for. Kukta advises organizations to concentrate on the fundraiser that makes the most money for the school. To return participation to effective levels, fundraising experts recommend that organizations considering schoolwide programs forego adding too many fundraisers to the calendar. PTAs, PTOs, parents and faculty need to talk to each other and work together to deliver a common fundraising program that accomplishes a worthwhile goal.

    • In August 2003, the Superintendent and Board of Education identified a Comprehensive Facility Plan as a major goal for 2003-2004. Through a comprehensive facilities assessment by architects and engineers at all district buildings, the 2002 Facilities Plan was updated to reflect current needs. Widespread input was sought from the community, parents, staff and students through a series of well-attended community dialogues and surveys. A high school Concept Design Team, comprised of community members, parents, staff and students, examined best practices and developed initial program recommendations for addressing overcrowding and instructional initiatives at the districtâs comprehensive high schools. Extensive research was conducted on enrollment projections, pre-K-12 best practices, high school program designs, technology infusion and an analysis of operational costs.
