  • APPLICABILITY AND SCOPE
  • The purpose of this bulletin is to set forth the Division of Banks’ (Division) minimum requirements for the establishment and operation of activities conducted under the Massachusetts School Bank program. There are four available options for school bank programs: (1) A School Branch; (2) An Educational Training Program; (3) A Student Bank; and (4) A School Savings Deposit Program. The requirements for each program are outlined below. Participation in any of these programs by an educational facility or other organization dedicated to the training of youth (Examples of organizations dedicated to the training of youth include Boys and Girls Clubs, Junior Achievement, YMCA, YWCA, Neighborhood Youth and Teen Centers.) requires the approval of the appropriate educational authority and/or governing Board. With the exception of a School Savings Deposit Program, all applicants for a school bank program must demonstrate that a clearly articulated and defined educational and/or vocational objective will be served by the establishment of the program.

    SCHOOL BOARDS AFFIRM THEIR RIGHT TO RETAIN LOCAL CONTROL OF GRADUATION

    In a sharp repudiation of the MCAS graduation requirement, delegates to the Massachusetts Association of School Committees voted overwhelmingly at their October 30 meeting to affirm their right to grant high school diplomas regardless of MCAS. The resolution, proposed by the Brookline School Committee, passed 97-27 after several amendments.
    "The big stick of the graduation requirement which holds our school districts accountable at the expense of individual students is not the most effective or responsible way to ensure that accountability," said Nancy Erdmann, the Brookline delegate to the convention. "It creates an underclass of students and flies in the face of aŠ commitment to equal public education."
    Many delegates told of the damage being done to their students and schools by the MCAS graduation requirement. They spoke of the 12,000 students statewide who may not get a diploma if the regulation remains in place. They noted the inadequacy of the state's proposed "solutions" to the problem, such as a long and difficult appeals process for individual students or the "certificates of completion" which some students could win but would mean very little in the real world of colleges and jobs. The delegate from the Swampscott School Committee presented petitions with 500 signatures supporting the right of school boards to grant diplomas based on local criteria, not MCAS.

    The Tech-Prep consortium in western Massachusetts was created by three community colleges and secondary schools in eight local and intermediate districts. In 1991, Springfield Technical Community College (STCC), Holyoke Community College (HCC), and Greenfield Community College (GCC) entered into a working agreement with three area vocational schools, four vocational schools operated by individual local school districts, and the vocational component of a comprehensive high school. By its third year, 1993-94, the "Tech-Prep West" consortium had expanded to include two four-year institutionsthe University of Massachusetts at Amherst and Westfield State College. This initial profile of the consortium's progress is based largely on examination of how Tech-Prep has been implemented to date by two of the largest consortium districtsSpringfield and Chicopeeand the largest of its community college members, STCC.

    • Public school teachers must have at least a bachelor’s degree, complete an approved teacher education program, and be licensed.
    • Many States offer alternative licensing programs to attract people into teaching, especially for hard-to-fill positions.
    • Excellent job opportunities are expected as a large number of teachers retire over the next 10 years, particularly at the secondary school level; opportunities will vary somewhat by geographic area and subject taught.
    Nature of the Work About this section Back to Top Teachers act as facilitators or coaches, using interactive discussions and “hands-on” approaches to help students learn and apply concepts in subjects such as science, mathematics, or English. They utilize “props” or “manipulatives” to help children understand abstract concepts, solve problems, and develop critical thought processes. For example, they teach the concepts of numbers or of addition and subtraction by playing board games. As the children get older, the teachers use more sophisticated materials, such as science apparatus, cameras, or computers. To encourage collaboration in solving problems, students are increasingly working in groups to discuss and solve problems together. Preparing students for the future workforce is the major stimulus generating the changes in education. To be prepared, students must be able to interact with others, adapt to new technology, and think through problems logically. Teachers provide the tools and the environment for their students to develop these skills.

    A two-student team from South Shore Vocational Technical High School in Hanover overcame the best in the state to win the Massachusetts finals of the 2005 AAA/Ford Student Auto Skills Contest, held May 6 at Emerald Square Mall. The annual competition is designed to find the most talented young auto technicians in the United States. Students Ernest Stalker and Gordon Sibbald successfully diagnosed and repaired a deliberately “bugged” Ford vehicle. They now advance to the national finals in June in Washington, DC. The students won several prizes and scholarships, including ones to the Ford ASSET training program and New England Institute of Technology. Their instructor is David Haskins. A team from Blackstone Valley Vocational finished second, followed by Diman Regional, Smith Vocational, Old Colony Regional, Blackstone Valley (second team), Montachusett Regional, Assabet Valley, Bay Path Vocational, and Upper Cape Tech.
