He has conducted research at the High/Scope Educational Research Foundation in Ypsilanti, Michigan, since 1975 and has chaired its research division since 1989. He currently directs the following projects:
  • High/Scope's Head Start Quality Research Center, a five-year effort to assess the quality and effectiveness of Head Start, with an emphasis on the contribution of staff development activities. The state evaluation of the Michigan School Readiness Program for at-risk four-year-olds and an evaluation workshop series around the state.

EPFP Sponsors
Since its inception in 1975, the Michigan EPFP has had more than 180 organizations sponsor fellows for the program. The sponsors include schools colleges, universities government agencies private businesses ... museums and non-profit groups . Without the support of these organizations and their continued belief in the importance of the program, EPFP could not succeed. Each year approximately 50 percent of the people who sponsor EPFP fellows are former program participants themselves. Their willingness to provide funds and leadership development opportunities for others, is perhaps the best evidence of its true value. Up to top

Intermediate school district board members could be recalled, local school boards would have to review the proposed budgets for their ISDs and administrators would have to bid out construction projects under legislation reported Thursday from the Senate Education Committee.
But the future of the bills is still uncertain. The committee removed provisions that would have limited ISD board members to 12 years in office, a provision that Rep. Ruth Johnson (R-Holly) championed and may yet fight to retain.
The committee made the most changes to HB 4338, which included the term limits provision. The bill as reported does reduce the terms to four years from the current six.

Entry-Level Standards for Teachers 3. The Standards: What are the Standards?
See http://www.michigan.gov/documents/elstandards_21890_7.doc for complete listing of standards. This document describes entry-level standards for beginning teachers in Michigan. Each sets the foundation for and complements subject area proficiencies. These standards were developed because:
  • Prospective teachers need to be aware of the knowledge and skills they are expected to gain and develop during their teacher preparation program;
  • Institutions of higher education approved to prepare teachers need to know Michigan's expectations for competent entry-level performance;
  • Local school boards and school administrators need to know what skills they can expect to be demonstrated by student teachers and those new to the profession;
  • Local school districts, parents, professional organizations, and public and private agencies need to know what is expected of beginning teachers in order to determine what programs or services to develop or offer for assistance and support; and
  • The general public needs to know that agencies and institutions responsible for the administration and implementation of teacher preparation programs are preparing candidates with the basic proficiencies to teach.

Michigan Constitutional Issues ... Education Report 313-7( September 94 ) 4 pages Examines provisions of Article 8 that a constitution convention might consider: aid to nonpublic schools; governance of K-12 and higher education; and the relationship between state board of education, the state superintendent and the governor. Organization of State of Michigan Education Functions Report 335, ( January 2003 ) 39 pages Several functions previously housed in the Department of Education were transferred out of the Department in the 1990s. Some of these functions, such as Disability Determination Services, have little discernible relationship to educational policy and have found more appropriate organizational locations. Others, such as the Michigan Educational Assessment Program (MEAP), have a direct relationship to educational policy but were transferred to departments whose basic missions do not include education. The Michigan Constitution prevents a clear line of accountability between the Governor and the Department of Education because the head of the department, the State Superintendent of Public Instruction, is appointed by the separately-elected State Board of Education.
