The Michigan Affirmative-Action Decisions

How can colleges comply with the Michigan affirmative-action decisions? Will institutions be forced to expand their admissions staffs to read every application? How can colleges make their admissions processes more individualistic and holistic, as the court directed? Could race be considered in awarding financial aid?
The Supreme Court decisions in the two University of Michigan affirmative-action cases will force some colleges to change their admissions procedures. With the court banning mechanical formulas that take race into account, but allowing affirmative action, colleges will be seeking legal ways to revise their policies.
Decisions May Prompt Return of Race-Conscious Admissions at Some Colleges

Edward N. Stoner II is a partner at the law firm Reed Smith and head of its higher-education practice group. A national leader in higher-education law, he is immediate past president of the National Association of College and University Attorneys. He represented the American Council on Education and several groups of colleges in filing amicus curiae briefs with the Supreme Court in the Michigan cases. Mr. Stoner will respond to questions and comments on Wednesday, July 2, at 1 p.m., U.S. Eastern time. Advance questions are encouraged and may be posted now.

Say What?: High School Student Rights
This is especially important to know today: concerns over "school safety," especially following high-profile school shootings, have led some schools to try to restrict or punish the speech or actions of students even further. Schools may especially fear anything that they think could lead to violence – for instance, fights between people or groups with very different opinions. Concerns over "school safety" have led some schools to try to restrict or punish the speech or actions of students even further. You do have rights, although the full story is a little complicated. You can't just do or say anything you want at any time you want (more on this later). There is no one set of rules that says what rights public school students do and don't have. Local laws are often different from federal laws: state laws and school board regulations vary from place to place. (Private schools have more room to set their own guidelines.) What follows is not advice that should dictate your strategy but an outline of what some of the current rights are. In fact, many successes have occurred when students have tested the application of such guidelines and rulings.

    This gap analysis survey measures the gaps,or differences, between the state's current education laws, regulations, and practices, and the national Business Roundtable's Nine Essential Components of a successful education system. By recognizing the gaps between our vision for education and its current practices, a creative tension should result and produce an impetus for further school improvement. Michigan's schools are improving. In this study, educators, policy makers, and business leaders expressed this sentiment very clearly. In light of continued educational reform initiatives, the Michigan Business Leaders for Education Excellence (MBLEE) commissioned this survey to identify continuing gaps and to advance a new set of recommendations. STANDARDS A successful system expects high academic standards that prepare students for success in school, in the workplace, and in life.

    Gap Analysis III: Agenda for Excellence in Michigan Schools This gap analysis survey measures the gaps or differences between the state’s current education laws, regulations, and practices, and the national Business Roundtable’s Nine Essential Components of a successful education system. By recognizing the gaps between our vision for education and its current practices, a creative tension should result and produce an impetus for further school improvement. Michigan’s schools are improving. In this third study commissioned by the Michigan Business Leaders for Education Excellence (MBLEE) to evaluate the progress of school reform in the state, more than fifty educators, policy makers, and business leaders expressed this sentiment very clearly. While noting many areas needing improvement, study participants pointed to promising results from the Michigan Educational Assessment Program (MEAP) and an increasing focus on high standards as evidence that children in Michigan are receiving a better education than they were a decade ago. Two previous reports, completed in 1992 and 1995, identified a number of gaps in Michigan’s public school system and offered recommendations for improvement. In light of continued educational reform initiatives in Michigan, MBLEE commissioned a third survey to monitor existing conditions, to identify continuing gaps, and to advance a new set of recommendations.

    OECD reports that UK share of international student market fell 25% between 1998 and 2002- but is this strictly accurate?

    The OECD recently released ‘Education at a Glance 2004’, their annual statistical overview of international trends in education. A regular feature of the series is ‘Foreign Students in Tertiary Education’. One finding that received widespread press coverage, is that the UK’s market share of international students is said to have fallen from 16% in 1998 to 12% in 2002- a fall of 25%. Aside from an acknowledgement that this fall coincided with a net rise in the actual number of international students studying in the UK, commentators have simply referred to the data as evidence that the UK is facing stiff competition in this market. On closer inspection, some of the data is problematic or misleading in important respects- only some of which are acknowledged by OECD. Given the status of OECD statistics, and their influence on national policy (and perhaps even on student decision-making), it is vital to consider the data more carefully.     Summary Report on the NCREL Capacity Building Conference on No Child Left Behind

    September 18, 2002 This conference was designed to help state and local education agencies, as well as education service providers, move the comprehensive NCLB legislation into the field with as much ease as possible. Over 100 participants, representing a variety of stakeholders from throughout the NCREL region, gathered to discuss strategies for effectively putting NCLB into practice. State-level educational representatives shared implementation plans with districts; topical experts contributed their insight on building capacity to respond to NCLB; and education professionals met with others with similar responsibilities to discuss options to leverage resources in response to NCLB. This summary includes an overview of participant questions from your states and customized responses from the corresponding state education agencies. Gina Burkhardt, Executive Director of NCREL, opened the meeting with a welcome address and a meeting outline. Paul Kimmelman, Special Advisor to the Executive Director at NCREL, presented an overview of NCLB regulations and guidelines. Susan Sclafani, Counselor to the U.S. Secretary of Education, Rod Paige, gave the keynote address, in which Dr. Sclafani provided an overview of the strengths of the NCLB legislation. She emphasized that the new legislation is serious that no child will be left behind. The four pillars of No Child Left Behind are accountability, local control and flexibility, parental choice, and doing what works. The goal of the legislation is that all students be proficient by 2014. She said that while she understands that change is difficult, the old ways of public education are no longer acceptable.

    Organization Information The Lewis Cass Intermediate School District (ISD) is incorporated in the state of Michigan. ISDs function as regional service centers to provide special education, instructional services, and career technical education coordination for local school districts. Lewis Cass ISD currently employs more than 175 persons. Its geographic coverage encompasses approximately 487 square miles and includes most of Cass County and small portions of Van Buren and St. Joseph counties, in lower southwest Michigan. Four local school districts: Cassopolis Dowagiac Edwardsburg , and Marcellus , as well as the county's private and parochial schools depend on the Lewis Cass ISD for the provision and coordination of general and specialized services. Almost 8,000 students, enrolled in pre-kindergarten through 12th grades, represent the primary consumers that the ISD incorporates into its strategic education plan.
