R. Nicholas Burns '78, the United States' permanent representative to the North Atlantic Treaty Organization, will address the Boston College Class of 2002 when the University holds its 126th annual Commencement Exercises on Monday, May 20, at Alumni Stadium.

(File photo) Burns will be presented with an honorary Doctor of Laws degree at the ceremonies, which begin at 10 a.m. and will be held in Conte Forum in the case of rain. BC also will award honorary degrees to: Rev. Robert Bowers '82, pastor of St. Catherine of Siena parish in Charlestown and president of the Chernobyl Children's Project USA; Harvard University professor Sara Lawrence-Lightfoot, who this year was named chair of the board for the John D. and Catherine T. MacArthur Foundation; Sister Marie Santry, SND, head of the nation's oldest African-American parochial school; prominent theologian and author Rev. John O'Malley, SJ, of the Weston Jesuit School of Theology; and Elisabeth Zweig MSW /MSP '77, executive director of Catholic Charities of Boston. Appointed by President George W. Bush, Burns was sworn in as the US ambassador to NATO by Secretary of State Colin Powell in August of last year. As ambassador, he heads the combined State-Defense Department US Mission to NATO, which promotes American interests on a range of issues including counter-terrorism, the Balkans, missile defense, relations with Russia and the European Union, NATO enlargement and military capabilities.

Capital of Massachusetts. Few of the early Irish emigrants to Boston were Catholics, as they were unwilling to settle in a Puritan colony. Traces of the Catholic Church are found as early as September , when a ship was in port having two priests on board, who were the guests of the governor. Father Druillettes visited Boston, , to discuss with General Gibbons details of a trading pact and alliance with the Canadian French against the Iroquois; it is surmised that he said Mass at the governor's home. The " Weekly Rehearsal 20 March , announces: "We hear that Mass has been performed in town this winter by an Irish priest among some Catholics of his own nation, of whom it is not doubted we have a considerable number among us." During the French and Indian War , 100 French Catholics were arrested in Boston "to prevent any danger the town may be in," but the sheriff refused to hold them. The Boston " Town Records " admitted that toleration in religion was desirable, but excluded "Roman Catholics" because their belief was "subversive of society." A favorite New England diversion was a procession on 5 November of the pope and the devil, in celebration of the "Gunpowder Plot," usually attended by riot. In

, reports 96% of the class of 2004 has passed MCAS and will graduate this spring.
Because passing MCAS has been required for high school graduation for the classes of 2003 and 2004, MCAS "pass rates" for these classes also represent graduation rates for Massachusetts. (Starting with the class of 2005, according to the state's application for No Child Left Behind funding, Massachusetts will be required to report the graduation rates based on the number of graduates divided by ninth grade enrollment four years earlier.)
Enrollment figures show that 18,232 students were lost from the class of 2004 between their enrollment in Grade 9 in october 2000 and the spring of 2004. This represents 23% of the class of 2004.
When all original members of the class of 2004 not just "survivors are included in the count, the MCAS "pass rate" for the all of the Class of 2004 is 74%, not 96%. Pass rates for African American and Latino students are 15 and 20 percentage points lower, respectively.

Boston, MA 02133 Dear Mr. Peyser: We are writing to express our opposition to a proposal that would add students' MCAS scores and performance levels to their high school transcripts. As you know, we have been outspoken supporters of the MCAS as a critical component of standards-based education reform. It is our view, however, that including students' MCAS results on their permanent records may place many Massachusetts public school students at a disadvantage when applying for higher education, scholarships or employment. Here in Massachusetts, we have begun to raise awareness about the effectiveness of MCAS exams as an objective measure of student learning. However, this indicator is specific to our state and may not be understood by college admissions officers and employers in other parts of the country. To include students' scores without providing the necessary context about the scores' meaning would be irresponsible and possibly harmful. If all applicants were assessed on the same indicators, perhaps the playing field would be more level, but how would one compare the performance levels on the MCAS with those on the statewide tests administered, for example, in Texas or New York? Moreover, this additional indicator would be used to assess only public school students, which may render their applications less favorable than those of private or parochial school students who are not required to take the tests. We fear this disparity may be particularly detrimental to public school students from urban areas with higher percentages of low-income families and students in bilingual and special education programs.

