A Capsule History
The United States is now the only industrialized country in the world that does not use the metric system as its predominant system of measurement. Most Americans think that our involvement with metric measurement is relatively new. In fact, the United States has been increasing its use of metric units for many years, and the pace has accelerated in the past three decades. In the early 1800's, the U.S. Coast and Geodetic Survey (the government's surveying and map-making agency) used meter and kilogram standards brought from France. In 1866, Congress authorized the use of the metric system in this country and supplied each state with a set of standard metric weights and measures. In 1875, the United States solidified its commitment to the development of the internationally recognized metric system by becoming one of the original seventeen signatory nations to the

How to use the table
Locate the unit of measure that you want to convert from along the top of the chart. Then look down that column until you reach the row of the unit of measure that you wish to convert to . The number at the intersection of column and row is the conversion multiplier. For example, if you know a water depth is 1230 feet and you want to convert that value into fathoms, look down the "foot" column until you find "fathom" row, where you will find the value 1.6667e-1. Multiply 1230 by 1.6667e-1 and you will find that 1230 feet equals 205 fathoms. The table is used in the same way even when the conversions are between English and Metric units of measurement. For example, if you knew a destination was 7 miles away and wanted to know the metric equivalent, look down the "miles" column until you find the "kilometers" row, and you will find the value 1.609,344. Multiplying 7 miles by 1.609,344 gives you 11.235,408 kilometers, the equivalent metric distance.

Conversions
Most of us are aware that different measurement systems are used in different countries (such as Imperial, US Standard, and Metric), but many people may not know that different ways of measuring ingredients are also used. The most important difference one may encounter is whether dry ingredients are measured by weight (e.g. ounces, pounds, grams, kilograms) or by volume (e.g. tablespoons, cups, milliliters, liters). For example, cooks in the United States tend to measure all ingredients by volume, while it is common in Europe to measure dry ingredients by weight and liquid ingredients by volume. The Metric Conversion Act of 1975 (Public Law 94-168), as amended by Section 5164 of the Omnibus Trade and Competitiveness Act of 1988 (Public Law 100-418), designated the metric system of measurement as the preferred system of weights and measures for U.S. trade and commerce. Each Federal agency, by the date certain and to the extent economically feasible by the end of fiscal year 1992, use the metric system of measurement in its procurement, grants, and other business-related activities, unless this was impractical or likely to cause loss of markets to U.S. firms. The Executive Order 12770 (July 29, 1991) authorized the Secretary of Commerce to direct and coordinate metric conversion by all Federal agencies and to create an Interagency Council on Metric Policy to assist the effort.

Mass is the quantity of matter in the thing you are studying. The metric unit of measurement of mass is the kilogram (kg), which is 1000 grams. The English unit is the slug, which is rarely used. The mass center of an object is where the balance point is. Weight is a force, which arises when a mass is acted on by gravity. The metric unit of weight should technically be the Newton (N), which is the unit of force, but commonly it is the kilogram of mass that is used to measure weight in the metric system because gravity is about the same everywhere on the Earth. The English unit of weight is the pound (lb). Length in the metric system is measured by meters (m), and in the English system by feet (ft). A mile is 5280 feet or 1609 meters (1.6 kilometers). Velocity is how fast something is moving in a certain direction. Remember, direction is key. You can have negative velocity if you are moving in the wrong direction. In the metric system, the unit for velocity is meters per second (m/s). In the English system, it miles per hour (mph).

The metric system was literally a revolutionary idea, growing out of the Age of Reason and carried along with Napoleon's soldiers many kilometers, not miles, across Europe and from there to countries around the globe. Ben Franklin, John Quincy Adams, and many other leading American thinkers and statesmen agreed. So why hasn't metric happened here? More than 200 years after the metric system began to spread throughout the world, the United States shares the dubious distinction with Burma and Liberia of being one of only three nations that have not converted to the modern metric system. As the only industrialized nation in the world that has not gone metric, the United States faces serious difficulties in international trade, information exchange, and in engineering and construction projects involving other nations. The Congress, the states, the private sector, and all the appropriate agencies of government, including the Department of Transportation (DOT) and the Federal Highway Administration (FHWA), are trying to rectify this situation. Americans are stubborn. One of the biggest obstacles to adopting the metric system in the United States has probably been our inherent dislike for anything that divorces us from the "feel" or "sense" of our traditional values for weight, measurement, distance, and speed. An example is the resistance to the transition to metric highway signs.
