US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Connections are important in all aspects of our lives. This fact is more important when considering educational policy for the citizens of Michigan. Currently, there is a serious disconnect in our state. During his 12-year reign, Gov. John Engler has scattered educational policy functions around state government like the stuffing from the scarecrow in the Wizard of Oz. Consider that the administration of the Michigan Educational Assessment Program (MEAP) test and Merit Award reside in the Department of Treasury. Vocational education, GED and adult literacy programs and post-secondary education are in the Department of Career Development. Education data collection is in the Department of Management and Budget. The Commission on Asia in the Schools is domiciled in the Department of History, Arts and Libraries with no representation from the Department of Education in spite of the fact that the highest-ranking Chinese-American in state government serves as one of the department's deputy superintendents. The Michigan Virtual University and High School operate in their own orbit.

State Department of Education Requirements Although all states must comply with the federal provision of No Child Left Behind, many states have programs for mid-career changers individuals who already have a bachelor's degree—that are alternatives to the traditional route to teacher certification. Just as teacher certification requirements differ from state to state, so do alternative certification program offerings. In the State Departments of Education directory, RNT provides resources developed by the National Center for Alternative Certification: a coded list of alternative certification programs offered in each state, and an alternative licensure key that describes details about the types of programs offered by each state.
As this information about alternative certification is subject to change, you will still want to call for the most up-to-date information. Some states offer this information online and others will mail you a packet about state-approved alternative certification programs and requirements.

Statewide Directives In 1991, the Governor established the Human Service Interagency Work Group, which includes directors of the Departments of Mental Health, Public Health, Social Services, Education, and the Agency on Aging. The group assesses existing systems, facilitates programmatic cooperation, and advises the Governor. In April 1991, the directors sent the Governor an action agenda for children's services and a set of principles to guide interdepartmental policy- and decision-making with regard to children and families. The principles "emphasize the importance of prevention through health, education, and family support services and recognize the role and responsibilities of families and communities in developing healthy and achieving children." Legislation Legislation requires program coordination and interagency collaboration for state and federal programs housed in the Department of Education, which may include formal written agreements, shared staff and resources, interagency and intradepartmental planning and implementation, and joint staff training. Head Start programs and other agencies must coordinate comprehensive services, and many of the federally funded programs in the state departments are required to work with community programs to provide services to specific clients.
