Organizations Supporting Staff Development:
Many of the United States provide some form of intermediate service centers to support educators who are working on state reform initiatives. In Illinois these are called Regional Offices of Education. In Michigan these are called Intermediate School Districts. In that case, ISDs have boundaries that overlap regular school districts and have their own taxing authority. In New York and Colorado these agencies are called BOCES which stands for Board of Cooperative Educational Services. Texas has 20 Education Service Center Regions. If you don't know how to access assistance from these agencies, click here to link to the Council of Chief State School Officers (CCSSO) which can connect you to the state board of education in your state. You should be able to find out there if such agencies are in your state. The only USA exception is Hawaii which has one school district for the entire state and so, the state provides the assistance directly.
In some countries, like Canada, the assistance for school improvement comes from provincial "ministries" of education. In other countries, like Singapore and Great Britain, the Ministry of Education is for the whole nation.

Return to Mentoring Information Categories List The author of this web site has been keeping track of state-level mentoring programs for years. During that time I have seen that it's: 1. Difficult to draw conclusions about the sum of state-level novice teacher programming, because it is in constant flux 2. Possible to look at state level activity from several different perspectives, because of the various and complex themes that weave through beginning teacher support systems. This report takes one view point in presenting and analyzing the patterns in state-wide mentoring and induction programming. That approach views mentoring on a continuum in which assistance of novice teachers is at one end of the continuum and assessment of novice teachers is on the other end. Necessarily, that perspective "colors" how this information is presented and analyzed. What is presented here is:
  • A chart summarizing some of the studies and illustrating the changing picture described above, plus references to all the studies I found.

ISD) includes the counties of Crawford, Oscoda, Ogemaw and Roscommon, an area covering 2400 square miles. Within this area C.O.O.R. serves six local public school districts, Crawford-AuSable, Mio AuSable, Fairview, Houghton Lake, West Branch-Rose City and Gerrish-Higgins. The ISD acts as a link between the Michigan Department of Education and local school districts. The ISD provides Special Education Career and Technical Education Information Technology and General Education programs and services on request that single local districts find difficult or impossible to provide. The ISD collects and monitors data that is required by the Michigan Department of Education, and works with local districts to insure that the type and nature of services needed within our area are properly represented at the state level. The services that the ISD provides allow local school districts regardless of size to have access to quality personnel, services and programs that they could not afford individually. This prevents unnecessary duplication and better use of state and local money through the sharing of resources. COOR VISION STATEMENT COOR Intermediate School District will be the collaborative model for excellence in educational services and programs promoting lifelong learning for the local school districts and the communities we serve.

Abstract The Multicultural Literacy Program (MLP), a three year project funded by FIRST (Fund for the Improvement and Reform of Schools and Teachers) of the U. S. Department of Education, was designed to address the needs of the changing racial and cultural demographics of school districts. The program used a wholistic approach to reading/writing instruction, integrating multicultural literature into the existing reading program to increase reading achievement and engagement. Site-based staff development and parent involvement were important elements of the program. The results of a two year study in two districts, one culturally diverse and the other predominately Anglo, showed that attitudes toward reading, writing, and other cultures were significantly more positive for students using the Multicultural Literature Program than the basal program. In addition, students in the culturally diverse district improved their reading comprehension, vocabulary development, and total reading performance significantly more than comparison students using the basal reading program.
