Golf Monthly Faces of Globalization: Mauritania slavery By Elizabeth Bryant UPI Correspondent Nouakchott, Mauritania, Aug. 26 (UPI) At first glance, Boubacar Messaoud would seem the ideal poster child for official claims that slavery is history in Mauritania, and American-style affirmative action policies are now empowering the country's indigenous African population. The son of black African slaves who toiled beans, millet and peanuts for lighter-skinned masters near the border with Senegal, Messaoud was the first in his family to attend school. He went on to earn a graduate degree in Moscow, before returning home to climb the professional ranks, as a state-contracted architect in this sand-swept capital. But rather than championing the party-line of racial equality sounded by Mauritania's Arab-dominated government, Messaoud is defying it and getting into considerable trouble, including several stints in prison, for doing so. "I think I was an activist ever since I began grade school," said Messaoud, the head of SOS Slaves, an antislavery association based in Nouakchott, which is not recognized by the government.

No members of the last government of ousted president Maaouya Ould Taya, which had resigned on Sunday, were included according to the decree signed by junta leader Colonel Ely Ould Mohamed Vall on Wednesday. The new line-up has 18 ministers plus Ould Boubacar, four junior ministers and a secretary-general to the government. The new cabinet includes technocrats who have not held ministerial portfolios before. Vall's decree named Habib Ould Hemett as secretary general of the Military Council for Justice and Democracy (CMJD) chairman's office with the rank of minister.
