Teaching Media Literacy in Grade Five: The Development of Technological Literacy Among Teachers and Students - A Case Study
Rachel McCabe Winston Emery Authors Rachel McCabe is a teacher of media education at Trafalgar School for Girls, Montreal. Winston Emery is associate professor of Education at the Faculty of Education, McGill University.
Abstract
This is the second of two articles about a study of the implementation of a media literacy curriculum project in three inner city schools Grade 5's in Montreal. The authors describe the development of technological literacy among the teachers and students as they learned about two Media Literacy concepts. The teaching featured the use of a SMARTboard interface, a list-serv and Web resources. The findings affirm the positive contribution of the devices to the development of technological literacy among teachers and pupils. But they also raise other issues: technological determinism and the role of interpretive teaching in educational technology.
Introduction and Review of Literature In this article we examine the development of technological literacy among three groups of Grade 5 students and their teachers as they followed a short (eight-week) curriculum in media education. The curriculum project, initiated in three inner city schools of the English Montreal School Board (EMSB), ran for eight weeks from April to June 1999. The students and teachers used a SMARTboard interface, a list-serv and Web resources to learn about two key concepts of Media Literacy.

Children today are growing up in what O'Sullivan, Dutton and Rayner (1998) call a "media saturated" world, in which mass media, including the Internet, have a commanding presence in daily life. Media messages exert such powerful "social, emotional and intellectual influences" (Hepburn, 1999) that it is important to develop a society which understands how media can both serve and deceive. It is thus imperative for educators to teach what Megee (1997) calls "the new basic"- media literacy - so that learners can be producers of effective media messages as well as "critical consumers of ideas and information" (Rafferty, 1999). What is media literacy?
Based on definitions provided by conferees at the Annenberg School for Communication (cited in Megee, 1997) and by the Canadian Ministry of Education, media literacy (ML) may be thought of as the ability to critically understand, question and evaluate how media work and produce meaning, how they are organized, how they mediate and construct reality, and how they impact our lives. ML may include the ability to create media products. Fulton (1998) discusses technology-related competencies and curriculum standards defined by various states that may be applied to ML education. Among the six "essential learnings" Illinois desires for its students are the ability to seek and navigate information, to communicate effectively using appropriate technology, and to be responsible citizens in a technological age. Thus, in addition to teaching the technical aspects of handling various media equipment, ML is concerned with helping learners become informed users of media messages.

The context for their analysts is the UK, but their observations transcend national boundaries and provide a framework for thinking about the links between literacy as conceived in traditional English teaching and the broader literacies called for by media and information technologies. ADULT LITERACY AND TELEVISION:
Has a familiar tool been overlooked?
The premise behind the Institute Television is a powerful medium. It is accessible around the world and across the socio-economic spectrum. The poorest home in North America usually has a television set, while 20% of Americans did not have a telephone in 1996. The 1995 International Adult Literacy Survey (IALS) confirmed that adults with limited literacy in the industrialized world watch more television than higher educated adults do. Critics immediately leaped to the conclusion that television was to blame for a low level of literacy. However, the researchers pointed out that it was more likely that this group uses television as their primary source of information because they find reading too difficult. Most teachers of literacy have tended to see adult literacy and television as the enemy. But there is a growing understanding that the nature of literacy is changing, and that learning to read and write print is not enough. Words, image and sound are creating new literacies.
