    GREEN RATE:
    The wind turbine was made possible because of community support for a green rate program. The green rates are voluntary residential and commercial rates available to customers willing to pay a premium for wind generated electricity. The green rate premium of 1.58 cents/kWh amounts to a 17-23% increase depending on the rate class. For the average residential customer this is a $7.58/month bill increase. An average green rate customer will annually avoid the burning of three tons of coal and air pollution consisting of 10,000 lbs. of carbon dioxide, 60 lbs. of sulfur dioxide, and 40 lbs. of nitrogen oxides. With an amortized operating cost of 5.5 cents/kWh, the customer green rate premium of 1.58 cents/kWh and the federal renewable energy production incentive of 1.5 cents/kWh, the wind generator provides electricity at a cost equal to that available from the municipal power pool.

    Michigan Cities Top Business Climate Benchmarking Study, Reports Michigan Economic Development Corporation:
    Saginaw and Grand Rapids Receive High Rankings
    LANSING, Mich., March 15 /PRNewswire/ A study released by the Michigan Economic Development Corporation found that Michigan cities are attractive settings for locating service and manufacturing firms. Conducted by Anderson Economic Group, a consulting firm dealing in business climate issues, the study benchmarked the business climate of select Michigan areas against competing economic development rivals. It compared tax rates, fees, regulatory burdens, utility costs, wages, business costs and other government burdens. "This study establishes performance benchmarks for the business climate, and measures Michigan directly against those benchmarks," said Doug Rothwell, Michigan Economic Development Corporation CEO and president. "It shows we are on the right track, especially with our efforts to phase-out the single business tax. We are capable of competing with the best." The Michigan areas evaluated Ann Arbor, Saginaw, Grand Rapids, Auburn Hills and Delta Township were compared to the following cities that compete directly with Michigan for economic expansion: Birmingham (AL), Indianapolis, Columbus, Madison (WI), Fort Wayne, Georgetown (KY), Burlington (NC), Route 128 area (MA), Fairfax County (VA), and Toronto, Ontario. In particular, Grand Rapids and Saginaw were found to be high performers. The study pointed to Saginaw's low business cost that makes it an attractive city to local service businesses. Grand Rapids ranked number one in terms of profitability for manufacturing and service firms, according to the study. In addition, the return on equity comparison for service firms found that Saginaw, Grand Rapids and Ann Arbor took the top three rankings, respectively. Michigan's cities make up the top five when comparing the lowest burdened of each state's income and value added tax.

    MICHIGAN TRANSPORTATION OFFICIAL SAYS CLOGGED ROADS ARE HURTING ECONOMY

    Southeast Michigan's clogged roadways are causing not only short tempers, but they hurt the state's economy, according to the Michigan Department of Transportation director.
    When companies can only make 10 deliveries instead of 11 because of traffic jams, that hurts productivity, said Greg Rosine, department director, during a conference Tuesday in Troy on Smart Growth.
    Businesses are trying to fight back and have formed the Michigan Smart Growth coalition to address problems associated with urban sprawl and the accompanying traffic jams.
    The coalition, which sponsored the conference, is not advocating more government regulation on where building can occur, but a coordinated effort to encourage growth in established cities. "We can't indulge in the vain hope that somehow this problem is going to go away," said Irving Yackness, vice president of the Building Industry Association of Southeastern Michigan.

John Austin is a senior fellow at the Brookings Institution think tank in Washington D.C., and he’s been studying that question as it pertains to Michigan. Brookings Institution has called the Great Lakes Region an “economic giant, standing precariously balanced—with one foot still planted in a waning industrial era, and another foot striding the emerging global knowledge economy.” Austin talks with Charity about the past, present, and future of this mighty giant.
    Man-made mounds were once a prominent feature of the Michigan landscape. Many have been destroyed in the past century, but several mounds remain. The best preserved are the Norton Mounds just outside Grand Rapids. Bill Lovis , a professor of Anthropology at Michigan State University, has studied the mounds of the Upper Midwest and helps shed light on their story. John Harris Trestrail III could shut down your nervous system, damage your liver, your heart, or make it impossible for you to breathe. He is one of the world’s foremost experts on poison. Physicians, detectives, television producers, and movie executives consult with him on a regular basis. He is the Director of Devos Children Hospital’s Regional Poison Center.     Stateside - for Friday January 30th: Young people are leaving Michigan in droves. Projections show that one sixth of all Michigan residents will be over 65 by 2025. There are many reasons for the state to be concerned about this problem, mainly economic. With hopes that it will attract young people and keep them in Michigan, Governor Granholm’s “Cool Cities” initiative is focusing on making Michigan cities hip places to work and live. Avis Vidal is the chair of the Department of Geography and Urban Planning at Wayne State University who has studied community development and analyzed the success of community attempts at reinvention. She joins Charity to discuss how cities make themselves cool. There are 81 Tree Cities in the United States. Charity talks to John Rosenow to find out what makes a city a Tree City. Rosenow, who is president of the National Arbor Day Foundation explains why this designation was created, how long it has been around, and how a Tree City is discovered. Simon Shaheen, a world-renowned Palestinian musician is a master oud player and violinist, composer, performer, educator and innovator. His band Qantara performs music that blends traditional Arabic, Western Classical, Latin and jazz. He also makes a point of performing and educating people about traditional Arabic music. Shaheen is with Charity to talk about his music, and his role as an educator. He also plays the oud and tells Charity a little bit about the instrument.

    EPA study will examine how out-of-state pollution affects western Michigan

    GRAND RAPIDS, Mich.
    As part of sweeping energy legislation that President Bush signed into law, the U.S. Environmental Protection Agency will perform a two-year study of how other state's air pollution affects western Michigan. The new law, signed Monday, also will prevent the EPA from imposing any sanctions until the completion of its study of ozone pollution. Ozone is a gas that occurs naturally in the stratosphere about 10 to 30 miles above the earth's surface, forming a layer that protects life from the sun's harmful rays. In the earth's lower atmosphere, ground-level ozone is produced when certain emissions interact with sunlight and heat, and is considered harmful. When ground-level ozone drifts into Michigan communities from factories in such cities as Chicago, Milwaukee and Gary, Ind., the EPA designates the communities as nonattainment areas. The federal agency then directs state officials to correct the problem within a certain amount of time.
