Allegan Lansing, Michigan 48933 Dear Mr. Watkins: Based on the Michigan law Mr. Dinning cites, it appears that Michigan does not allow school boards to release minutes of disciplinary proceedings without personally identifying the student. As noted above, there are no exceptions to the prior consent rule in FERPA that permit local school boards to disclose the results of a disciplinary proceeding that identifies a student by name, student number, or by inclusion of other personally identifiable information about a student. As such, local Michigan school boards are in violation of FERPA to the extent that they have a policy or practice of releasing or otherwise making public minutes that contain the name of a student, a student's number, or other personally identifiable information about a student who is referenced in a disciplinary proceeding, without the written consent of the student's parent.

About the Board of Governors
The Constitution of the State of Michigan provides that the members of the governing board of Wayne State University and their successors in office constitute a body corporate known as the Board of Governors of Wayne State University. The Board consists of eight members elected by the people of the State of Michigan for eight-year terms. All vacancies that occur within the eight-year terms are filled through appointment by the Governor of the State. Each appointee holds office until completion of the term and a successor has been nominated and elected in statewide elections. Members of the Board serve without compensation but are entitled to necessary expenses incurred in connection with the duties of their office. The Board of Governors elects the President of the University, has general supervision of Wayne State University and the control and direction of all expenditures from University funds. It enacts bylaws and regulations for the conduct of its business and for the governance of the University. It sets tuition and policy for other fees and charges, determines the compensation to be paid for service; confers degrees and sets the policy for management of gifts, grants, bequests, agreements and contracts, and leases or disposes of property. Michigan's constitutional system of independent, elected boards to govern its universities is different from most other states. It has helped Michigan to develop and preserve one of the nation's finest systems of colleges and universities. Each governing board devotes itself to one university and is able to work carefully to develop the excellence of that institution. The constitutional independence of the boards protects the universities from political interference, and the election of boards by the voters assures that universities remain responsible to the public at large.

Like many states throughout the country, Michigan continues to fight legislative battles over the content of sexuality education. Historically, decisions about sexuality education were left to local school districts. In recent years, however, opponents of comprehensive sexuality education have made numerous attempts to undermine local control in order to guarantee that schools take a strict abstinence-only-until-marriage approach. The latest round of legislative challenges to sexuality education in Michigan sought to require an abstinence-only approach but, when the battle was over, fell just short of that goal. However, legislators were able to pass amendments to the law, which will have an effect on sexuality education.

    Even before statehood, Michigan was a leader in public education. In 1809 judicial districts created schools and levied taxes to support them. Twenty years later, The Territorial Council divided the districts into school districts and gave the State the right to supervise schools.
    Michigan's first constitution created a Superintendent of Public Instruction in 1835. John D. Pierce, a frontier missionary, was Michigan's first superintendent and the first independent administrator of education appointed under a state constitution in the United States. The State Board of Education's current responsibilities were established by the 1963 State Constitution. The leadership legacy continues as Board members lead the way in improving public education through recommendations and actions that have resulted in key legislative changes.

    - Dorothy Beardmore, president of the Michigan State Board of Education and a resident of Rochester, Michigan, has been named a 2000 recipient of the Distinguished Service Award by the National Association of State Boards of Education (NASBE). The award, given annually to three state board members across the nation, will be presented during the group's annual conference.
    "The Distinguished Service Award recognizes the contributions of those who serve on state boards of education across the nation," said Brenda Welburn, NASBE Executive Director. "In highlighting the achievements of these very special board members, we honor the dedication of those men and women who give tirelessly of their time and energy to make the critical policy decisions affecting the education of the more than fifty-three million students in America's schools."
    Beardmore has been an education reform advocate throughout her board tenure. In 1985 she addressed new teacher certification rules requiring focused, relevant professional development for teachers seeking re-certification. She chaired NASBE's 1988 study "Rethinking Curriculum: A Call for Fundamental Reform" and the following year focused on "Today's Children, Tomorrow's Survival: A Call to Restructure Schools." From 1995-97 she chaired the joint NASBE/U.S. Centers for Disease Control and Prevention "Healthy Schools Network," a fifteen state inter-agency coalition to promote health for school age children and their families. She continues to chair Michigan's Healthy Schools Network.

She lives in Dearborn with her husband, Tim, and their two children, who attend Dearborn Public Schools. Blackburn recently graduated, with Honors, from Henry Ford Community College with an Associates Degree in Business Administration.     Teacher Preparation Programs:
    Admission Requirements Candidates desiring admission to secondary teacher certification programs must apply to the Department of Education and maintain a 2.5 G.P.A. Application is usually made during their junior year. For undergraduate students, the recommendation for admittance comes from the Dean of Students. Postgraduate students seeking admittance must submit 2 letters of recommendation. In addition, all applicants must complete the Conviction Statement form authorizing release of all records and information pertaining to any and all convictions.
    Accreditation The North Central Association of Colleges and Schools accredits Michigan Technological University, and the State of Michigan's Periodic Review/Periodic Evaluation program accredits the Department of Education. The State Teacher Certification Board/Michigan State Board of Education approves all of the university's teacher preparation programs.
