Through Vocational High Schools
OSHA’s Area Office in Methuen, Massachusetts has actively reached out to the Massachusetts Vocational Technical High Schools over the past several years. The goal of this outreach is to provide teen workers with the training they need to perform their jobs safely.
In 2001, the Area Office sponsored an OSHA 500 course (Trainer Course in Occupational Safety and Health Standards for the Construction Industry) for instructors at the vocational schools. Instructors who complete and pass this course can provide the OSHA 10-hour construction course to their students. In many cases, the OSHA Area Office assisted in giving the 10-hour course. A number of vocational technical high schools provided this course to all graduating seniors.
In August 2003, the Methuen Area Office once again sponsored the OSHA 500 course with the OSHA Training Institute. It became a community effort in which companies, unions, and other state and Federal agencies participated. This course was attended by 46 instructors representing 26 vocational technical high schools from across the state. It is projected that these vocational high school instructors will be able to train approximately 3000 seniors by June 2004.

Should vocational students who fail the MCAS nevertheless be allowed to graduate? Some advocates think so and, along with groups such as the Massachusetts Association of Vocational Administrator, have filed a class-action lawsuit against the state of Massachusetts: Even as vocational schools improve their scores and reduce failures to the single digits, advocates hope to change the law through the courts so that tech students are evaluated as much or more on their trade skills than on MCAS. "There are other kinds of talents we want to celebrate," said Charles Lyons, superintendent of Shawsheen Valley Technical High School in Billerica which, like Nashoba Tech, dramatically cut its failure rates. "A lot of our kids learn by application rather than memorization. That's why many are turned off to chalkboard education." Lyons supports a class-action lawsuit that would allow schools to graduate vocational students who fail MCAS provided they demonstrate proficiency in their trade. Such students would be presented with a "certificate of occupational proficiency." On the one hand, the vocational schools claim that their students are learning a trade, and thus deserve an exemption. To me, that claim carries more weight than their second reason, which is that the MCAS is "unfair" to votech schools because such schools have more "low-income and special-needs students." The lower-income students, at least, are the ones who are most in need of education and were the students in mind when NCLB was implemented. Wouldn't the MCAS serve at least as a reminder to vocational schools that, in this day and age, a student with a shoddy education in math and English is going to be at a disadvantage even if the student is good with his hands, or has learned a specific trade?

EXECUTIVE SUMMARY
This proposed legislation should be adopted because:
Basic fairness to vocational/technical students demands that they receive credit and recognition for the technical skills, competency and knowledge they have acquired in their particular trade or professional skill area.
Basic fairness to vocational/technical students demands that their eligibility to graduate not be based solely on a test designed for academic high school students, who get to spend more time learning academic subjects.
The MCAS requirement, as applied by the state Department of Education, creates built-in disincentives for students to enroll in vocational/technical schools. Even though many students are best served educationally by a vocational/technical program, many of those students will effectively be forced to opt for academic high school programs in order to maximize their chance of satisfying the current MCAS academic-only graduation requirement.
THE PROBLEM
Vocational/technical students disproportionately fail the currently-structured MCAS exam. In 2000, 74.1% of vocational/technical students failed the math portion, as compared with only 39.3% for other students; 62.2% of vocational/technical students failed the English portion, as compared with only 26.7% for other students. In 2001, 54% of vocational/technical students failed MCAS, as compared with 32% of all students. In 2002, 53% of vocational/technical students failed MCAS, as compared with 27% overall. Even with opportunities for re-testing, failure rates for vocational/technical students exceed 30% at most schools, and exceed 50% at some schools.

The MWRA's (Massachusetts Water Resources Authority) Industrial, Commercial and Institutional (ICI) Water Management program was developed to help businesses, industries and institutions improve their water efficiency. Since its formation in 1989, the ICI program has helped various facilities in the MWRA service area reduce their water consumption, thereby reducing operational costs.
The ICI program has produced surveys and water efficiency plans for almost a dozen schools and athletic facilities, including high schools, vocational-technical schools, colleges, universities and YMCAs. The facilities studied had annual water usage ranging from 2 million gallons to over 17 million gallons. Each facility studied had at least one area where Water Efficiency Measures (WEMs) could be employed to achieve significant water reductions.
Listed below are some suggestions and examples of WEMs that have proven successful or have potential applications in typical facilities studied throughout the MWRA service area. Water and sewer rates, as well as cost/savings paybacks, are based on 1993 figures for all examples.
Important note: Before implementing any water efficiency measure be sure to follow all rules and regulations regarding public health and safety requirements and the Massachusetts Plumbing Code.

CURRICULUM AND INSTRUCTION
Health Education
Massachusetts General Law Title XII Chapter 71: Section 1 (no date available) requires all schools to provide instruction in health education, but grade levels or amounts of instruction are not specified. High school students are not required to complete specified units of health education to graduate.
The Common Core of Learning (1994) outlines the state's basic standards for students and the Massachusetts Comprehensive Health Framework (1999) provides a more detailed vision of standards for what students should be able to learn and know in health education. In addition, the framework serves as a suggested curriculum for local schools.
Students in Massachusetts are not required to pass a statewide assessment covering health education topics.

Choice option's appeal grows as funds shrink
July 18, 2005 Even as they are competing against charter schools and other options, Massachusetts school districts are increasingly embracing another form of choice. Now, 149 of the state's 328 school systems open their doors to students from other cities and towns. They woo the students with promises of safer schools, full-day kindergarten, and perhaps a better shot at making the basketball team. Only 32 school districts participated in 1991, after a law passed that allowed the transfers. For years, systems refused to take advantage of the law because they were full, or because they didn't want to compete with one another. Now, many say they have no choice because of tight budgets and dwindling enrollment. The law's aim was to improve education by forcing competition, and to appease those pushing for more freedom to choose schools. Under the law, students may enroll in another school system, space permitting, and the sending district must pay a percentage of the cost to educate those students. This can amount to $5,000 per student. Officials in participating systems say they accept students from other cities and towns because of the dollars that follow them. But they also grumble about districts snatching students, and deal with parents worried about out-of-towners edging their own children off the football team or the jazz band.

5 NIOSH Projects Focused on Children and Adolescents Most NIOSH research and activities have implications for children and adolescents. For example, the FACE Program investigates certain types of deaths and injuries of children and adolescents, and the Dirty Dozen Project (which conducts hazard surveys in selected workplaces) has investigated health hazards in vocational education programs. Programs supported by the Agricultural Safety Promotion System affect children as well as adults in agricultural communities. Workplace designs that deter robbery and robbery related homicide affect youths as well as older workers. And control technologies that minimize or reduce exposures to hazardous substances benefit all potentially exposed workers, regardless of age. The NIOSH projects described in this section were in progress as of July 1, 1996. These projects have a particular focus on children and adolescents and take into account the unique characteristics and needs of this worker population as well as unique opportunities for prevention. The impacts of these projects will not be restricted to working children and adolescents. Control measures that reduce hazardous exposures to children will also protect older workers with similar exposures. Evaluation of community-based educational efforts can guide similar efforts for other worker groups. Also, providing children and adolescents with occupational safety and health knowledge and skills may reduce injury and illness rates in our future workforce.
