Background
Funds were established in FY 2000 for facilitation of carbon cycle research within the Atmospheric Research Measurement (ARM) Program. Two primary activities were identified for the "facilitation" of carbon cycle research:
  • Add new measurements at the ARM sites that explicitly measured carbon cycle attributes. This activity is lead by Margaret Torn (LBNL) and is documented at: http://esd.lbl.gov/ARMCarbon/ Extract measurements from the existing data collection at the ARM Archive and package them in ways that would be directly usable by carbon cycle researchers. This activity was proposed because the ARM data collection involves millions of data files and 100's of measurements. This activity was lead by Raymond McCord (ORNL). "Facilitation" was expected as a result of preparing data products that were specifically tailored and ready to use in carbon cycle research.
The efforts to develop and use data products for carbon cycle research from existing ARM data are summarized in this report.

Meteorology at San Francisco State University The campus of San Francisco State University (SFSU) lies within the city of San Francisco, on the San Francisco Peninsula in a spectacular setting overlooking the Pacific Ocean. SFSU's Department of Geosciences, part of the College of Science and Engineering and an affiliate of the University Corporation for Atmospheric Research, is housed on the 5th and 6th floors of Thornton Hall The undergraduate programs in meteorology at SFSU are administered by the Department of Geosciences. As of Fall Semester 2002, the BS in Atmospheric and Oceanic Sciences with Concentrations in Meteorology and Oceanography will be available to students. This degree is the only one of its kind to be offered in either the California State University or University of California systems. The new degree is distinguished by its interdisciplinary core in meteorology and oceanography completed by all students regardless of concentration. The new degree will offer meteorology students several options that will be chosen with the help of a faculty advisor. These emphases are designed to prepare students for professional careers in meteorology in operational (National Weather Service) and applied meteorology. In addtion, one of the emphases is designed to provide students the background required for entry in graduate programs at leading institutions around the country. Finally, a unique interdisciplinary emphasis will prepare students to tackle the meteorologic and oceanographic aspects of climate change.

Bilateral Relations
In recent years, Canada-France relations have been cultivated by a series of visits by our respective heads of State and of Government. During Prime Minister Jospin's visit to Canada in December 1998, the two prime ministers signed an Action Program aimed at strengthening the bilateral relationship in a number of areas, notably in the field of environment. Canada and France also collaborate closely in multilateral organizations such as the UN, the G-8 Economic Summit, the OECD, the Organization for Security and Cooperation in Europe, the European Bank for Reconstruction and Development, and La Francophonie. A Memorandum of Understanding (MOU) on Environmental Cooperation was signed by the two Environment Ministers in February 1991. While scientific and technological cooperation occurred for many years under the Canada/France Joint Scientific Commission, the purpose of the MOU was to strengthen the dialogue in the field of environmental policy. Key areas of collaboration include the management of large rivers and lakes, aquatic contamination, meteorology, wastewater treatment and remote sensing applied to the environment. Collaborative activities have consisted of joint laboratory studies, exchange of scientists and technology transfer. In addition, the Environmental Technology Centre has entered into a number of cooperative programs with France dealing with Environmental Emergencies and the Microwave-Assisted Process Programs.

June 20, 2003 The Seventh Biennial Review Meeting under the Agreement between the Governments of the United States of America and Italy for Scientific and Technological Cooperation was held in Washington, DC June 17-18, 2003. The U.S. delegation was led by Principal Deputy Assistant Secretary Anthony Rock, Bureau of Oceans, Environment, and Science, U.S. Department of State, and the Italian delegation by Ambassador Francesco Aloisi de Larderel, Director General for Cultural Promotion and Cooperation, Ministry of Foreign Affairs. The agenda for the meeting appears as Annex I to this statement and the full list of the U.S. and Italian delegations appears as Annex II. Objectives of the Meeting The principal objectives of the meeting were to review progress on goals included in the Joint Statement signed in Rome on April 14, 2000, and to convene new bilateral working groups in the following areas: (1) geospatial technologies and applications; (2) microbial, plant and animal functional genomics; (3) nanotechnology and materials science; (4) health and biomedical research (5) information and communications technologies working groups. The emphasis of the current meeting was agreement on high-quality activities and projects of mutual interest that could be funded by both sides over the next two years in accordance with each side’s research priorities and procedures.

The Department
Applied Mathematics is an interdisciplinary area, encompassing modelling, analysis, algorithm development and simulation for problems arising throughout science, engineering and commerce. Research in this area explores the mathematical properties of systems in physics, chemistry, biology, geology, astronomy, materials science, fluid mechanics, the environment, finance, management and many other disciplines.
The Department of Applied Mathematics at UNSW is one of the largest and most successful in Australia. It is an active centre for research, both fundamental and applied. The research areas of the Department are currently grouped as follows:
The research of the Department of Applied Mathematics has been recognised by substantial support from the Australian Research Council, with a total of over $2.8M awarded in Large Grants for the last five years.
Department members have worked on a wide range of research projects in applied mathematics, and have participated in collaborative research activities with numerous distinguished researchers. The national and international standing of the Department in its chosen areas of research has been maintained by a distinguished publication record, with over 300 peer-reviewed research papers appearing over the last five years. Department members have received prestigious awards and international recognition for outstanding research in recent years. Recent highlights are Professor Michael Banner's award of the Sverdrup Gold Medal of the American Meteorology Society, Professor Ian Sloan's award of both the Thomas Ranken Lyle Medal of the Australian Academy of Science and the George Szekeres Medal of the Australian Mathematical Society, and Professor Lance Leslie's Australian Meteorological and Oceanographic Society Medal for 2003.

Climate Climate and tourism Climate is a key resource for tourism. Climate variability can affect travellers’ and holiday-makers’ safety and comfort and needs to be factored into planning and management. WMO supports National Meteorological and Hydrological Services (NMHSs) in the provision of data, information and products to the sector. Many NMHSs have information and prediction services for specialized requirements, such as ecotourism, mountaineering and sailing. In collaboration with the World Tourism Organization ( www.world-tourism.org ), WMO has produced the Handbook on Natural Disaster Reduction in Tourist Areas
Climate and health
WMO is currently collaborating with the World Health Organization to develop guidelines on heat-health warning systems. These systems will help meteorological and health experts establish programmes to warn of potentially deadly heatwaves and ensure appropriate intervention and support to minimize human suffering during such events.

In the very near future, changing customer requirements (e.g, anticipated Traffic Management Unit Requirements Document) will make it necessary for both automation and collaboration among all organizational elements (the AWC, CWSUs, WFOs, and the Spaceflight Meteorology Group [SMG]) to play key roles in producing what can be termed "ramp-to-ramp" aviation weather forecasts: ramp-to-terminal-to-departure zone-to-center airspace-to-approach zone-to-terminal-to-ramp.
    The result of the automation and collaboration process will be to generate forecasts that are consistent, accurate, timely, and tailored to the specific needs of the various aviation customers. While automation will be critical to the success of this effort, it will not eliminate the need for the aviation forecaster. Indeed his/her role may become more important, but likely will need to be redefined.
    A typical forecast scenario of the future might proceed as follows:
