The President's Budget builds on his first term's progress by focusing resources on the Nation's priorities while exercising prudent spending restraint in order to achieve the President's goal of cutting the deficit in half by 2009.
  • The 2006 Budget funds efforts to defend the homeland, transform our military for the 21st Century, support our troops as they fight the War on Terror, spread freedom throughout the world, promote high standards in our schools, and continue the pro-growth economic policies that have helped to produce millions of new jobs. Meanwhile, overall discretionary spending grows by only 2.1% under the President's Budget - less than the projected rate of inflation - even with significant increases in defense and homeland security. Non-security discretionary spending is reduced by nearly 1% - the first such proposed cut since the Reagan Administration.

Center programs Classes for special-education students, frequently from several school districts, that are offered at a site other than a general-education school, often in an intermediate school district facility. General education Schooling of children not requiring special education. Individualized education planning team (IEPT) The group assigned to every special-education student to identify the student's academic needs and specify the education setting that the group believes best will meet his/her needs; members are educators, specialists, and the child's parent(s). Individuals with Disabilities Education Act (IDEA) Federal law enacted in 1974 and periodically revised that sets out special-education requirements with which states must comply. Intermediate school district (ISD) An education service agency that provides support to school districts within a geographic area (frequently approximates the county). Greene and Greg Forster Comment on this story Send this story to a friend Get Home Delivery Now that Michigan lawmakers have averted the state's budget crisis, they might want to think about dealing with one of its major causes: special education. Michigan's system for educating disabled students gives the state the worst of both worlds: It eats up huge amounts of taxpayer money - we estimate the system's problems misdirect about $166 million per year into special education - while hindering the state from helping struggling kids to learn. Michigan's budget problem has merely been postponed, not solved. The state avoided big spending cuts, including cuts to schools, only by grabbing a quick one-time fix - it moved up the date for county tax collection by five months.

Learning Disabilities
What are learning disabilities (LD)? If your child is not doing as well in school as they have the potential to, they may have a learning disability . Having a learning disability means having a normal intelligence but a problem in one or more areas of learning. A learning disability is a neurobiological disorder; people with LD have brains that learn differently because of differences in brain structure and/or function. If a person learns differently due to visual, hearing or physical handicaps, mental retardation, emotional disturbance, or environmental, cultural or economic disadvantage, we do not call it a learning disability. Some people with LD also have attention deficit hyperactivity disorder or ADH D LDs can affect many different areas:
  • Spoken language—problems in listening and speaking Reading—difficulties decoding or recognizing words or understanding them Written language—problems with writing, spelling, organizing ideas Math—trouble doing arithmetic or understanding basic concepts Reasoning—problems organizing and putting together thoughts Memory—problems remembering facts and instructions Social behavior—difficulties with social judgment, tolerating frustration and making friends
