Rawson Specialist in Agricultural Policy Environment and Natural Resources Policy Division March 4, 1997 97-325 ENR SUMMARY The 105th Congress is undertaking a thorough review of federal laws and policies affecting the nationwide system of federal and state agricultural research laboratories and agencies, the land grant Colleges of Agriculture and related schools of forestry and veterinary medicine, and the continuing education programs of the Cooperative Extension System. In preparation for hearings and subsequent debate on these subjects, this report provides an overview of all the components of the system, its major programs, and its funding. The federal portion of the federal/state agricultural research and extension system is comprised of USDA's Agricultural Research Service (ARS), the Economic Research Service (ERS), the National Agricultural Statistics Service (NASS), and the Cooperative State Research, Education, and Extension Service (CSREES), which is the agency that channels USDA funds to the state partners under a variety of programs. The state partners are the state agricultural experiment stations and Cooperative Extension Service in 50 states and 7 U.S. territories and their associated Colleges of Agriculture and schools of forestry and veterinary medicine. There also are 17 historically black land grant Colleges of Agriculture and 29 Native American colleges that gained land grant status in 1994.

At its seventh session, the Subsidiary Body for Scientific and Technological Advice (SBSTA) took note of the documents prepared by the secretariat related to the communications from Parties included in Annex I to the Convention. In particular, it took note of the annex on methodological issues contained in document FCCC/SBI/1997/19. References Distribution: House flies originated in the Old World, and were probably introduced to North America with man. House flies occur world-wide, usually in association with human habitation and livestock facilities. Identification: Adults average 10 mm long. They are dark-gray in colour, with 4 longitudinal dark stripes on the thorax and yellowish sides on the abdomen. The eyes of females are widely separated by an ovoid frontal stripe, and the eyes of males are separated by a narrow frontal stripe. The wings are held partially open at rest, forming a V-shape. The mouthparts are held beneath the head and are not visible from above. Eggs are white, elongate, and about 1.2 mm long. They are laid in batches in moist organic matter, and hatch within 24 hours. Larvae are yellowish-white maggots up to 12 mm long. They are cylindrical in cross section and taper from the rear towards the head. Two large spiracles, or black breathing holes, are located on the rear end. Each spiracle is dark with 3 S- shaped slits and a button located on the inner edge. A dark band, the peritreme, surrounds the spiracle.

Originally printed in . . . Payroll Tax Management Stephen R. Sutter Payroll taxes form a sizable cost of doing business. Recent tax law changes are a source of concern to employers, because they have contributed to the complexity of withholding and reporting requirements. Agricultural employers can cut payroll costs in two ways. First, they may provide compensation that is not subject to employment taxes, such as educational and dependent care assistance plans. Second, they may institute systems, such as computerized reporting, that make paying wages to employees and complying with payroll tax requirements less burdensome. Most employers are concerned about payroll tax compliance, especially because penalties for noncompliance are stiff. An audit by a thorough IRS Revenue Agent usually includes review of payroll reports, general ledger, and the like, to be sure the employment tax returns correctly report the number of employees and amount of wages. Information Returns Growers who pay to a farm labor contractor (that is not a corporation) $600 or more in compensation must complete an information form 1099-MISC (with a copy to the payee), and Form 1096, Annual Summary and Transmittal of U.S. Information Returns. The payor (grower) is required to withhold 20 percent of the payment reported on the 1099-MISC, unless the FLC payee provides its taxpayer identification number (TIN). For most individual payees, the TIN is their social security number. Form W-9 is used to obtain certification of the payee's TIN. If the number cannot be obtained from the payee, the payor must file an affidavit to that effect with the information return. Failure to comply can result in IRS penalties against the payor.
