Financial support for the University comes from student tuition and fees, and taxes paid by the citizens of Michigan.     Abstract
    At the request of the Rockefeller Foundation, RAND and MRDC are jointly conducting a national evaluation of Teachers for a New Era, an ambitious attempt to reform teacher education. A new report examines first-year implementation of the initiative in the initial four program sites, one of which is Michigan State University. This research brief focuses on first-year implementation and underscores the role of a supportive state policy environment in advancing the goals of this reform. The Rockefeller Foundation retained the RAND Corporation and Manpower Research Demonstration Corporation (MRDC) to jointly conduct a national evaluation of the TNE initiative as it is being implemented by the first four grantees.       A. GENERAL 1. The University uses a third part rental car/van provider (Enterprise Rent-a-Car) for its daily and weekly vehicle needs. Enterprise vehicles may be used for both instate and out-of-state travel subject to provisions of the Revised Travel Regulations of the University. 2. Assignment of vehicles is normally made in the order that requests are received; however, priority on assignments will be given to those trip requests with destinations away from the Kalamazoo area when the number of requests exceeds the vehicles available and when some of the requests are for local transportation only. 3. A Request shall be on file with the Enterprise Rent-a-Car office at the time of departure. The request should be presented by the traveler at the time the vehicle is dispatched if time is not sufficient to assure delivery of the form by inter-campus mail prior to departure. Must have two signatures on the request, the driver and fund/cost center administrator. 4. Unless prior approval is obtained , vehicles are to be obtained the day of the trip rather than to be taken home the preceding evening so as not to disrupt the normal servicing routine of the vehicle. Enterprise is open from 7:20am to 6 pm, Monday - Friday and 9:00am to 12:00 noon on Saturday. An Enterprise employee will be available in the Campus Services building at the University Store counter on a reservation basis. Enterprise is more than willing to make accomodations outside of their normal business hours, please contact then with any challenges you may have. Weekend rentals are to be picked up at the 3611 Stadium Drive location.

    Washington, DC, February 17, 2004 The Council of Chief State School Officers (CCSSO) announces the members of its newly created Task Force on Special Education. This task force has been assembled in an effort to better understand the implications of federal regulations and other legislation aimed at helping students with disabilities learn to their potential, namely the Individuals with Disabilities Act (IDEA) and No Child Left Behind (NCLB). “Educators in every state in our nation want to improve the learning outcomes for student with disabilities,” said Terry Bergeson, Washington State’s Superintendent of Public Instruction and chair of the CCSSO Task Force. “We must take advantage of this opportunity to move away from our heavy emphasis on compliance to a stronger focus on higher learning and achievement levels for all students with special needs.”

    SNOWMOBILING IN MICHIGAN Rules and Regulations Slow Down, Don't Drink and Live to Enjoy Michigan's Winter Wonderland. The State of Michigan, including every available branch of law enforcement, thoroughly enforces all snowmobile laws. Fines are substantial. A snowmobile is any motor driven vehicle designed primarily for travel on snow or ice utilizing sled type runners or skis, or an endless belt tread or similar means to contact the surface upon which it is operated. REGISTRATION REQUIREMENTS A snowmobile shall not be operated by a Michigan resident unless the owner first obtains a certificate of registration and a registration decal. A snowmobile owned by a non-resident, before operation in Michigan, must display a valid registration from their home state or province, or be registered in Michigan. The secretary of state registers snowmobiles for a three year period for a fee of $15.00. The registration cycle begins on October 1 and expires on September 30 of the third year following registration. Any time a registered snowmobile is sold to another person, the registration must also be transferred. The secretary of state must be contacted to transfer the registration of a snowmobile.

    Thank you, Chris. Hello, everyone. It’s terrific to be here today and to get to talk to people I haven’t seen for a while. A crowd of influential policy leaders listened to Lawrence Reed address the "state of the state." I can’t attend these Issues and Ideas luncheons as often as I’d like, and looking at everyone here, I’m reminded of just what I enjoy about these events: the palpable sense of energy and the interest in the affairs of our state — and always that sense that we can change them for the better. There may be differences in our views, of course — though I’ll be delighted if there aren’t any! — but this is the perfect venue for discussing new directions, which is the subject of my discussion this afternoon. Michigan needs to strike out in a new direction, and in describing why, I will mention some findings that may sound discouraging. But my message today is optimistic: We can

    DNR Officials Confirm Two Cases of Eastern Equine Encephalitis in Kent County Deer

    The Department of Natural Resources, collaborating with Michigan State University, today said it has confirmed two cases of Eastern Equine Encephalitis (EEE) in deer from Kent County and has two additional suspect cases at the DNR?s Wildlife Disease Laboratory in Lansing. Volunteers Invited to Collect Native Seeds
    The DNR is seeking volunteers to harvest native prairie seeds at 10 state parks and recreation areas during October weekends. National Hunting and Fishing Day
    September 24th will be the 34th annual National Hunting and Fishing Day and plans are underway for a nationwide celebration. Special Deer Season Planned for Youth
    The DNR encourages all young hunters ages 12-16 to participate in this special hunt scheduled statewide Sept. 24-25. State Prepares Eradication Plan for Ash Borer at Brimley State Park
    The DNR also cautions citizens about moving firewood from southern Michigan to northern Michigan, as the infestation at Brimley was likely caused by moved firewood. Public Comment Period Extended on Draft Off-Road Vehicle Plan

    Boating Laws on the Indiana Waters of Lake Michigan
    Between 1994 and 1996, 34 boating accidents on the Indiana waters of Lake Michigan resulted in eight deaths. The Lake Michigan Marina Development Commission has recently urged the Department of Natural Resources to place renewed emphasis upon Lake Michigan boater safety. Similar sentiments were expressed by local citizens who participated in a 1995 public workgroup process directed to the issues of Northwest Indiana. The boating safety record on Lake Michigan must be improved. In addition, boaters have a major role in supporting the environmental health of the lake. Concerns for occasional bacterial contamination of Lake Michigan and its beaches mean that boaters must properly dispose of sewage at pumpout facilities. The spread of zebra mussels, gobies, and other aquatic nuisance species can be slowed or stopped by a conscientious boating public.
