Leading the expedition was fifty-two year old Legend of Honor member Joseph Nicolas Nicollet, an eminent French astronomer and mathematician, and foremost surveyor and mapmaker of his day. Nicollet, had been the protoge of Laplace, and is recognized in the last vol. of Mecanique Celeste as an observer of comets, and for his work on the great map of France. At the time of the revolution of 1830, Nicollet was astronomer at the Bureau of Longitudes at the Royal Observatory in Paris. Financially ruined by the revolution, he came to America, where he became associated with Rudolf Hassler of the U. S. Coast Survey. In 1839, J. R. Poinsett, then Secretary of the Department of War, requested of Nicollet that he write an essay on Meteorological Observations. The essay was published by the Corps of Topographical Engineers. It is primarily a collection of questions and suggestions of topics to be studied. On pp 6-7 of the 1848 Geographical Memoir is an entirely current description on the meteorological dynamics of the western states.

The research in BMRC is carried out by six groups covering the areas of model development, data assimilation, model evaluation, weather forecasting, climate forecasting, and ocean and marine forecasting. The work of each group contributes to the advancement of meteorological and oceanographic science and to the enhancement of the operations and services of the Bureau. The Bureau of Meteorology has a responsibility, arising in part from Australia's international obligations, to provide forecasts, warnings and meteorological information over an area covering about 12% of the globe and extending from the tropics to Antarctica. This task is made more difficult by the unique meteorological problems arising from Australia's relatively isolated location in the southern hemisphere. The Bureau must devote a large fraction of its resources to the maintenance of basic systems (observation networks, communications systems) for its large area of responsibility which puts it at a significant disadvantage compared with smaller or more populous countries. A major purpose of research in BMRC is to minimise the effects of these practical and budgetary constraints on the standard of meteorological service provided for Australia.

Regional air quality Air quality management by public authorities at regional scale involves control, planning, and forecasting issues. ARIANET contributes to the design and set up of modelling systems integrating the information coming from existing regional monitoring networks. Simulation systems enhance in time and space such information, allowing to point out the mechanisms governing strong pollution episodes, to estimate the contribution of different emission sectors, and to study the effects of possible alternative scenarios, either on short or long term (environmental restoration plans, traffic regional plans). Regional air quality modelling system Regional emission inventory: diffuse, line and point sources Emissions inventory The formulation of regional scale air quality control policies must be based on the knowledge of the emissions coming from the whole set of activities and infrastructures located on the territory: industrial settlements, road networks, urban and agricultural areas, energy production and waste treatment plants. Some problems may be also connected to the emissions coming from natural sources, like land erosion, volcanic activity, and the organic compounds produced by vegetation. The realization of a comprehensive emission inventory for a given area is often a time consuming work, involving the collection and harmonization of digital cartography, statistical and experimental data, frequently coming from unsystematic sources.