Child Lures Prevention Implemented Statewide CHICAGO—In an effort to protect children and prevent child abduction and exploitation in Illinois, Gov. Rod R. Blagojevich today launched the nationally recognized Child Lures Prevention Initiative, which teaches parents and children to recognize potential danger signs and make smart decisions to avoid child predators. The Child Lures Prevention Program, founded by renowned child personal safety expert Ken Wooden, will be introduced in 3,200 public elementary and middle schools statewide as a resource to help protect children against predatory crime. NBC5 in Chicago is partnering with Child Lures Prevention, Gov. Blagojevich, the Illinois State Police, the State Board of Education and the Illinois Principals Association to bring Child Lures Prevention to the children and families of Illinois. NBC 5 will broadcast a one-hour "Smart Choices, Safe Kids: A Child Lures Prevention Town Hall Meeting" on Saturday, September 17, at 6:00 p.m. The town hall meeting will also be broadcast by WMBD-TV/WYZZ-TV in Peoria, KWQC-TV in Davenport, WGEM-TV in Quincy, WPSD-TV in Paducah, WTVO-TV in Rockford, and WCIA-TV in Springfield.

Norah Dooley is a storyteller and children's author. She lives with her husband, children, cat, 2 horses, a variable number of chickens, in the "back of the beyond" in Central Massachusetts. Her first CD, Music of Angels … and other things I've heard, includes Italian folk tales, original stories and other Christmas stories was also self-produced, and it slipped into this world, unnoticed, in 1999. Her latest storytelling CDs are Stories Nobody Told Me: "Italian" Folk tales for all seasons and Stories from the Neighborhood: World Folk tales . Produced by Seat of Her Pants Productions, 2002. Her published picture books, Everybody Cooks Rice, Everybody Bakes Bread, Everybody Serves Soup and Everybody Brings Noodles, (Carolrhoda Books) are four titles in a series about her old neighborhood in Cambridge, MA.
For over 12 years, Norah has been presenting workshops throughout New England for people of all ages from early elementary grade students through high school and community college adult learners. Norah has also performed as a featured storyteller in the Christmas and Spring Revels, the Newport Folk Festival, and at 3 Apples Storytelling Festival, Harvard, MA.

Court Rulings on Home Education in Massachusetts: Overview Care and Protection of Charles (1987): Four things that school officials can (not must) ask homeschooling parents to provide:
  • an educational plan information about the parents’ qualifications a review of texts, but only to determine the type of subjects taught and the grade level of the child information on academic progress
Brunelle (1998) : School officials may not mandate home visits as a condition of approval. While the State can insist that the child's education be moved along in a way which can be objectively measured, it cannot apply institutional standards to this non-institutionalized setting. We urge you to become thoroughly familiar with Charles and Brunelle, to know their provisions and language. Charles mentions that there are certain areas of inquiry or supervision that are not "within the legitimate authority" of the school district; other matters are not mentioned in Charles at all. We also strongly suggest that you read between the lines to discover what is NOT included. Occasionally a school district may mistakenly ask for information that is not required. While the following should not be taken as a substitute for legal advice, we suggest that you reflect on these perspectives as you read the full text of the Court's decisions.

LINKS: Our History Online Tour Contact Us Just as the events of day-after-day accumulate into "history," the annals of the Sisters of Divine Providence in New England relate the story of how and why the Sisters of Divine Providence came to New England and grew. The Gurnett Property of 660 acres purchased from Mrs. Mae Gurnett in 1946 is the place in Kingston, Massachusetts where it all began. And today it is still the place from which most of the educational endeavors of the Sisters eminate. Camp Mishannock for girls was the first ministry undertaken. From a small group of 40 in 1947, to a much larger group today with an international contingent of counselors and campers the summer work of education continues. A safe, tranquil woodland place for personal and social growth, the Camp provides learning experiences in land and water sports, the opportunity to share cultures with campers and counselors from other countries, to develop self-confidence and leadership skills. This ministry resonates with the Community's charism of teaching and nurturing young girls. Sisters Ella Jean Bruen and Jacqueline Meyer are co-directors of the camp, which is just five miles from the Atlantic Ocean.

Elected officials and those active in state politics served as their parties' spokespeople in town-hall-style debates at which students asked the questions. Pairing off and representing their party's position on a wide range of issues were State Senators Brian Lees and Joan Menard; State Representative Peter Forman and State Senator Dianne Wilkerson; State Representative Michael Festa and Evan Slavitt, Esq.; Dan Daly and State Senator Marc Pacheco; and former U.S. Representative Peter Torkildsen and State Senator Jarrett T.
