What is HELP
HELP is a financing program which provides a means of efficiently financing a health care organization's capital expenditures at tax-exempt rates. The purpose of HELP is to reduce borrowing costs by pooling a group of health care institutions to jointly participate in a single bond issue.
Why does my organization need HELP
Borrowers not wishing (or unable) to use retained earnings to finance ongoing capital needs require external sources of funding. Although equipment financing may be included in the cost of a major construction project, hospitals often turn to their local bank and borrow at higher interest rates if a major public financing is not underway or is not available. Borrowers may be able to borrow through HELP at rates which are lower than the earnings on their invested fund balances.

Michigan has taken recent steps to improve maintenance. It has pumped an extra $75 million into major maintenance projects, implementing an automated Maintenance Management System that produces daily reports of necessary preventive repairs. A comprehensive inventory system is about to go online, and the state is developing a formula to keep routine maintenance adequately funded. The state is also focusing on consolidating space. A tri-county plan may save more than $2 million in its first year alone. The increased use of predesign has helped keep projects on budget and on schedule.
HUMAN RESOURCES: B+
The number of written tests for job applicants has been reduced from 50 to seven, and recruiting is now largely in the hands of departments. Hiring speed has improved as a result, but managers are still working out the details of meshing traditionally centralized recruitment efforts with newly decentralized ones. For instance, the abandonment of most hiring lists means that candidates apply for each position individually. This is good for managers, who no longer have to sort through long lists of applicants, but job-seekers now have to find and apply for each particular job. Starting this month, agencies are required to post jobs on a central Web site, which helps. There have been some tensions with labor over privatization and drug-testing issues, but labor-management partnerships have been used successfully to create career-development opportunities. The personnel department has made aggressive efforts in recent years at soliciting employee opinion through focus groups.

    Intergovernmental Review (SPOC List)
    It is estimated that in 2004 the Federal Government will outlay $400 billion in grants to State and local governments. Executive Order 12372, "Intergovernmental Review of Federal Programs," was issued with the desire to foster the intergovernmental partnership and strengthen federalism by relying on State and local processes for the coordination and review of proposed Federal financial assistance and direct Federal development.     The Improved Financial Performance Initiative is about improving the quality of financial information so that agencies and Congress can use it to make decisions about Federal programs. That's why we're accelerating the due dates for financial statements, tracking material weaknesses, and monitoring the implementation of agency financial management systems.
    Executive Branch Management Scorecard
    We've just updated the Executive Branch Management Scorecard and it reflects some of the progress we're making on the financial performance initiative. Two agencies - EPA and Labor - have improved in status from red to yellow. Two others - NASA and SBA - have dropped in status from yellow to red. On the progress side, 16 agencies are green. EPA has eliminated all four of its Federal Managers Financial Improvement Act (FMFIA) material weaknesses, has no audit material weaknesses, and expects to be able to provide an assurance statement in its 2002 Annual report. NASA, which was downgraded mid-year from yellow to red in status, is nonetheless rated a green for progress because it resolved outstanding issues resulting from the audit of its FY 2001 financial statements. SBA, on the other hand, has recently had to deal with severe financial management problems, including unexpected volume in new claims as well as the agency's inability to accurately record loan defaults or account for asset sales.
