Capturing and marketing the magic of winter cities is the goal of the Winter Cities Association and the theme of the 1997 Winter Cities Forum scheduled for Marquette. While some may see little "magic" in winter, others who live and work in northern cities say such ventures celebrate the uniqueness of a winter city lifestyle and open doors for new trade and commerce. A case in point: The northern Canadian city of Yellowknife has seen over $60 million in business developed through a Winter Cities relationship with Siberia. Established in the 1980s the association's mission is to "improve the physical, social and economic well-being of northern communities around the world," and members include cities in Canada, Japan, China, Finland, Sweden, Norway, Russia and the United States. The Association's 1995 forum in Bratsk in Eastern Siberia was attended by three representatives from the Upper Peninsula (U.P.) to acquaint participants with the UP and to "stimulate interest among the participants in coming to Marquette," says Patrick Coleman, vice president, Marquette Winter Cities Association. As a result of that visit, a Marquette businessman is pursuing business contacts in Siberia for residential construction ventures.

  • The best of the best While there's no disputing that high-tech has been through tough times, the Web is still alive and thriving close to home, with thousands of Michigan Web sites attracting millions of loyal surfers every day. "We're not running into many" Michigan companies "that aren't equipped to do business on the Internet," said Mike Finney, vice president for emerging business sectors at the Michigan Economic Development Council. According to a Washington, D.C., think tank called the Progressive Policy Institute, Michigan handily beats California (the home of Silicon Valley), the state of Washington (home to Microsoft) and Texas (home to Dell Computer Corp.) as one of the most Internet-friendly states. What makes Michigan such a Web-friendly place? High-tech leaders cite the state's advanced use of e-government, which gives people online access to government services; the establishment of high-tech SmartZones around the state, and a state initiative to hurry up the construction of high-speed Internet connections.

    The Rockefeller Institute of Government has released State Revenue Report # 61 "Strong Revenue Growth Continues in Most States." State tax revenue growth in the April-June 2005 quarter was 13.3 percent compared to the same period last year. This is the strongest quarterly tax revenue growth since at least 1991.     Michigan Metropolitan Information Center (MIMIC) The Michigan Metropolitan Information Center's (MIMIC) primary task is investigating, tracking and portraying demographic trends in urban population and housing in southeastern Michigan. Research also focuses on community development, needs assessment, location/site selection and affirmative action planning. MIMIC provides technical support to research projects, offers services to the general public, and serves as the coordinating agency in the Census' Bureau's State Data Center (SDC) network. We bring local census data to the web at this site which includes publication, data profiles and maps. MIMIC's expertise has recently been called upon in projects with United Way/Community Services, Detroit Data Partnership, the Skillman Foundation and City Connect Detroit. Tracking diversity in Detroit is one of MIMICs major activities. Maps expressing trends and other demographic information are prepared daily and available through the CUS website . These Geographic Information System (GIS) maps assemble, store, manipulate and display geographically referenced information according to location. Changing neighborhood integration patterns are made comprehensible due to the use of GIS maps.

    Community
    Organized in 1871, the First Presbyterian Church of Michigan City, Indiana is the only Presbyterian church located in the community. With 525 active members, the majority of the congregation is age 55 and over. We are a downtown church; however, our members not only come from Michigan City but also from the suburbs, the rural subdivisions, and nearby towns. The congregation is made up of a variety of backgrounds and occupations. Many of the members are educated beyond high school, are employed in professional and skilled areas, or are retired. Michigan City is located on Lake Michigan, 15 miles west of the Michigan State border and 55 miles southeast of downtown Chicago. The Indiana Dunes National Lakeshore Park abuts the city to the west and extends westward for several miles. With a population of more than 52,000, Michigan City is the largest municipality in LaPorte County. Approximately 82% of the population is Caucasian, 15% is African-American, 1.5% Hispanic, and less than 1% is Asian. The community includes a wide range of socio-economic groups.

View Source Article TIMSS Benchmarking Studies Many states and districts have created content and performance standards targeted at boosting student achievement in mathematics and science. As this process continues, these jurisdictions find they need reliable data on how their students compare internationally in these areas. The TIMSS Benchmarking Studies provided an opportunity for states and districts to assess the comparative international standing of their students' achievement and to evaluate their mathematics and science programs in an international context. The TIMSS 1995 Benchmarking Study included 5 states and one consortium of school districts. In 1999 the study expanded as 13 states and 14 districts or consortia of districts participated (see below for list of participants). In 2003, Indiana collected separate TIMSS data for the state. These states and consortia administered the TIMSS assessments following the same guidelines as those developed for the main TIMSS assessments, but separately from the U.S. national samples.

Berezowsky TROY, Mich. - A group of 11 school administrators from the Kherson region of Ukraine in May visited Michigan as part of the State Department-sponsored Community Connections-International Visitors Council of Metropolitan Detroit program. They were hosted by Judy Kebl, project director, and Coco and Robert Siewert, of Birmingham; Julie and Norm Quinn of Royal Oak; Carol Kohut, Julie and Timothy McGee, and Connie and Michael Alonzo of Troy; and Judy and Bob Brien, of Waterford. The members of the delegation - principals of high schools in the cities of Kherson, Skadovsk, Nova Kakhivka and the villages of Novopavlisvk, Syvaske and Otradivka - were: Olena Buhlak, Iryna Dubas, Nadiya Knorr, Andriy Kozachenko, Nataliya Krupa, Svitlana Mykytiuk, Valentyna Parhachova, Hanna Sotsenko, Valentyna Tkachenko, Olena Vakulych, and Oleksander Slobodenyuk, head of the delegation.     The WMU program at the Universidad Autónoma de Querétaro (UAQ) offers qualified students of Western Michigan University the opportunity to study entirely in Spanish a variety of courses in the humanities, social sciences and business. In addition to a one-week orientation course in Querétaro, all students will take a course in Spanish language and Mexican culture. Each student will also enroll in two other courses selected in consultation with the WMU faculty director.     Program Overview
    Saratov State University was founded in 1909. It is one of the oldest and most prestigious universities in Russia. Today, it is a multi-profile institution with approximately 7,000 students. There are nine academic divisions, three research institutes, a botanical garden, five museums, student clubs, and an excellent library.
    Academic Program
    Students selected to study at Saratov participate in a Russian Language and Culture program. The program consists of up to 22 hours of instruction per week of which 14 hours are intensive Russian language, 3-4 hours of Russian culture, and 3-4 hours of current events in Russia and Saratov. The Language and Culture program makes extensive use of local museums and cultural attractions. Weather and schedules permitting, the program includes an excursion on the Volga River to the Caspian Sea with a visit to Volgograd (Stalingrad).
