Links Present Set Up The National Audit Office (NAO) emerged in its present form since 1968 when Mauritius became independent. In fact, the history of public auditing in Mauritius started well before that period. Earliest record available at the NAO consists of reports of the Auditor General of Mauritius dating as far back as 1871, addressed then to the Colonial Secretary. Early Development Mauritius was discovered by the Portuguese in 1510, followed in 1598 by the Dutch who called it the "Star and Key of the Indian Ocean". The French occupied it from 1715 until the British came in 1810. Through these colonisation processes, Mauritius inherited both the French and the British administrative and legal systems. The procedures for the disbursements and accountability of public funds are derived mainly from the British. The Auditor General’s report of 1871 therefore coincided with the period witnessing major reforms in Public Finance and Parliamentary accountability in Great Britain. Since Mauritius was then a British Colony, these reforms had a direct bearing on accountability and reporting requirements in Mauritius.

      Back to Comoros Government The close relationship Comoros developed with South Africa in the 1980s was much less significant to both countries in the 1990s. With the reform of its apartheid government, South Africa no longer needed Comoros as evidence of its ostensible ability to enjoy good relations with a black African state; the end of the Cold War had also diminished Comoros' strategic value to Pretoria. Although South Africa continued to provide developmental aid, it closed its consulate in Moroni in 1992. Since the 1989 coup and subsequent expulsion of South Africanfinanced mercenaries, Comoros likewise turned away from South Africa and toward France for assistance with its security needs. The government fostered close relationships with the more conservative (and oil-rich) Arab states, such as Saudi Arabia and Kuwait. It frequently received aid from those countries and the regional financial institutions they influenced, such as the Arab Bank for Economic Development in Africa and the Arab Fund for Economic and Social Development. In October 1993, Comoros joined the League of Arab States, after having been rejected when it applied for membership initially in 1977. Regional relations generally were good. In 1985 Madagascar, Mauritius, and Seychelles agreed to admit Comoros as the fourth member of the Indian Ocean Commission (IOC), an organization established in 1982 to encourage regional cooperation. In 1993 Mauritius and Seychelles had two of the five embassies in Moroni, and Mauritius and Madagascar were connected to the republic by regularly scheduled commercial flights.

    The island group was uninhabited until the 16th century, when it was occupied by a small Dutch force that named it after Prince Maurice of Nassau. It was abandoned in 1710 and then re-occupied five years later by the French who imported African slaves to work on the sugar plantations. Mauritius and its neighboring islands were captured by the British in 1810 and formally ceded by the 1814 Treaty of Paris. After the abolition of slavery in the 1830s, Indian laborers were imported and their descendants now comprise more than two-thirds of the population. Incorporated into the British Empire, Mauritius remained a colony until 1957, when it was granted internal self-government with an electoral system based on the Westminster model.
    Both rose to prominence in the Mouvement Militant Mauricien Mauritian Labor Party (MLP) and the (PMSD) led by Gaetan Duval. The MMM eventually came to power in 1982 following a landslide general election victory. However, the administration was fraught with policy disagreements and personality clashes.     Globalization and the South West Indian Ocean:
    Four hundred years ago the Dutch under the command of Admiral Wybrandt van Warwijck landed on the island of Mauritius. He named the island Mauritius after Prince Maurits of Orange-Nassau. To commemorate this event, the International Institute for Asian Studies and the University of Mauritius organized a seminar on globalization in the South-West Indian Ocean. The event was funded by the Netherlands Ministry of Foreign Affairs and given a historical continuity by the visit of the present-day Prince Maurits and Princess Marilène of Orange-Nassau-Van Vollenhoven.

    A series of socio-cultural events to mark the celebrations were the fruits of a joint effort by the governments of the Netherlands and Mauritius. The international seminar was multidisciplinary in approach, participants coming from The Netherlands, Britain, France, Italy, India, South Africa, Madagascar, Mauritius, Réunion and other countries.
    In his opening speech Prof. Mohamedbha, Vice-Chancellor of the University of Mauritius, welcomed the guests of honour, Prince Maurice and Princess Marilène. Prof. Stokhof, Director of the IIAS, elaborated on the scope of the theme of the Seminar by emphasizing the 'globalization process' of academic exchange. The inaugural address was delivered by Drs P Moree (Royal Dutch Library, The Hague). His specially written book A Concise History of Dutch in Mauritius (1598-1710) was launched, as well as two books on Dodology published by the Royal Society of Arts and Sciences of Mauritius.
