In Education: Where the Next Century Begins Local Efforts In Michigan, all schools, colleges, and universities are focusing on teaching essential skills more effectively. Through Public Act 25 of 1990, known as the Quality Issues package, a model core curriculum that includes technology outcomes for K-12 education was established. Through P.A. 25, schools are in the process of planning for and implementing these technology outcomes for all students. An estimated 34 percent of Michigan school districts have reported progress in implementing the technology outcomes. State Efforts In response to the State Board's directive, Michigan's State Technology Plan: 1992-97 was developed to assist local, regional, and state agencies in planning and utilizing technology to achieve broad educational outcomes. The five-year plan includes information about current services and systems that involve computers, electronic bulletin board systems, videodiscs, read-only compact discs, two-way interactive television systems, satellite and cable television programming, integrated learning systems, and multimedia. The State Technology Plan addresses technology issues concerning all learners receiving services from local and intermediate school districts, post-secondary institutions including teacher preparation programs, and adult education programs.

Standards and Assessment Student learning standards and assessments, especially at the secondary level In summer 1990, the Michigan Legislature passed and the Governor signed into law Public Act 25 (PA 25), a complex education reform package. Among other provisions, PA 25 called for the Michigan State Board of Education to develop and publish a set of "model core curriculum outcomes" that state what all students should know, know how to do, and be motivated or disposed to do. In keeping with this legislation, the board's model outcomes, published in spring 1991, were based in part on the board's revised set of Essential Goals and Objectives in mathematics (1989) and science (1991). The Essential Goals and Objectives also provide the basis for the Michigan Educational Assessment Program (MEAP), the state's criterion-referenced assessment program (MSSI Grant Proposal, 1991). The MEAP exams are given in grade 4 (reading and mathematics), grade 5 (science), grade 7 (reading and mathematics), grade 8 (science), and grade 10 (reading and mathematics). In September l993, the Michigan Legislature passed and the Governor signed into law the state aid bill for 1993-94 (PA 175, 1993). Section 104a of PA 175 pertains to the state-endorsed diploma the proficiency examination. For a pupil scheduled to graduate in 1994, 1995, or 1996 to be eligible for a state endorsement in one or more of the subject areas of communication arts, mathematics, or science, the pupil must achieve at least one of the following:

Michigan Intermediate School Districts (ISD) ISDs are Leaders for Educational Excellence If you're unfamiliar with the term "ISD", you’re not alone. Intermediate school districts (sometimes called Regional Educational Service Agencies/Districts) are an important partner in Michigan’s educational framework. But ISDs' core customers….K-12 school districts…know them well. By pooling resources and providing services regionally, ISDs provide cost effective, high quality results. Every school district in the state is part of an ISD. Together, the ISD and its local district members determine the services needed to improve all student learning, serve children's special needs, develop teachers’ expertise and connect with the greater community. While each ISD responds to area needs, some services are common to most:
  • Instructional Services may address professional development, MEAP improvement, curriculum development, grant writing, school improvement, early childhood education, school safety, parent education and other programs and services which contribute directly to student achievement. Career and technical education and special education services within a region are often provided and/or coordinated by the ISD.

The Consortium for School Networking Honors Michigan Speaker Rick Johnson Washington, DC (March 2, 2004) - The Consortium for School Networking (CoSN) today awarded Michigan House Speaker Rick Johnson its 2004 Award for Excellence in Public Service. The award, sponsored by Inspiration Software, Inc. ( www.inspiration.com ) and Scholastic Administr@tor magazine ( www.scholastic.com/administrator ) was presented to Speaker Johnson during CoSN's annual K-12 School Networking Conference. The award is CoSN's highest honor for elected or appointed national, state, regional or local officials for their achievements in promoting the use of information technologies and the Internet to improve K-12 learning. Speaker Johnson is the first state legislator to be honored with this award. Previous recipients include Sen. Patrick Leahy (D-VT), Sen. John "Jay" Rockefeller (D-WV), Sen. Jeff Bingaman (D-NM), and Gov. Angus I. King (I-ME). "It is promising that even in challenging fiscal times, there are policymakers like Speaker Johnson who are stepping up to advocate technology and education," said Keith R. Krueger, CEO of CoSN. ... MSU West Extended Program About the Program This program recognizes that successful schools must work to create new partnerships with a wide array of interests outside of the school walls. During the course of the program students develop a personal vision of leadership based on their experience in education, and the learning that takes place through instruction and internship experiences. Two school based internships and one community based internship, are integrated into this leadership program. A general aim of the program is to provide students interested in educational leadership with real-world opportunities to learn about and practice leadership. Course instruction makes strong use of experiential and service learning; problem based learning and case-based instruction. This cohort program allows students complete all course requirements in a two year period.

To promote the establishment of partnerships that engage meaningful and ongoing participation and collaboration between the University of Michigan-Flint and K-12 schools throughout the University's region. Projects must reflect excellence in teaching, education and service, and are intended to assist faculty and staff initiatives that enhance the educational, cultural, economic and environmental quality of life. They should focus on school improvement, teaching enhancement, classroom environment, or related aspects of K-12 education. ELIGIBILITY
