With the only pre-requisites being a confirmed return air ticket and sufficient funds, Mauritius expects to soon become a sought after destination. Explains Rajesh Bushgeet, manager for South India, Air Mauritius, "We will be able to attract more tourists from India as the procedure is much simpler now. Tourists can now easily plan a trip to Mauritius for a period of one week to 15 days. This scheme will be particularly useful to tourists and business investors as about 30 per cent of Indians travel to Mauritius on short notice." This new introduction will be a boon to the Chennai market as the Mauritius government does not have a consulate office in the state unlike in Mumbai and Delhi. If one has to take a look at the tourist traffic, a major portion of tourists to Mauritius are from Delhi, Mumbai and Chennai. Adds Bushgeet, "There have been several requests from the South to remove the visa requirement, as there is no consulate office. In addition, the deep cultural association between India and Mauritius prompted us to take this decision."

Mauritius relies heavily on tourism
Mauritius has raised its value added tax (VAT) rate from 12% to 15%. The rise was its second since last summer when the rate was 10%. Mauritius raised its VAT rate in part to fund past spending which has pushed its budget deficit to 6% of its gross domestic product. The rise should help "reducing the budget deficit to around 3% by the year 2005/06 while, at the same time, investing massively in priority sectors", Finance Minister Paul Berenger said. Extra earnings A three percentage points rise in VAT should help the Mauritius government rack up an additional $66m in revenue, analysts have calculated. Beyond covering past spending, the extra cash is set to be spent on education, information technology, the environment and infrastructure, as well as housing. Mauritius' economy, which is based on sugar and textiles, as well as tourism, grew by about 5.6% during the year to April.

    Determined to protect the marine environment and the tourism
    industry that relies on it, the Mauritius government says it will
    ban sand extraction from the Port Louis lagoon.
    Deputy Prime Minister and Minister of Finance Paul Berenger has told sand extractors and boat owners that they would not be allowed to extract sand from the lagoon as from October 2002. He said the government would offer a compensation of between 300 million rupees and 450 million rupees to people who would lose jobs because of the decision.

By letter dated 3 January 2002, the Permanent Representative of Mauritius to the United Nations Office at Geneva transmitted to the Chairman of the Human Rights Committee the comments of the Mauritius authorities on paragraph 38 of the advance unedited version of the concluding observations of the Human Rights Committee: United Kingdom of Great Britain and Northern Ireland (CCPR/CO/73/UK, CCPR/CO/73/UKOT dated 5 November 2001), released by the Office of the High Commissioner for Human Rights, in which mention is made of the British Indian Ocean Territory (BIOT).
    2. The Government of the Republic of Mauritius wishes to submit the following clarifications to the members of the Human Rights Committee.

    About the Portal
    In its endeavour to develop Mauritius into a Cyber Island and create an ICT-literate nation, the Government has clearly identified e-Government as a key initiative which can radically transform the way the Government interacts with citizens and businesses and redefine the nature of relationships across various Ministries and departments in providing seamless, consistent and value-added public services.
    The vision of the Government is to provide an effective and efficient delivery of services, on a 24/7 basis, to citizens as well as to the business community. In this respect, the Government has invested in the necessary infrastructure, namely, the Government Online Centre and the Government Web Portal as a gateway to provide Government services online.
    The Government Online Centre (GOC) is the key infrastructure supporting the e-Government project. It is an independent entity equipped with state-of-the-art IT infrastructure to ensure the online delivery of Government services to citizens, non-citizens, businesses and Government round-the-clock.
    THE GOVERNMENT ONLINE CENTRE (GOC)

    Structure of Government
    The 1968 constitution proclaims that Mauritius is a "democratic state" and that the constitution is the supreme law of the land. It guarantees the fundamental rights and freedoms of the people, including the right to hold private property and to be free from racial or other discrimination. Fundamental rights can only be suspended during wars or states of emergency, which must be duly declared by the parliament and reviewed every six months. The political structure is patterned to a large extent on the British system. As in Britain, the political party that can gain support from a majority in parliament chooses the prime minister, who, along with the cabinet, wields political power. The constitution also provides for three important commissionsthe Judicial and Legal Service Commission, the Public Services Commission, and the Police Service Commissionas well as an ombudsman. The commissions oversee the appointment of government officials; the ombudsman investigates official misconduct. The country's legal system is based on the Napoleonic Code and English common law. The Supreme Court heads the judicial system and has the power to interpret the constitution and to judge the constitutionality of legislation brought to its attention. Appointed by the prime minister and president, the chief justice helps select five other judges on the court. The Supreme Court also serves as the Court of Criminal Appeal and the Court of Civil Appeal. Mauritius continues to refer legal and constitutional matters of undeterminable jurisdiction to Britain's Privy Council. Lower courts having original jurisdiction over various kinds of cases include the Intermediate Court, the Industrial Court, and ten district courts.
