    It's no big deal. At least, that's what Jack Leandro and George Sine want you to believe.
    The two recently took over as co-presidents of the Cushman School Parent-Teacher Organization in Dartmouth.
    They claim the PTO is so well-run, they've hardly had to lift a finger. They insist it's the women who came before them who deserve the credit.
    Anyway, they argue, the focus shouldn't be on the fact that they're men. "We're just two fathers who love to be involved with their kids," Mr. Leandro says.
    Sorry, boys. You're news to us.
    First, it's pretty rare for a dad to head a PTO or PTA. Cushman Principal Victor Ladetto says this is the first time it's happened in the 39 years he's worked in the Dartmouth schools.
    Second, it's unusual at all for men to be visible in such groups. Some local PTOs rarely see fathers at their meetings. The head of the Massachusetts PTA estimates 80 percent of active school parents are moms.
    But it appears fatherly involvement in schools is slowly increasing. The new Cushman PTO leadership is not only evidence of that, but may be accelerating it.

    At best, many "consensus" committees whittle away personal goals in favor of lukewarm conclusions that make no one happy. Emerson said, "A foolish consistency is the hobgoblin of little minds." One is also reminded of Margaret Thatcher's quote, To me consensus seems to be: the process of abandoning all beliefs, principles, values and policies in search of something in which no one believes, but to which no one objects; the process of avoiding the very issues that have to be solved, merely because you cannot get agreement on the way ahead. What great cause would have been fought and won under the banner "I stand for consensus"? But many school and business committees are not really intended to even meet that goal.

An update for Title I schoolwide program schools from the New England Comprehensive Assistance Center Parent Involvement In today's world, it is not always easy for parents, especially single parents, to find time and energy to get involved in their children's education. However, when parents become involved, both children and parents are benefit. Researchers report that parent participation enhances children's self-esteem, improves their academic achievement, improves parent-child relationships, and helps parents develop positive attitudes towards school. Two Types of Involvement One kind of parental involvement is school-based. It centers around school activities such as attending parent-teacher conferences and school functions, volunteering at the school, receiving and responding to written communications from the teacher, and encouraging parents to join Parent Teacher Associations (PTAs) or Parent Teacher Organizations (PTOs). Many schools try to make it easier for working parents to participate in school-based activities by scheduling conferences and school events at different times of the day.

New legislation approved in October by Governor Gray Davis threatens the way charter schools have been conducting business in California. After their legislative proposal to require collective bargaining in charter schools failed, California teacher unions successfully lobbied for Assembly Bill 631, a compromise almost as egregious. A.B. 631 affects new and existing charter schools. Before new applications to operate as a charter school will be approved, the charter board must decide whether 1) to be an independent public employer, or 2) to be subject to the district's collective bargaining negotiations with the incumbent employee unions. With well over 250,000 members, the teacher union likely to capture the most additional members will be the California Teachers Association the NEA affiliate.

by Charlene K. Haar Despite much lip service to the contrary, teachers and teacher unions frequently view citizen/parent participation in school affairs as a threat to their benefits and their prerogatives. Although the importance of teacher/parent cooperation is obvious, parent/teacher relations are actually characterized by inherent conflicts of interest. For instance, parents want teachers to be available to meet with parents after school or on Saturdays or weekends. Clearly, such availability is not in the interests of teachers. They prefer to be duty free as much as possible; typically, they view availability to parents before or after the regular school day as an extra duty which calls for additional compensation. In saying this, I impute to teachers only the same degree of self interest that characterizes most workers. At some point, however, we must distinguish employer from employee rights; understandably, teachers, like employees generally, draw the line more in their favor than their employers would. Of course, parents are not the legal employers of public school teachers. Nevertheless, teacher employment responsibilities are important to parents in ways that go far beyond the ordinary citizen's stake in public education. A critical point is that these ways involve conflicts of interest that are typically resolved in collective bargaining between teacher unions and school boards. For example:
