Federal Consistency
Background:

An important element of the Coastal Zone Management program is "Federal Consistency". Stated in overly simplified terms, Federal Consistency conforms direct and indirect federal activities with state law to the extent practicable. Federal Consistency is a legal acknowledgement under federal law of the importance of respect for state law.
The Federal Consistency aspect of CZM will be administered in Indiana as a networked program. The state agency responsible for the management of a particular regulatory program will evaluate whether a federal activity is consistent with the laws administered by that agency. Upon the advice of the appropriate sister agency, the DNR (and NRC) will make Indiana's formal determination of Federal Consistency, subject to review by the U.S. Department of Commerce.
Development Process:
A workgroup was formed within the Department of Natural Resources, to develop a draft to help implement Federal Consistency. All divisions within the Department of Natural Resources were invited to assist. There was participation by the Division of Water, the Division of Soil Conservation, the Division of Forestry, the Division of Fish and Wildlife, the Division of Nature Preserves, the Division of Outdoor Recreation, the Division of Engineering, the Division of Law Enforcement, the Division of Entomology and Plant Pathology, the Division of State Parks and Reservoirs, and the Division of Historic Preservation and Archaeology.

Debt Management/Loan Forgiveness Program
Application

The Curriculum

Debt Management/Loan Forgiveness Program Michigan's Debt Management/Loan Forgiveness Program provides an opportunity for University of Michigan Law School graduates to accept a lower paying job without feeling overwhelmed by the debt accumulated while earning their degree. The program will actually contribute to loan payments, making a modest paying job more realistic. Applicants working at least half-time in a law related occupation and graduating from the University of Michigan Law School in 1986 or later can be considered for the program. (Judicial Clerks are not eligible during their year(s) of clerkship.) The applications are processed and funds are disbursed annually. There are three basic steps used to determine how much assistance an applicant receives from the Debt Management Program.
Step One: Calculating Applicant's Expected Contribution toward eligible loan payments.
First, the applicant's annual available income (AAI) is calculated. A formula that includes income, assets, and various deductions such as undergraduate debt and childcare costs is used to determine the AAI. If the AAI is less than $36,000 the applicant is not expected to contribute any payments toward the loans that are covered under the program for that year. If the AAI is greater than $36,000, the applicant's expected contribution is 35% of the AAI over $36,000.

Objectives
The program stresses practical implementation of business fundamentals and promotes a broad understanding of the business function and its relation to social and political forces. Students may choose general degree, a nine-credit-hour concentration, or a 15-credit-hour area of specialization to develop managerial skills in a chosen area of employment.
Admission Criteria
Applicants must be graduates of regionally accredited colleges and universities with grades and GMAT scores indicating an aptitude for advanced study in business.
Degree Admission
The standards for degree admission are a 2.5 minimum undergraduate GPA (or 2.75 for the last half of undergraduate study) and a GMAT score of at least 450.
Conditional Admission
Conditional admission may be granted to students whose combined undergraduate GPA and GMAT score shows promise of success in a graduate business program. Such students must maintain a "B" (3.0) average in foundation courses and the first 12 hours of adviser-approved upper-level core courses. They must have an appropriate adviser's permission to enroll in foundation and core-level courses. Students who meet the probationary requirements will be granted regular admission.

The Asia Business Program prepares these managers.. The University of Michigan
The University of Michigan is one of the top three or four universities in the world in Asian Studies, with hundreds faculty specialists in its departments and professional schools, including more than thirty faculty in political science, economics, sociology, psychology, and anthropology who teach and conduct research on issues related to Asian business. The federal government recognizes Michigan's leadership in Asian studies by supporting four national resource centers in Chinese, Japanese, South Asian, and Southeast Asian studies, each of which sponsors its own masters degree program. All the key business languages of Asia are taught on the Michigan campus, including Chinese, Japanese, Korean, Vietnamese, Thai, Indonesian, Tagalog, Hindi, and Tamil.
