Troop To Teachers
A referral assistance and placement service for military personnel interested in beginning a second career in public education as a teacher. The program helps applicants identify teacher certification requirements, programs leading to certification and employment opportunities.
Background: President Bush signed legislation authorizing the continuation of Troops to Teachers into law on 8 January 2002. Congress also appropriated $18 million to provide financial assistance to help eligible individuals pay for teacher certification programs or to accept employment as a teacher in a "high needs" school.
One of the most significant changes to the eligibility criteria is extending Financial Assistance to members of the National Guard or Reserve with at least 10 years of service who agree to an additional three years of reserve service. Other eligibility categories for financial assistance are outlined below.
Referral and Placement Assistance services are extended to those who may not meet eligibility for financial assistance but are members of the Reserve service on or after 8 January 2002. These services include a network of state placement assistance offices that provide information regarding certification requirements, programs leading to certification, and assistance in identifying teaching positions. An Internet Teacher Job Referral service has been established that allows school district administrators to post job vacancies and search the Troops to Teachers database for potential teacher candidates. Anyone may use this site to search for job vacancies. Individuals registered with Troops to Teachers may post a mini-resume to highlight their background and experiences.

Are teachers REALLY "idiots"? They are if you believe Massachusetts House Speaker Thomas Finneran! That's what he recently called the prospective teachers who recently failed the Massachusetts Teacher Exam. He also criticized the colleges granting them degrees. There have been several instances in the news lately that have not put teachers in the brightest of lights. (Matter of fact, it makes us look more like "dim bulbs.") :o(
In case you missed it in the news, more than half of 2,000 would-be teachers in Massachusetts flunked a literacy test rated at about the EIGHTH-grade level! But it wasn't just the number of failures as much as how they failed. They misspelled words that 9-year-olds should have known, were unable to differentiate between nouns and verbs, and failed to define words such as "imminent." Sheesh!
Most of the blame is being leveled at teachers colleges, which often fail to attract the brightest students, and don't always assure that their students master the basics of the subjects they are going to teach.

She received her Montessori training at Boston College in 1979. She received her BA in Early Childhood and Elementary Education, with minors in Art Education and Physical Education from Worcester State College. She also attended Clark University, as well as receiving her LPN certification from the St. Vincent's Hospital School of Nursing. She has completed the Open Circle training for 4th, 5th, and 6th grades in 2003. Her hobbies are: being a life-long learner, gardener and world traveler. Gus Kovago has been with Pincushion Hill since 1993. He and his family came to the United States in 1956, after escaping the Hungarian Revolution. He attended Quinsigamond and Worcester State Colleges, and worked in his family's business for 20 years prior to assuming his duties at the School. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. By KATE ZERNIKE BOSTON, Aug. 19 A growing number of states and school districts are short-circuiting the usual route to teacher certification with their own crash courses that put new teachers in the classroom after as little as three weeks . Officials say they are driven by a severe teacher shortage, the demands of higher standards and, increasingly, concerns that traditional teacher education programs are failing and deterring talented candidates from entering the profession. The new programs run counter to the years of course work and practice under which teachers have long been trained. In essence, they adopt the model created by Teach for America, a non profit organization that a decade ago bucked the education establishment by putting fresh graduates of the nation's top colleges into classrooms after brief summer training. And they have run into the same criticism among educators who say the programs gamble with the future of the poorest and most vulnerable students by giving them teachers who lack the necessary training. The new programs are forcing a struggle over fundamental questions about what makes a good teacher, and how much of that can be taught.

Introduction
On December 18, 2003, members of the Iowa House and Senate Caucus staff, the Iowa Department of Education, the Iowa State Board of Education, the Iowa Board of Examiners, and other state education policy leaders convened in Des Moines to discuss the emerging policy issue of alternative routes to preparation and licensure of teachers. Dr. Ginger Reynolds of Learning Point Associates began the meeting with a brief welcome and overview of the transition of the North Central Regional Educational Laboratory (NCREL) to Learning Point Associates. Learning Point Associates was founded as the North Central Regional Educational Laboratory in 1984. NCREL continues its research and development work as a wholly owned subsidiary of Learning Point Associates. Dr. Reynolds followed the welcome by discussing the agenda and presenting an overview of the day's events. She briefly explained the purpose of the forum and spoke on the challenges and successes of dealing with alternative routes to preparation and licensure of teachers.

The Power of Testing
Shelley McIntosh University of Houston, Downtown Pamela Norwood Houston Community College, Central The purpose of this study was to explore the response patterns of African American students to the state certification questions. responses and their perceptions of the source of knowledge they used to answer the questions were discussed. To achieve this purpose, three research questions served to guide this study. Using a Needs Analysis Instrument, a Teacher Belief Survey, inquiry questions, and focus group discussion, patterns and themes emerged as to how the participants answered. These included language, coursework, cultural references, and teacher beliefs.

Summer 99 A second independent academic study has strongly criticized the controversial Massachusetts Teacher Tests (recently relabeled the Massachusetts Educator Certification Tests or MECT, since they are also required for school administrators). Like the first external analysis (see Examiner , Winter 1998-99), "Teacher Education & Testing in Massachusetts" by the Association of Independent Colleges and Universities of Massachusetts (AICUM) concludes that "No evidence has been provided to the public . . . that the MECTs are valid . . . or that these tests are reliable."
Authors Susan Melnick, Ph.D., who teaches at Michigan State University, and Diana Pullin, Ph.D., J.D., the former Dean of Boston College's School of Education, raise a number of additional issues, including the potential disparate impact of the testing program on minorities. According to their review of state data, not a single non-white candidate passed all sections of the exam on its first administration. Subsequently, the Commonwealth of Massachusetts stopped releasing data on racial group passage rates.
The report notes potential conflicts between the high MECT failure rate and the growing demand for new teachers. It concludes by laying out a variety of possible responses by teacher training institutions, ranging from "do nothing" to "engage in litigation against the Commonwealth and/or support students who choose the legal route to contesting the denial of their teacher certification on the basis of failing the tests after they had met all the other requirements for the credential."
