They have been exploring better ways to prepare new teachers, certify experienced teachers, and provide ongoing professional development to practicing educators. Many organizations-including schools, universities, and national educator groups-have created professional development schools that fit the continuing needs of teachers, from their preservice period to after many years of practice. In addition, educators, professional organizations, private foundations, and others have established a National Board for Professional Teaching Standards that can certify and recognize exceptional, experienced teachers. Professional Development Schools The professional development school framework encourages simultaneous restructuring of K-12 schools and colleges of education. Professional development schools provide clinical settings that prepare novice teachers to succeed in real schools and communities. Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. Search Subscribe Printer-friendly version E-mail this article Published: April 20, 2005 ‘Fast Track’ Teacher-Certification Efforts Are Examined By Debra Viadero Montreal A new study looking at “fast track” teacher-certification programs in four states highlights some of the trade-offs states face as they seek quicker ways to stem teacher shortages and get qualified teachers into classrooms. The study, produced by researchers at Harvard University’s graduate school of education, examines alternative-route programs for certifying teachers in California, Connecticut, Louisiana, and Massachusetts. Researchers presented some of their findings from the project here last week at the annual meeting of the American Educational Research Association. The Washington-based AERA’s April 11-15 gathering drew more than 12,000 researchers from the United States and 52 other countries. Such certification programs now operate in at least 46 states as an alternative to traditional, university-based programs for preparing teachers. But the idea of alternative routes covers a wide range of approaches, not all of which are considered fast-track. The gamut includes, for instance, homegrown programs run by districts, condensed university programs for career-switchers, stand-alone state-run programs, and private efforts such as Teach for America, which recruits high-achieving college graduates for teaching stints in hard-to-staff schools. Susan Moore Johnson, the lead researcher on the Harvard project, said the fast-track programs her research group studied attracted prospective teachers because they offered quick, convenient training—usually no more than five to eight weeks over the summer—and because they charged low or no tuition.
