Recent Immigration Trends in Southeast Michigan

The following data was presented at An Informed Discussion of Financial Access for Immigrants, a forum held in Detroit, Michigan on November 14, 2003. The forum was one in a continuing series of dialogues by the Chicago Reserve Bank to study the ways in which immigrants to the United States access mainstream financial services. Mr. Booza's presentation highlights the changing demographic landscape among communities in the Detroit area. Historical Context
In order to understand the importance of recent immigration trends in southeast Michigan, one must first understand their historical context. Prior to the beginning of the twentieth century, much of Detroit's population consisted of French, German, Dutch, Irish, and Polish immigrants, as well as free Blacks and Native Americans.

A: Statistical information about the City’s population, worker demographics, residential household income and business income was gathered from various sources. Sources included the City, United States Census Bureau, Michigan Department of Treasury, U.S. Bureau of Labor Statistics, employer surveys, surveys of other cities which assess income tax, and market research companies. Once the source data was obtained, certain assumptions were made in order to estimate the revenue that would be generated under an income tax system and to project revenues over the next five years. 2. I found I didn't need organizational clout at all. The colleagues I asked were more than willing to adjust, to adopt the state standards for the social studies that apply in their subject area in ways that would go directly to the tests. Decent sorts, they wanted to be helpful. 3. So I saw the hand of the state government, in none too subtle ways, reaching into my urban university's college of education, which recently adopted a mission statement promising to create educators who are "agents of change". I also saw the ease with which power offers small and gentle rewards, how kindness and collegiality can be subsumed in a project that will likely damage all involvedexcept those with gloves so velvet that they go unnoticed. 4. This article reflects the tensions in the science room and between our good department headshonest people trying sincerely to bring a decent system of education to Michigan's children. All of us seriously considered the implications of the path the consensus felt we had to take: get through the review, learn and improve what we can, and get on with our work. 6. However, good and evil was not easily set apart in a binary in my college's science room. Still, I believe the mild contradiction of ideas becomes a sharp contradiction of practice: a binary is finally there. Although many fine people want to equalize and democratize schools, there is ultimately profound disagreement around tactics. But a handful of relatively powerful others whose sole motive is profitability are in this debate as well. They carry considerable weight, and strategize with care. It is my hope to sharpen the debate about regulated knowledge, what has become improperly known as standards in education, to suggest that a careful investigation of what appears to be may offer a better way to understand what is to comeand what to do about it.

Her teachers have included eminent artists such as Murray Perahia, Gary Graffman, Hans Leygraf and John Perry. She holds a doctor of musical arts from USC, an artist diploma from the Salzburg Mozarteum and a master of music from the Manhattan School of Music. Her critically acclaimed New York debut came at the Brooklyn Academy of Music's Next Wave Festival in October 1995, conducting the Brooklyn Philharmonic in Richard Einhorn's opera/oratorio Voices of Ligh t for Carl Dreyer's 1928 silent film, The Passion of Joan of Arc . Her Lincoln Center debut, conducting Don Pasquale at the New York City Opera, received glowing notices. In 1998, she made her debut appearance conducting the Pacific Symphony and conducted an opera in Los Angeles for the first time, leading the Los Angeles Mozart Orchestra, soloists and chorus in a concert version of Mozart's Abduction from the Seraglio . As a concert pianist, Ms. Carver has concertized extensively throughout Europe under the auspices of the Fulbright and Austrian-American Educational Commissions. She is a frequent piano soloist with the Los Angeles Mozart Orchestra and plays in chamber music groups drawn from that ensemble as well. She has performed as soloist with the Santa Barbara Chamber Orchestra, the South Coast Symphony, Manhattan Philharmonic and as recitalist at numerous festivals. Ms. Carver is active as a harpsichordist as well, conducting the orchestra from the keyboard, taking the solo part in concerti and performing chamber music with both modern and period instruments. Ms. Carver's performances, both as conductor and pianist, have been broadcast across the United States on National Public Radio.

Additionally, the problems faced are often unique to a particular city, therefore requiring unique solutions. In order for research and outreach to be relevant, it is necessary to have the involvement of urban stakeholders to allow problems to be framed and solutions found based on those who are impacted the most. Equally important for solutions to be sustained, local capacity to undertake revitalization projects must be built. The processes that researchers, extension agents and stakeholders will engage in will be guided by the principles of sustainability. Processes will simultaneously consider the environmental, social and economic consequences of the problem and proposed solutions. In particular, since revitalization efforts are heavily dependent on the built environment that is primarily driven by the private sector, this programmatic area will be implemented in concert with the "Market Solutions to Land Use Problems" program to leverage the necessary capital for revitalization efforts and find solutions that are acceptable to all stakeholders.

College rivals unite to perk up waterfront

By Record-Eagle staff writer TRAVERSE CITY - Students from the state's two biggest universities will team up to plan the city's downtown and bayfront. And the city hopes the injection of maize and blue and green and white will make future planning crystal clear. University of Michigan will study the north end of downtown, including the Hall and Garland streets area - where development has been poised but so far hasn't prospered. The group will work on landscape architecture, data analysis and examine how to connect the downtown with the waterfront to encourage access to both city attractions. Students in Michigan State University's design programs have already committed to help plan and design the city's stretch of bayfront. That process is expected to kick off in June with a meeting to gather community input.

Plain Language in Laws
By George H. Hathaway Laws consist of resolutions, statutes, and rules. We follow a four-step approach to eliminating legalese in these documents:
First, we identify the people who write the documents. Second, we find people in these groups who have the interest, ability, and courage to write these documents in plain English. And we ask them to join us to work in an organized way from within the system to eliminate legalese. Many of the members of our subcommittees are former Clarity Award winners. Third, our subcommittees find clear examples of laws and give them Clarity Awards. We give our awards to documents that are significantly clearer than usual documents of that kind. And fourth, we promote our Clarity Award documents as good examples to follow. See our examples at the end of this article. Some of our examples are Clarity Award documents. Other examples are based on Clarity Award documents that we have edited somewhat. We don't claim perfection-only progress. Clear Writing
We use guidelines for clear writing that have been prepared by the two legal-writing teachers on our Plain English Committee-Joe Kimble and Diana Pratt: Kimble's 36 elements of plain English [Plain English: A Charter for Clear Writing (Part Two), 71 Mich B J 1190 (November 1992)] and Pratt's Legal Writing: A Systematic Approach (3rd edition). But this is a lot to bring to bear on a law. Therefore, for practical reasons, we have summarized what we believe are the worst elements of bad legal writing. We call them ''basic elements of unclear writing,'' which we separate into ''legalese'' and ''legalese compounded.'' See Figures 1 and 2. Below are our example resolutions, statute, and rule.
