GREENPEACE CALLS ON MAURITIUS GOVERNMENT TO SEIZE PIRATE FISHING VESSEL
12 March 1999 Indian Ocean/Amsterdam Greenpeace called on the Mauritian Government to seize a pirate fishing vessel which was found fishing illegally by the environmental group in the Southern Ocean early last week, and is believed to be heading for Port Louis, Mauritius, a known port for landings of illegal catches of toothfish. Greenpeace, which has been tracking the Belize-flagged vessel Salvora, believes that, at its current speed, the pirate vessel could arrive in Mauritius as early as Sunday 14th March . The vessel was last seen in Mauritius in January of this year. "We caught this repeat offender red-handed in the Southern Ocean and have stayed on its tail so it cannot continue its illegal fishing", said Denise Boyd on board the Greenpeace vessel MV Arctic Sunrise. "We ask Mauritius to wash its hands of illegal fish landings once and for all by seizing this vessel and not allowing it to land its catch. If Mauritius is unwilling to assume its responsibility as a port State to investigate and take enforcement action against fish pirates, then it must at least deny this and all other pirate fishing vessels access to its ports". The Salvora was found guilty of fishing illegally and arrested by the Australian Government in October 1997, after they found it fishing for Patagonian toothfish in the Australian Exclusive Economic Zone (EEZ) around Heard and MacDonald Islands. An Australian frigate then escorted the vessel to Fremantle, Western Australia, with 37 crew on board. The owners forfeited its bond of A$1.07 million.

30 March 1999 Amsterdam/Port Louis, Mauritius Greenpeace welcomed statements by the Mauritian Government and Parliament which pointed to a new policy for Mauritian ports against illegally fishing vessels. However, the international environmental group will continue its campaign to stop pirate fishing and will remain in contact with the Mauritius authorities and CCAMLR countries to help ensure that Mauritius becomes a pirate free port. "We hope that the Mauritius Government will promptly turn words into action, and maintain Mauritius' international reputation", said Denise Boyd of Greenpeace. "Other countries must also get tough on pirates seeking to use their ports to land illegally caught fish". The Greenpeace ship MV Arctic Sunrise left Mauritius on Monday evening after a 16-day chase across the Southern Ocean and north to Mauritius to document the illegal fishing activities of the Salvora, a Belize-registered vessel fishing for Patagonian toothfish. Following Greenpeace calls to seize and inspect the pirate fishing vessel, a Mauritian inspection team found about 170 tonnes of toothfish onboard. Mauritius is yet to release the report from the investigation, however it appears that the team's finding's will show irregularities regarding the Salvora's log book and the fishing areas it claimed to be fishing in.

    "I requested the Mauritius Government to take extra steps to be more vigilant to identify and crackdown on Tiger front organisations and infiltrators working in the guise of religious and social activists,” Foreign Minister Lakshman Kadirgamar said.
    Foreign Minister Lakshman Kadirgamar yesterday requested the Mauritius Government to be more vigilant on LTTE fund-raising and activities on their soil. Minister Kadirgamar made this request during official talks with the visiting Mauritian Minister for Foreign and Regional Cooperation Anil Kumarasingh Gayan last night. Further the Minister urged the Mauritius Government to crackdown on Tiger activities in their country. He was of the view that Tiger fund-raising activities were being held in Mauritius on a considerable level. The visiting Minister assured his Government's fullest cooperation in this regard, the sources revealed. The visiting Foreign Minister also pledged his country's support to the territorial integrity and sovereignty of Sri Lanka.

    MAURITIUS History of Bilateral Relations Contacts between India and Mauritius date back to at least the early 15 th Apravasi Day ’, a national holiday. Over the following two decades, the number of Indian immigrants grew to such a level that they came to constitute a majority of the population. In all, about half a million Indian indentured labourers are estimated to have been brought into Mauritius between 1834 and the early decades of the 20 th Century, out of whom about two-thirds settled permanently in Mauritius. The Indian immigrant population, comprising about 68% of the present Mauritian population, has maintained its cultural and religious heritage with India. Gandhiji’s Visit in 1901: Developments in pre-independence India were closely followed by the early Indian-origin leaders of Mauritius, and inspired them to better their lot through education and active participation in politics. A brief stopover of Gandhiji en route from South Africa to India (from 29 October to 15 November 1901), while awaiting departure of his ship SS Nowshera , is still etched in the consciousness of Mauritius. Barrister Manillal Doctor, who came to Mauritius in 1907 at the suggestion of Gandhiji, helped the Mauritian Indian community to organise themselves better and laid the foundation for their struggle for political and social rights. This eventually led to the struggle for Mauritian sovereignty. As a tribute to Gandhiji and the Indian freedom struggle, the National Day of Mauritius is celebrated on 12 March, marking the beginning of the Dandi Salt March. In 2001, Mauritius celebrated the centenary of Gandhiji’s visit to Mauritius in a big way.

    Agreement on Setting up a Joint Working Group for Combating International Terrorism and Related Matters
    Mauritius and India have long recognized the threat posed to international peace and security by the spread of international terrorism, both by non-State actors as well as by sponsoring States. Mauritius is one of the few countries in the world to have passed a tough anti-terrorism law, which considers even ‘ moral support’ to terrorism as a crime.
    The Agreement envisages the creation of a Joint Working Group (JWG) to oversee bilateral cooperation in fighting international terrorism and associated threats like organised crime, illicit trafficking of arms and narcotics, money laundering, etc. The Agreement outlines some of the collaborative activities that the JWG will adopt, such as sharing of experiences and information (including ‘real time’ intelligence), and coordination of approaches and methodologies (including training and familiarisation programmes). The JWG is empowered to set up appropriate institutional mechanisms for fulfilling its mandate.
    Memorandum of Understanding for Cooperation in Environment Protection
    The MoU reiterates the commitment of India and Mauritius towards the preservation of global environment and to the targets adopted by the international community during the UN Conference on Environment and Development (UNCED) at Rio de Janeiro in June 1992 and at the UN World Summit on Sustainable Development in Johannesburg in 2002. India and Mauritius undertake to intensify their cooperation for the preservation of the environment on the basis of equality and mutual benefit.
