Charter schools offer students alternative and diverse educational programs, with the goal of improving academic achievement. The intention behind this new form of public schooling is that by providing further autonomy to schools, they can pursue innovative teaching practices and create a diversity of school options from which parents can choose. During the last three years, the number of charter schools (i.e., public school academies) in Michigan has grown rapidly and currently includes 106 operating schools across the state.
The Evaluation Center is one of two organizations asked by the Michigan Department of Education (MDE) to evaluate the charter school initiative in Michigan. While we have not been charged with the task of evaluating individual schools, we will collect a large amount of school-specific data from the 51 schools that we visit. In evaluating the overall initiative, we will collect data and information from charter schools, authorizing agencies, management companies, MDE officials, as well as representatives of traditional public schools and intermediate school districts. This particular evaluation was started in the autumn of 1997 and will be completed in December 1998.

Welcome to Michigan's K-12 Curriculum and Standards web page.
Michigan's content standards are a set of learning expectations developed by parents, educators, business leaders and university professors to assist schools in the development of local district curricula. These standards and more detailed learning objectives called benchmarks are contained within the Michigan Curriculum Framework.
In addition, Michigan has recently developed nationally recognized English Language Arts and Mathematics Grade Level Content Expectations (GLCE) providing K-8 educators with meaningful tools to better align what is taught with what is tested in the classroom.

November 19, 2002 * HELP SOLVE THE INFORMATION CRISIS PLAGUING BIG CITY SCHOOL SYSTEMS:
New York City students apparently failed to give their parents or guardians the notices they were told to bring home that said they were eligible for federally-funded tutoring, according to a New York Times report on November 15. Most have missed the deadline, which is not hard to believe given the lack of information and communication on the part of the school system, which, like many, have had a hard time figuring out exactly what to do to get the word out. Los Angeles has had similar problems, to name just one other district. But rather than impose what appear to be arbitrary deadlines, wouldn't it be useful to allow students to access tutoring dollars on an ongoing basis so they can avail themselves of the help they need when they do find out about it? In a world where we know a lot about how to saturate people with messages, we're wondering whether or not there are results-oriented solutions that can help these cities figure out exactly how they can reach the vast majority of parents quicker and get these kids the help they need to succeed. GOVERNANCE Creating the Capacity for Change
This book, by Ted Kolderie, one of America's foremost charter school pioneers, explains why governors' and legislatures' efforts to open a new-schools sector is imperative for public education. The author argues that states need to move beyond trying to fix their broken systems of education the "old public-utility model" which is beholden to special interests and focus reform efforts squarely on creating new public schools (charter schools, contracted schools, and site-managed schools). He encourages state policymakers to provide real incentives for districts to change, and recommends that district leaders stop thinking of themselves as the owners and operators of schools, and start thinking of themselves as the "education board" overseeing and managing a portfolio of individually-operated public schools.

Previous section Next section Contents Pathways ... home page by Nancy Fulford, Lenaya Raack, and Gail Sunderman of the North Central Regional Educational Laboratory Charter school advocates argue that these schools will lead to innovations in school management, curriculum, and instructional practice. In turn, they believe that these innovations will spread to traditional public schools. State legislation often reflects this expectation that charter schools will act as agents of change for other schools. Minnesota's charter legislation calls for the development of schools that "encourage the use of different and innovative teaching methods." Wisconsin Governor Tommy G. Thompson in 1993 urged the adoption of charter school legislation "to give school districts and teachers flexibility in designing innovative schools." Charter schools also are expected to serve students who are having difficulty in the traditional public school system, including students who have already dropped out. Under Illinois's charter legislation, a top priority for charter schools is dealing with the problems of at-risk students that the system as a whole has been unsuccessful in solving. Charter schools are expected to develop "innovative educational techniques and programs" for teaching these students. Whether charter school innovations will be adopted by traditional public schools is part of the larger question of how innovations diffuse throughout a school system. In his book

LANSING, Mich. (AP) — Six companies responsible for teaching 17,000 Michigan's charter school students fail to produce test scores that match even low-scoring traditional public schools, records show.
The companies manage about $123.7 million in tax money each year.
The low-performing companies include three of the biggest for-profit charter school managers in the state, The Detroit News said Sunday.
