History
Main article: History of Mauritius The island was discovered by the Portuguese in , and was uninhabited until colonisation by the Dutch in , who named the island in honour of Prince Maurice of Nassau . The French controlled the island during the 18th century and renamed it Ile de France . The island was taken over by the British in and reverted to its former name.

Structure of Government
The 1968 constitution proclaims that Mauritius is a "democratic state" and that the constitution is the supreme law of the land. It guarantees the fundamental rights and freedoms of the people, including the right to hold private property and to be free from racial or other discrimination. Fundamental rights can only be suspended during wars or states of emergency, which must be duly declared by the parliament and reviewed every six months. The political structure is patterned to a large extent on the British system. As in Britain, the political party that can gain support from a majority in parliament chooses the prime minister, who, along with the cabinet, wields political power. The constitution also provides for three important commissionsthe Judicial and Legal Service Commission, the Public Services Commission, and the Police Service Commissionas well as an ombudsman. The commissions oversee the appointment of government officials; the ombudsman investigates official misconduct. The country's legal system is based on the Napoleonic Code and English common law. The Supreme Court heads the judicial system and has the power to interpret the constitution and to judge the constitutionality of legislation brought to its attention. Appointed by the prime minister and president, the chief justice helps select five other judges on the court. The Supreme Court also serves as the Court of Criminal Appeal and the Court of Civil Appeal. Mauritius continues to refer legal and constitutional matters of undeterminable jurisdiction to Britain's Privy Council. Lower courts having original jurisdiction over various kinds of cases include the Intermediate Court, the Industrial Court, and ten district courts.

The 1968 constitution proclaims that Mauritius is a "democratic state" and that the constitution is the supreme law of the land. Politics: Numerous political parties of which government consists of coalition of Militant Socialist Movement (MSM), Mauritian Militant Movement (MMM), and several others; opposition led by Mauritian Labor Party (MLP) and Mauritian Social Democratic Party (PMSD). Foreign Relations: Member of Commonwealth of Nations; has particularly strong relations with Britain, France, India, and, since 1990, South Africa. Mauritius supports Indian Ocean Zone of Peace; has tension with France over claim to Tromelin Island, 550 kilometers northwest. Some strain in relations with United States because of United States base on Diego Garcia Island. Growing trade relations with Hong Kong, Japan, and China. Member of Organization of African Unity.

GOVERNMENT AND POLITICAL CONDITIONS
Mauritian politics are vibrant and characterized by coalition and alliance building. All parties are centrist and reflect a national consensus that supports democratic politics and a relatively open economy with a strong private sector. Parliamentary elections will be held in 2005.
Mauritius became a republic on March 12, 1992. The most immediate result was that a Mauritian-born president became head of state, replacing Queen Elizabeth II. Under the amended constitution, political power remained with parliament. The Council of Ministers (cabinet), responsible for the direction and control of the government, consists of the prime minister (head of government), the leader of the majority party in the legislature, and about 20 ministries.
The unicameral National Assembly has up to 70 deputies. Sixty-two are elected by universal suffrage, and as many as eight 'best losers' are chosen from the runners-up by the Electoral Supervisory Commission using a formula designed to give at least minimal representation to all ethnic communities and under-represented parties. Elections are scheduled at least every 5 years.
Mauritian law is an amalgam of French and British legal traditions. The Supreme Courta chief justice and five other judgesis the highest judicial authority. There is an additional right of appeal to the Queen's Privy Council. Local government has nine administrative divisions, with municipal and town councils in urban areas and district and village councils in rural areas. The island of Rodrigues forms the country's 10th administrative division.

From 1968 through 1991 Mauritius was a constitutional monarchy; executive power was nominally vested in the British monarch, as represented by a governor-general. In March 1992 the country became a republic. Under the 1992 constitution, the head of state is a president, elected to a five-year term by the legislature. The president appoints a prime minister (traditionally the leader of the majority party in the legislature), who is the chief executive. The legislative body is the National Assembly, which consists of 62 directly elected representatives and 4 others appointed by the Supreme Court to ensure representation of various ethnic groups.
