For all graduate programs leading to Initial Licensure:
  • All students must pass the Communication and Literacy Test prior to registering for the student teaching/practicum course or the final practicum course. For the licenses for which it is required, students must pass the Foundations of Teaching Reading MTEL prior to registering for the student teaching/practicum course or the final practicum course. This requirement will be effective for all students enrolling in their practicum Jan. 1, 2006 or later. All students must take any other MTEL(s) required for licensure in their fields prior to registering for the student teaching/practicum course. All students must pass any other MTEL required for licensure in their fields in order to successfully complete the student teaching/practicum course.

Massachusetts teacher signing bonus program fails to produce expected benefits
TEMPE, Ariz.- Research to be published April 22 in the Education Policy Analysis Archives, a peer-reviewed scholarly journal, highlights the shortcomings of Massachusetts' rapid teacher certification program. The rapid teacher certification program attempts to alleviate teacher shortages in the state by offering financial bonuses and a fast-track teacher certification program. The Massachusetts Signing Bonus Program for New Teachers offers $20,000 bonuses to those who join the Massachusetts Institute for New Teachers (MINT) and was created "to encourage high achieving candidates to enter the profession who would otherwise not consider a career in teaching."

Reforms in Preservice Preparation Programs and Teacher Certification Standards
Just as states, districts, and educational associations are beginning to rethink professional development strategies to support school improvement, they are also trying to reform preservice preparation programs and teacher certification standards. They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers.
Professional Development Schools
The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Like medical students who serve an internship in hospitals, novice teachers learn to apply their coursework to the everyday challenges of actual teaching. The schools also provide ongoing professional development for experienced teachers and university faculty.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

‘Fast Track’ Teacher-Certification Efforts Are Examined
By Debra Viadero Montreal A new study looking at “fast track” teacher-certification programs in four states highlights some of the trade-offs states face as they seek quicker ways to stem teacher shortages and get qualified teachers into classrooms. The study, produced by researchers at Harvard University’s graduate school of education, examines alternative-route programs for certifying teachers in California, Connecticut, Louisiana, and Massachusetts. Researchers presented some of their findings from the project here last week at the annual meeting of the American Educational Research Association. The Washington-based AERA’s April 11-15 gathering drew more than 12,000 researchers from the United States and 52 other countries. Such certification programs now operate in at least 46 states as an alternative to traditional, university-based programs for preparing teachers. But the idea of alternative routes covers a wide range of approaches, not all of which are considered fast-track. The gamut includes, for instance, homegrown programs run by districts, condensed university programs for career-switchers, stand-alone state-run programs, and private efforts such as Teach for America, which recruits high-achieving college graduates for teaching stints in hard-to-staff schools. Susan Moore Johnson, the lead researcher on the Harvard project, said the fast-track programs her research group studied attracted prospective teachers because they offered quick, convenient training—usually no more than five to eight weeks over the summer—and because they charged low or no tuition.

    BFA Art Education 130 credit, four-year program of study "Challenged to be critical thinkers, students in CVPA's Art Education program develop visual, verbal, and written skills which serve them well professionally and personally as discerning individuals living in community with others."     Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

    ABE Teacher Certification Advisory Committee The offices of Teacher Certification and Credentialing, Adult and Community Learning Services, and members of the ABE Teacher Certification Advisory Committee (appointed by Commissioner Driscoll, see Attachment 1 for a list of members) have worked together over the past year to craft a certification that is meaningful and tailored to the specific characteristics of adult education. This interim report reflects progress in several areas, including proposed competencies for teachers of adult basic education and proposed routes to certification. These drafts also reflect substantial input from adult educators obtained via responses to the October interim report, online competency conferences with a diverse array of practitioners, and focus groups conducted across the state. [A summary report of the focus groups is also available on the MDOE Web site .] We would also like to take this opportunity to thank the hundreds of ABE practitioners who have taken the time to offer their expertise and considered opinions to the development of this certificate.
    Goals in Developing an ABE Teacher Certificate:
    There are several goals that have guided the development of this certification process. The first goals were stipulated by the Commissioner of Education, David P. Driscoll, who directed the Committee to develop a certificate that reflects the unique characteristics of the field of ABE which, in turn, must respond to the varied needs of adult students. PDP awards are based on attendance and successful completion of coursework and projects. Participants may choose to pay for School of Continuing Education graduate credits for salary step increases.
